Abstract
Pakistan’s industrial sector offers a significant and achievable opportunity for energy efficiency and decarbonization (EE&D), with the potential to substantially reduce energy demand, generate cost savings, and defer the need for new power generation capacity. Given that industry accounts for a substantial share of the country’s energy consumption, targeted EE&D interventions could include replacing inefficient equipment with market-ready or emerging efficient technologies and waste heat recovery, fuel switching (using clean sources of energy instead of fossil fuels), increasing electrification (converting high temperature range, gas-based processes to electricity generated from renewable resources for instance), increasing the use of distributed renewable energy as an alternative to grid-supplied electricity, process improvements, implementing circularity (increasing reuse through improved utilization of existing material stocks, remanufacturing, and recycling), and deploying carbon capture utilization and storage (CCUS) initiatives. In Pakistan, the most immediate opportunities for industrial EE&D include replacing inefficient equipment with efficient technologies and fuel-switching. The trend of increasing use of distributed renewables is already taking place in the country.

Publication Implementing Energy Efficiency and Demand Side Management : South Africa’s Standard Offer Model(Washington, DC, 2011-06)This report evaluates opportunities for South Africa to adopt a low carbon development pathway through a standard offer model. The standard offer aims to: provide customers and energy service companies a predetermined amount for delivered energy or demand savings, allow them to efficiently and rapidly structure and propose energy efficiency and demand side management projects, streamline the project approval process and scale-up project development and implementation, simplify the contracts between the utility and the energy service companies or customers, reduce the burden on the utility staff for project evaluation and processing, provide transparency to project proponents on the payments for delivered savings, facilitate the leveraging of commercial financing for energy efficiency projects, and reduce the utility's risk by making the payments. The report concludes that while South Africa has taken important steps towards implementing key elements of a national mitigation strategy; some practical problems, capacity limitations, and market and institutional barriers have affected the progress to date. The support outlined in this briefing note has helped to diagnose and address some of these limitations and barriers by adapting lessons from international experience to South Africa.Publication Uzbekistan : Energy/Power Sector Issues Note(World Bank, Washington, DC, 2013-06)This note focuses on the energy and power sector in Uzbekistan with the purpose of identifying some of the key issues faced by the sector and outlining potential solutions. In particular, the note aims to inform the Government thinking by providing input on priorities in the sector. The note also outlines potential solutions the Government may want to consider to address the identified challenges in the short and longer time and highlights the areas where the Government can start acting immediately. The analysis is based on the information and data provided by the Government during preparation of the Bank's investment lending operations, other analytical work as well as data/information collected from public sources. The note is structured as follows: section one discusses the importance of the energy sector to the economy and provides an overview of the sector. Section two provides a more detailed overview of the power sector. Section three identifies the principal challenges in the power sector. Section four proposes potential solutions to address these challenges. Finally, section five outlines a potential role for the World Bank in supporting the Government to address power sector challenges.Publication India : Policy of Notes on Power(Washington, DC, 2013-05-14)The Clean Energy Ministerial (CEM) is a high-level global forum to promote policies and programs that advance clean energy technology, to share lessons learned and best practices, and to encourage the transition to a global clean energy economy. At the United Nations Framework Convention on Climate Change conference of parties in Copenhagen in December 2009, U.S. Secretary of Energy Steven Chu announced that he would host the first Clean Energy Ministerial to bring together ministers with responsibility for clean energy technologies from the world s major economies and ministers from a select number of smaller countries that are leading in various areas of clean energy. Currently, the 23 governments participating in CEM initiatives are Australia, Brazil, Canada, China, Denmark, the European Commission, Finland, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Norway, Russia, South Africa, Spain, Sweden, the United Arab Emirates, the United Kingdom, and the United States, and collectively account for 80 percent of global greenhouse gas emissions and 90 percent of global clean energy investment.Publication Financing Energy Efficiency Measures for Residential Building Stock : Scaling Up Energy Efficiency in Buildings in the Western Balkans(World Bank Group, Washington, DC, 2014-05)Within the Western Balkans region, a secure energy supply is critical to sustaining economic growth. Currently, the region relies heavily on imported hydrocarbons and maintains high energy intensity relative to Gross Domestic Product, or GDP. This places a huge burden on companies, which require affordable and reliable infrastructure services to be competitive; the public sector, which spends significant budgetary resources on energy; and households, which have to pay a high portion of their income for energy services. As energy pricing is further rationalized, a higher burden will be placed on all sectors, especially poorer households. The residential sector is a significant energy consumer. Its share of total final energy consumption ranges from 28 percent to 32 percent (compared with the EU average of 27 percent). Fairly simple renovations such as insulation, heating system upgrades, and improvements to windows and lighting could reduce consumption in this sector by some 9 percent, with payback periods generally less than 8 years. Such improvements could help ease the impact of future tariff increases while helping reduce the region's projected energy supply and demand gap.Publication Western Balkans : Scaling Up Energy Efficiency in Buildings(Washington, DC, 2014-06)Within the six countries of the Western Balkans, Albania, Bosnia and Herzegovina, Kosovo, the Former Yugoslav Republic of Macedonia, Montenegro, and Serbia, energy efficiency (EE) is increasingly seen as a key pillar in national energy strategies, helping to enhance energy security, contribute to economic growth, and ensure environmental sustainability. This is for several reasons. EE can reduce the region's heavy reliance on expensive imports, enhance competitiveness and job creation, and reduce the impact of widespread fossil fuel use. EE can also bring important social benefits, helping to improve local air quality (mitigating related adverse health impacts), improve indoor comfort levels through improved heating, and make energy more affordable for low-income families. Finally, EE is seen as a critical tool in helping to mitigate the effects of necessary and planned tariff reforms by offsetting the higher energy costs to the entire economy. To realize these benefits, the Western Balkans countries will have to shift from broad policies and small-scale pilots to scaled-up financing and implementation. There is an urgent need to develop viable financing models in all sectors, as well as suitable delivery mechanisms, information systems, and necessary secondary legislation, in order to meet national targets and fuel economic development in a more sustainable manner. Buildings, which account for almost half of energy use in the regions, have been identified as a key sector in all of the country EE plans.
