Abstract
Boosting shared prosperity also means including disadvantaged groups in the labor market. While many factors can hinder labor force participation, behavioral factors have emerged as key barriers in the case of Mauritian youth with little education. This Note describes the results of an intervention that delivered training on job search, goal setting, and planning skills to a group of young job-seekers with low educational attainment in Mauritius. While the intervention had to be interrupted due to the COVID-19 outbreak, preliminary results show encouraging positive impacts for youth employability and job search behaviors, and point to useful lessons.

Publication Youth Employment Programs : An Evaluation of World Bank and International Finance Corporation Support(Washington, DC: World Bank, 2012-09)Youth employment issues are a major concern for many countries because they have negative effects on the welfare of young people, and may also adversely affect economic performance and social stability. This is the first Independent Evaluation Group (IEG) evaluation of the World Bank Group's support to countries trying to address youth employment issues. The World Bank lending portfolio for youth employment is relatively small, although components of programs appear in 57 countries. Most projects include interventions in skills development and school-to-work transition. Half of the projects include interventions to foster job creation and work opportunities for youth. International Finance Corporation (IFC) has a broad approach to job creation. Between FY01 and FY11 youth employment has not been specifically targeted, except in the Middle East and North Africa region and in a small number of other interventions. IFC invested $500 million to 50 investment operations and 18 advisory services to education. Although youth employment is addressed in the education, social protection, and labor strategies, it is not recognized as an issue in most country strategies even where youth unemployment is serious. Youth employment is a multisectoral issue, but few youth employment projects are implemented by multisectoral teams. The evaluation makes two recommendations: (i) apply an evidence-based approach to youth employment operations, and (ii) at the country level, take a strategic approach to youth employment by addressing the issue comprehensively, working across World Bank Group teams, with governments and other donors. There is a critical need to strengthen evidence-based feedback loops to the strategic planning process. Addressing youth employment issues is a major concern for many countries. It negatively affects the welfare of young people and potentially the rest of the economy as well. Unemployed youth do not get a chance to build professional skills. As a result, they are more at risk for higher adult unemployment, career downgrades and lower wages later in life, and a loss in lifetime earnings. The reasons for higher youth-to-adult unemployment rates include labor demand and supply factors, as well as constraints in the labor and credit markets. Their relative importance in a dynamic growth context varies across countries. Recognizing these differences is important for governments in designing youth employment programs tailored to the most affected youth groups, and to incorporating in program design specific interventions to address the underlying causes of youth unemployment and underemployment. This evaluation was done to better understand the contributions of the World Bank and IFC to these efforts, their effectiveness, and what can be learned from the experience to support decision makers in finding new solutions.Publication The Challenge of Youth Employment in Sri Lanka(World Bank, 2010)Sri Lanka has been regarded as a model of a country with successful social policies, yet for decades it has faced major challenges in providing employment and satisfying other aspirations of youth. Although the labor force has become more educated, and this trend is particularly marked for youth, the main source of employment for both youth and adults remains the informal sector. Moreover, the importance of the informal sector as a source of employment has increased since the mid-1990s. On the positive side, unemployment declined in last decades, particularly for youth. The Sri Lankan government has continually acted on various fronts to address the youth unemployment problem. It has tried to improve and modernize Sri Lanka's general education system, which has long been criticized as too academic, and to increase the accessibility of training so as to promote the employability youth leaving school. Other actions included strengthening entrepreneurship programs and introducing career guidance and counseling and improving labor market information to help young people in their job searches and to guide human resource planning. In 2007, the government developed the National Action Plan for youth employment, built, for the first time, on a coherent youth employment policy framework and deriving an encompassing and consistent set of policy recommendations. The plan was based on in-depth analysis of Sri Lanka's labor market, provided via a series of background papers undertaken under the auspices of the Youth Employment Network (YEN). To provide the richness and comprehensiveness of this analysis in its totality, these papers, updated and revised, are collected in the present book. This book offers a wealth of valuable advice to the government and other stakeholders to achieve this goal. By exploiting the full potential of the youth, not only will their talent, aspirations, and energy be harnessed to advance economic growth, but also the existing inequities will be reduced and, hopefully in the longer run, eliminated.Publication Active Labor Market Programs for Youth : A Framework to Guide Youth Employment Interventions(World Bank, Washington, DC, 2010-11)Youth are three times more likely to be unemployed than adults, even in economies with strong economic growth. This note is a tool to provide policymakers and youth-serving organizations with a framework to better diagnose short- to medium-run constraints facing the stock of unemployed youth and to design evidence based youth employment interventions. The note only addresses youth employment; strategies to affect wages, productivity, underemployment, or job quality are not directly discussed. This note presents youth-oriented Active Labor Market Programs (ALMPs) that conform to one of two criteria. Each intervention either has been shown to have predominately positive impact, as measured by rigorous impact evaluations, or has weaker evidence of impact-rigorous evaluations with mixed evidence of impact or strong positive monitoring data-and is theoretically sound. Cost-effectiveness information is presented when available. The note focuses on programs that are appropriate to address constraints faced by youth from disadvantaged backgrounds.Publication Youth Employment : A Human Development Agenda for the Next Decade(World Bank, Washington, DC, 2013-06)This paper reviews the main challenges facing countries in attempting to improve labor market outcomes among youth, focusing on the issues that became starkly visible during the recent financial crisis. In order to better identify and set up human development interventions, the paper proposes an agenda that focuses on three areas: (1) improving the understanding of the causes and consequences of poor labor market outcomes for youth; (2) continuing to learn from the evaluation of pilots and programs that aim to promote productive employment among young people; and (3) addressing implementation issues which frequently overwhelm the best designs. The paper utilizes research on youth employment to take stock of youth labor market outcomes across regions, focusing on inactivity, unemployment, and employment indicators. A review of what is known about current interventions, including those that appear in the youth employment Inventory database of programs, provides the basis for determining the efficacy of five categories of intervention: (i) skills training (including vocational training, on-the-job-training programs, literacy and numeracy programs, second-chance and equivalency programs, and soft-skills programs); (ii) entrepreneurship promotion (financial assistance, technical assistance, and entrepreneurship training); (iii) subsidized employment (including wage subsidy programs, public works, and public/community service programs); (iv) employment services (including search assistance and access to labor market information, job counseling and placement services, and financial assistance for job search); and (v) reforms to labor market regulation (including anti-discrimination legislation) training programs, wage subsidies. Finally, the paper proposes an agenda for research and policy analysis in the area of human development that is expected to help both deepen the understanding of youth employment issues and improve the selection, design, and implementation of youth employment programs.Publication Labor Market Policies under a Youth Bulge : How to Benefit from Demographic Dividend in Pakistan(World Bank, Washington, DC, 2012-12)This paper assesses labor market trends and outcomes in Pakistan over the past decade. It shows that despite a high rate of employment growth, labor market outcomes have been disappointing: most jobs have been created in low productivity sectors/activities, and even if they provide a minimum level of income to often avoid poverty, they remain low quality jobs providing little or no protection to workers against shocks. In addition, female participation rates for women are very low and there are large income disparities between rural and urban areas, and across sectors. A fundamental part of the problem is the low level of education of the labor force. Pakistan is currently in the midst of a demographic transition that is bringing a growing number of youth into the labor market. This youth bulge that is unwinding opens both challenges and opportunities. Challenges because of the need to create enough jobs to employ new entrants; Opportunities, because if this is done the country will enjoy a demographic dividend , as the share of those employed relative to the dependent increases, driving up income per capita and standards of living.

Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Making Procurement Work Better – An Evaluation of the World Bank’s Procurement System(Washington, DC: World Bank, 2024-12-06)This evaluation assesses the results, successes, and challenges of the World Bank 2016 procurement reform. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity. (iii) Consistently manage the full spectrum of procurement risks to maximize project success.
