Designing Effective National Programs to Improve Industrial Energy Efficiency

Abstract
This guidance note, about Industrial energy efficiency is closely linked to the economic competitiveness of countries with significant manufacturing bases and to the energy security of countries that rely heavily on imported energy. For individual enterprises, improving energy efficiency strengthens the bottom line, often reducing direct energy costs by 10 to 30 percent Industry accounts for approximately 30 percent of global final energy consumption and a similar share of carbon dioxide (CO2) emissions. Its total energy intensity could be reduced by about 25 percent by modernizing technology, particularly in developing countries. The main barriers to achieving broad energy efficiency gains are insufficient information; difficulty obtaining financing; and, in many developing countries, insufficient capacity for identifying, preparing, and delivering projects. A welldesigned national industrial energy efficiency program should include clear policy goals linked to tangible targets; a range of policy instruments to guide and encourage action; and measures to build implementation capacity and facilitate financing. The role of the government is to facilitate or even to mandate the removal of impediments to successful investment in energy efficiency. Carefully calibrated interventions can address local and global environmental concerns while generating social and economic benefits. Governments should take a leadership role by analyzing how energy drives productivity and how improvements in energy efficiency can increase the bottom line.     Although by its very nature climate resilience can never be fully “standardized”, the development and mainstreaming of climate resilience metrics can benefit from greater consensus around key topics. Areas such as metric categories, methodologies, and reporting frameworks can be aligned through coordinated efforts among regulators, utilities, and other stakeholders, enabling more consistent, effective, and scalable resilience planning across the sector. The key is harmonization and not homogenization.

    Exploiting the Potential of Energy Efficiency in Residential Buildings

    The residential sector makes up about 70 percent of building energy demand. This demand is expected to grow rapidly over the next decade. Although the sector offers huge potential for energy efficiency gains, a range of barriers impedes the realization of these benefits. Fortunately, a wealth of global experience shows how these challenges can be overcome through a combination of sound planning, strong policy and regulatory frameworks, well designed financing and incentives, robust institutional and market development, and accessible information to scale up residential energy efficiency.

    Decarbonizing Ammonia and Nitrogen Fertilizers with Clean Hydrogen

    Synthetic fertilizers are essential to sustaining the world’s population, but their production is responsible for 1.8–2.4 percent of global greenhouse gas emissions. Clean hydrogen holds growing potential (amid falling costs) to decarbonize fertilizer production. Hydrogen produces synthetic ammonia, a building block of most fertilizers. With the fertilizer market as a reliable off-taker, this shift could support the overall expansion of clean hydrogen, even as it boosts global food security. However, this transition may require adjustments, including changes in fertilizer types and modifications to existing subsidy schemes.

    Shared Infrastructure for Clean Hydrogen

    Studies of the development of clean hydrogen have often focused on the production side. Infrastructure built and used for storage and transportation warrants more attention. Among the topics that should be assessed are system design, operation, integration, and ownership; market design and governance; and planning. This Live Wire examines case studies and literature on the infrastructure for hydrogen hubs, with an emphasis on the benefits of shared infrastructure. Given the breadth of hydrogen production and infrastructure, the focus is on renewable hydrogen production for domestic use and for export after conversion to ammonia.

    Using Biomass or Green Ammonia to Replace Coal in Existing Thermal Power Plants

    Finding fuel sources to replace coal in power plants is crucial in the march toward decarbonization. Biomass and ammonia are two options offering significant potential. Both can be used with coal or alone in newly constructed facilities or in modified power plants. Relatively new power plants are good candidates for modification. While work is underway demonstrating the feasibility of each material, there are logistical challenges to address, particularly in the case of ammonia.

    This report was designed to provide senior Russian policymakers with a comprehensive and practical analysis of energy efficiency in Russia: potential, benefits, and recommendations on how to fully tap into this resource. Shortly after his inauguration, President Medvedev made several public statements identifying Russia s inefficient use of energy, and the associated economic and ecological consequences, as one of the most pressing problems facing the nation. He has called for an action plan to halve Russia s energy intensity by 2020. The goal of this report is to make a significant contribution toward developing such a plan.

    Mainstreaming Building Energy Efficiency Codes in Developing Countries : Global Experiences and Lessons from Early Adopters

    This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries. It also includes case studies of four developing countries- China, Egypt, India, and Mexico and the state of California in the United States of America. It aims to inform both the World Bank Group and its client countries about global best practices and emerging lessons from developing countries in the design and implementation of BEECs. The report also serves as a primer on the basic features of BEECs and the commonly adopted compliance and enforcement approaches. The key challenges to improving compliance enforcement in developing countries include the level of government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of domestic/local building supply chain, and the financing constraints. These challenges are surmountable in countries where economic growth is sustained and energy efficiency is pursued as a key element of national energy strategy.

    Low-Carbon Development for Mexico

    One of the most compelling reasons for pursuing low-carbon development is that the potential impacts of climate change are predicted to be severe, for both industrial and developing countries, and that reducing greenhouse gas emissions can reduce the risk of the most catastrophic impacts. The challenge of reducing emissions is sobering: leading scientific models indicate that limiting the rise in global mean temperatures to less than two degree Celsius will require that global greenhouse gas emissions peak within the next 10-15 years and then fall by 2050 to levels about 50 percent lower than in 1990. Although many countries recognize the need to curtail carbon emissions, there is considerable uncertainty about how much this will cost in individual countries, what measures can be undertaken in both the short and longer term, and how cost-effective specific interventions are in reducing emissions. This study analyzes a range of energy efficiency options available in Mexico, including supply-side efficiency improvements in the electric power and oil and gas industries, and demand-side electricity efficiency measures addressing high-growth energy-consuming activities, such as air conditioning and refrigeration. It also evaluates a range of renewable energy options that make use of the country's vast wind, solar, biomass, hydro, and geothermal resources.

    Energy Intensive Sectors of the Indian Economy : Path to Low Carbon Development

    Energy Intensive Sectors of the Indian Economy: Path to Low Carbon Development is the product of a collaborative effort between the World Bank and the Government of India, under the overall leadership of the Planning Commission and the Ministry of Power, and with the financial assistance of the Department for International Development (DFID) and the Energy Sector Management Assistance Program (ESMAP). The study was requested by the Government of India to develop the analytical capacity for identifying low carbon growth opportunities up to the end of the 15th Five Year Plan (March 2032) in major sectors of the economy; and to facilitate informed decision making by improving the knowledge base and raising national and international awareness of India efforts to address global climate change. The study uses an innovative engineering based, bottom up model to examine CO2 emissions from energy use during 2007 to 2031. It focuses on sectors and areas that are expected to contribute significantly to India's future growth in CO2 emissions. The report received significant support from ministries and agencies of the Government of India, including the planning commission, the ministry of environment and forests, and the ministry of power, the central electricity authority, and the bureau of energy efficiency.

    Public Procurement of Energy Efficiency Services : Lessons from International Experience

    This book explores energy savings performance contracts (ESPCs) as a means of overcoming some of the more difficult hurdles in promoting energy efficiency in public facilities. ESPCs represent a very attractive solution to many of the problems that are unique to public agencies, since they involve outsourcing a full project cycle to a service provider. From the detailed audit through implementation and savings verification, ESPCs can relieve public agencies of bureaucratic hassles, while service providers can secure the off-budget project financing and be paid from the actual energy savings, thus internalizing project performance risks. ESPC bidding also allows public agencies to select from a range of technical solutions, maximizing the benefit to the agency. Global experience suggests that ESPCs have been more effective at realizing efficiency gains than many other policy measures and programs, since the service providers have a vested interest in ensuring that a project is actually implemented. Many of the country governments interviewed for the study also saw enormous potential in bundling, financing, and implementing energy efficiency projects on a larger scale in the public sector, a method that increases the rate of efficiency gains and creates further benefits through economies of scale.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Mobilizing Commercial Financing to Scale Up Energy Efficiency in the Public Sector

    Scaling up energy efficiency is critical to the energy transition—and the public sector is a good place to start. Programs in public buildings, in particular, can introduce new models and thus help shape markets. Given the limits of public financing against huge investment needs, countries must unlock commercial financing. The first steps are to adopt international best practices and select financing mechanisms suited to local policy and regulatory frameworks, public agency characteristics, implementation barriers, and the maturity of financial markets.

    Residential Energy Efficiency

    Over the next decade, energy consumption in the residential subsector is expected to grow faster than in the rest of the building sector owing to expected increases in both the number of households and in per capita energy use as incomes rise. Improvements in residential energy efficiency would provide multiple benefits to individual households and society at large but are often blocked by a number of barriers.
