Abstract
Access to a reliable source of heat is vital to sustain life in Mongolia. Particularly so, for families living in the traditional tents, who today in Ulaanbaatar - the capital city - rely on burning mineral coal. However, the incomplete combustion of coal by inefficient metal stoves, releases polluting gases, affecting not only households' interior, but the air quality of the entire city. Additionally, air pollution is also caused by three central combined heating, and power stations coal-fueled boilers, and vehicle emissions. Over the 1999-2001 period, the Energy Sector Management Assistance Programme (ESMAP) assessed the situation in terms of household heating habits, and consumption levels, and identified the main local participants, towards improving stoves and their impact on air pollution. Appropriate schemes were designed for widespread uses, and a dissemination program was elaborated, including financial support from the Global Environment Facility (GEF) for its implementation. The report presents the findings, and lessons learned, highlighting the need to further explore other alternatives, such as the use of briquettes, installation of thermal bricks inside combustion chambers, and extending credit to consumers, increasing their purchasing power. It further stipulates fuel expenses can be cut by one-third, air pollution reduced, thus improving living conditions, public health, as well as public expenses, and the environment.

Publication Mongolia : Heating Stove Market Trends in Poor, Peri-Urban Ger Areas of Ulaanbaatar and Selected Markets Outside Ulaanbaatar(Washington, DC, 2013-02-01)Ulaanbaatar, Mongolia is the coldest capital of the world and remains one of its most polluted. Coal and wood burning for heating are essential for survival but contribute about 60 percent of the fine particulate (PM2.5) concentrations in the city. These levels of exposure are very harmful to health and exceed World Health Organization (WHO) standards many-fold. The heating appliances causing the pollution are both traditional stoves that have been used for generations and, increasingly, coal fired stove furnaces used by wealthier households. The overwhelming majority of households in the ger areas (informal settlements surrounding the city), however, are poor, and the population continues to grow as job prospects in Ulaanbaatar attract more migrants. The World Bank estimates that a reduction of 80 percent of emissions from ger area heating could achieve a 48 percent reduction in population weighted exposure to PM2.5. To achieve this, poor households need to be convinced to permanently switch to less polluting heating solutions, an effort that will require a multi-year, coordinated set of policies and programs. This study takes stock of recent developments and provides market information on affordability, attitudes, fuel consumption, and other market information for stoves and fuels inside and outside Ulaanbaatar. It provides insights for solutions to the important challenges that remain to achieve a sustainable market transformation to low-emission stoves.Publication Impact of Improved Stoves on Indoor Air Quality in Ulaanbaatar, Mongolia(World Bank, Washington, DC, 2005-11)Ulaanbaatar, Mongolia, is the coldest capital city in the world, with average winter low temperatures of -20° Celsius. Many families there live in gers, traditional Mongolian dwellings consisting of a wooden frame beneath several layers of wool felt. In the ger districts of Ulaanbaatar, cooking and heating energy is provided through indoor coal combustion in metal stoves with chimneys, and in wintertime, such stoves may be in use both day and night. Over the last several years, new stove designs with improved fuel efficiencies have been introduced into many homes. To test the impact of the improved stoves on indoor air quality, 24-hour monitoring of particulate matter (PM) and carbon monoxide (CO) was done in 65 Mongolian gers. The primary analyses focused on 58 households, 20 with original (or traditional-type) stoves, 18 with the improved stove type TT-03, and 20 with the improved stove type G2-2000. In addition to indoor pollutant concentrations, information on other relevant factors was collected, which included home sizes, indoor and outdoor temperatures, age of stove in use, amount of fuel used and number of refuelings, position of monitors relative to chimneys, and number of cigarettes smoked in the home. Analysis of variance showed that these factors did not differ significantly by stove type except that traditional stoves tended to be older than improved stoves. Multivariate regression methods were used to test for statistically significantly different indoor PM and CO concentrations between homes with different stove types while controlling for selected characteristics.Publication Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward(Washington, DC: World Bank, 2012)Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.Publication China : Accelerating Household Access to Clean Cooking and Heating(Washington, DC, 2013-09)The China Clean Stove Initiative (CSI), a collaborative effort of the Chinese government and the World Bank, aims to scale up access to clean cooking and heating stoves for poor, primarily rural households, who are likely to continue using solid fuels beyond 2030. More than half of China's population still relies on solid fuels (coal and biomass) for cooking and heating; many of these households, located mainly in rural areas, are likely to continue using solid fuels in the near future. Switching to modern energy alternatives would be the most effective way to achieve clean cooking and heating solutions and should be encouraged; yet such fuels are more expensive than solid fuels, requiring more costly stoves and delivery infrastructure. Effective strategies to scale up the dissemination of clean burning, fuel-efficient stoves for household cooking and heating can mitigate the health hazards associated with the burning of solid fuels. It is estimated that Household Air Pollution (HAP) from solid fuel use results in more than a million premature deaths each year in China. Scaled-up access to clean and efficient stoves is consistent with China's strategy to promote energy conservation, reduced carbon emissions, and green energy in villages. The China CSI comprises four phases: 1) initial stocktaking and development of the implementation strategy; 2) institutional strengthening, capacity building, and piloting of the strategy; 3) scaled-up program implementation; and 4) evaluation and dissemination of lessons learned. This report will serve as a knowledge base and roadmap to encourage and engage all interested parties in working together on this important agenda. The initial CSI stocktaking exercise calls for a comprehensive strategy comprising institutional strengthening and building of an enabling policy and regulatory environment, market and business development, and stimulation of household demand, supported by an innovative, results based financing approach.Publication Clean Stove Initiative Forum Proceedings : Beijing, China, April 26-29, 2014(Washington, DC, 2014-11)The objectives of the second EAP CSI Regional Forum are twofold. The first is to share the progress, findings, and challenges of implementing the initiative s second phase. The second is to promote South-South collaboration, learning, and knowledge-sharing, with a focus on China s experiences. The forum is being held in Beijing on April 28, 2014, as part of a four-day event (April 26 29, 2014). A two-day, pre-forum event held April 26 27 focuses on participation in the 8th China Clean Stoves Expo in Langfang, Hebei province. Post-forum, South-South knowledge-exchange activities, scheduled for April 29, feature a meeting with officials of China s Rural Energy and Environment Agency (REEA) on South- South collaboration, tour of the stove-testing center at China Agriculture University in Beijing, and field visits with local stove manufacturers in Gaobeidian, Hebei province. The forum is co-organized by the China Alliance for Clean Stoves (CACS) and the REEA, Ministry of Agriculture, with funding support provided by the Australian government s DFAT, through the World Bank s EAAIG, and ASTAE.

Publication Competition in the Financial Sector(World Bank, 2009-03-30)Competition in the financial sector, as in other sectors, matters for allocative, productive, and dynamic efficiency. Theory suggests, however, that unfettered competition is not necessarily best given the special features of financial services. The author discusses these analytical complications before reviewing how to assess competition in the financial sector and its determinants. It is shown that competitiveness varies greatly across countries, in perhaps surprising ways, and that it is not driven by financial system concentration. Rather, systems with greater foreign entry and fewer entry and activity restrictions tend to be more competitive, confirming that contestability—the lack of barriers to entry and exit—determines effective competition. The author then analyzes how competition policy in the financial sector has generally been conducted and how changes in competition in the financial services industries should affect competition policy going forward. In part based on comparison with other industries, the author provides some suggestions on how competition policy in the financial sector could be better approached as well as what institutional arrangements best fit a modern view of competition policy in the sector. The specific competition challenges for developing countries is also highlighted. The author concludes that practices today fall far short of the need for better competition policy in the financial sector.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication EdTech in Developing Countries(Published by Oxford University Press on behalf of the World Bank, 2021-08-02)The emergence of educational technology (“EdTech”) in developing countries has been received as a promising avenue to address some of the most challenging policy questions within educational systems. In this paper, I review and synthesize all existing studies with credible causal identification frameworks of EdTech interventions in developing countries. While other studies review the evidence for EdTech interventions in developed countries, there is currently no equivalent study for developing contexts, in spite of the rising number of studies being produced. I classify studies into four thematic categories based on the type of EdTech intervention analyzed: Access to technology; technology-enabled behavioral interventions; improvements to instruction; and self-led learning. I find that EdTech interventions centered around self-led learning and improvements to instruction are the most effective forms of EdTech at raising learning outcomes. Similarly, technology-enabled behavioral interventions are less promising for generating large effects but highly cost-effective given their typically low marginal costs. Although expanding access to technology alone is not sufficient to improve learning, it is a necessary first step for some other types of interventions. More broadly, the overall success of interventions rests on the thoughtful customization of the EdTech solution to the policy constraints at hand. Finally, EdTech interventions across all thematic areas can and should act as complements by leveraging their respective comparative advantages to address deficiencies within educational systems in developing countries.Publication Developing an Article 6 Strategy for Host Countries(Washington, DC, 2022)The objective of this paper is to develop guidance for host countries on assessing and choosing their approach to participation in Cooperative Approaches of Article 6 of the Paris Agreement. The main audience is government officials in charge of Article 6 in potential host countries. Decisions on Article 6 engagement for host countries could happen on three levels: (i) High-level (“strategic”): the overall decision on whether to participate. This answers the question, “under what conditions would it be beneficial to participate in Article 6?”; (ii) Mid-level (“tactical”): the overall decision on how to participate. This would address key considerations for host countries once they have decided to participate in Article 6, both to minimize risks and to maximize opportunities (for example, using international versus domestic standards, bilateral versus multi-lateral cooperation, detailed approaches to minimizing overselling risks)?”; (iii) Low-level (“operational/technical”): the choices on implementing the various strategic and tactical decisions. This answers the question, “what specific tools, practices and steps are necessary to participate?” (for example, choice of registry, detailed project cycle, requirements to ensure environmental integrity, options for reporting). This paper addresses the first two levels only, while the operational decisions will be addressed in other Article 6 Approach Papers and related guidance. After presenting some fundamental concepts related to Article 6 in section 2, sections 3 and 4 explain the considerations for the strategic and tactical decisions about participation in Article 6. Section 5 then focuses on the chronological process and steps to make these decisions. This paper builds on and references other Article 6 Approach Papers, Partnership for Market Readiness (PMR) work on developing Article 6 participation guidance for selected countries, and the experience of the Carbon Initiative for Development (Ci-Dev)’s Standardized Crediting Framework.Publication Government Matters III : Governance Indicators for 1996-2002(World Bank, Washington, DC, 2003-08)The authors present estimates of six dimensions of governance covering 199 countries and territories for four time periods: 1996, 1998, 2000, and 2002. These indicators are based on several hundred individual variables measuring perceptions of governance, drawn from 25 separate data sources constructed by 18 different organizations. The authors assign these individual measures of governance to categories capturing key dimensions of governance and use an unobserved components model to construct six aggregate governance indicators in each of the four periods. They present the point estimates of the dimensions of governance as well as the margins of errors for each country for the four periods. The governance indicators reported here are an update and expansion of previous research work on indicators initiated in 1998 (Kaufmann, Kraay, and Zoido-Lobat 1999a,b and 2002). The authors also address various methodological issues, including the interpretation and use of the data given the estimated margins of errors.
