dc.description.abstract | For middle-income and developing countries as well as some industrial nations a major challenge for building and sustaining successful research universities is determining the mechanisms that allow those universities to participate effectively in the global knowledge network on an equal basis with the top academic institutions in the world. These research universities provide advanced education for the academic profession, policy makers, and public and private sector professionals involved in the complex, globalized economies of the 21st century. In addition to their contribution to economic development, these universities play a key societal role by serving as cultural institutions, centers for social commentary and criticism, and intellectual hubs. The positive contribution of tertiary education is increasingly recognized as not limited to middle-income and advanced countries, because it applies equally to low-income economies. Tertiary education can help these countries to become more globally competitive by developing a skilled, productive, and flexible labor force and by creating, applying, and spreading new ideas and technologies. A recent study on how to accelerate economic growth in Sub-Saharan Africa spells out the crucial contribution of tertiary education in supporting this endeavor (World Bank 2008). It observes that the key for success in a globalized world increasingly lies in how effectively a country can assimilate available knowledge and build comparative advantages in areas with higher growth prospects and how it can use technology to address the most pressing environmental challenges. The main chapters of this book are nine case studies that illustrate what it takes to establish and sustain research universities and help validate the analytical model outlined above, including the paths to building research excellence. | en |
dc.description.abstract | La importancia de la educación terciaria en crecimiento económico y en la competitividad está siendo cada vez más reconocida como un factor crÃtico, no sólo en paÃses de economÃas medias y avanzadas, sino también en paÃses de economÃas en desarrollo. El acceso a un currÃculum sólido, de rango mundial, contribuye a configurar unos recursos humanos expertos, productivos y flexibles, que pueden influir positivamente en las actividades productivas, creando, aplicando y divulgando los nuevos conocimientos y sus tecnologÃas. Las Universidades de Investigación surgen como instituciones claves en las economÃas del conocimiento del siglo XXI. El camino hacia la excelencia académica: la constitución de Universidades de Investigación de Rango Mundial amplÃa el análisis del estudio publicado en El desafÃo de crear Universidades de Rango Mundial (Salmi 2009), exponiendo los resultados extraÃdos del análisis de las recientes experiencias ensayadas en 11 universidades, ubicadas en 9 paÃses, universidades que se han confrontado con el reto de constituir, en circunstancias muy difÃciles, instituciones de investigación de éxito. dc.description.abstract | Les principaux chapitres du présent ouvrage correspondent à neuf études de cas qui illustrent ce qu’il faut faire pour créer et maintenir des universités de recherche. Les rédacteurs ont choisi spécifiquement ces études de cas en fonction de plusieurs critères. Nous avons tout d’abord veillé à un bon équilibre régional en incluant des exemples d’au moins cinq régions sur quatre continents : Amérique latine (Chili et Mexique), Asie du Sud (Inde), Asie de l’Est et du Sud-Est (Chine ; RAS de Hong Kong, Chine ; République de Corée ; Malaisie ; Singapour), Europe de l’Est (Fédération de Russie) et Afrique (Nigéria). Deuxièmement, nous avons inclus des établissements aussi bien publics que privés. Troisièmement nous avons voulu que les études de cas représentent diverses stratégies consistant notamment à moderniser des universités existantes ou à en créer d’entièrement nouvelles au cours des deux dernières décennies. Quatrièmement, nous avons choisi des établissements aux configurations académiques variées, certaines étant axées essentiellement sur la science et la technologie, d’autres étant des universités polyvalentes, et l’une d’elles mettant l’accent sur les sciences sociales. Enfin, nous avons sélectionné trois études de cas spécialisées : le chapitre 8 sur le Chili compare les deux principales universités du pays, l’une publique et l’autre privée ; le chapitre 5 sur l’Université de Malaisie et l’Université nationale de Singapour propose une comparaison historique entre deux établissements créés initialement comme deux campus distincts de la même université et qui ont connu une expérience considérablement différente depuis lors, et le chapitre 7 sur le Nigéria, dans lequel l’Université d’Ibadan constitue un exemple d’université phare qui s’est gravement détériorée mais est maintenant engagée à nouveau sur la voie de l’excellence. | fr |
