Abstract
The Communication for Governance and Accountability Program (CommGAP) was established in 2006 as a global program to confront challenges which create barriers to achieving effective and sustainable governance outcomes. In particular, CommGAP was created to address specific c gaps that undercut the quality of governance reform efforts: a structural gap, a process gap, and a capacity gap. The structural gap, produced by the insufficient recognition of the public sphere as an essential part in securing good governance and accountability, leads to a narrow, fragmented approach in the design and approach of many governance reform programs. The process gap is one that arises from a lack of applicable processes to deal effectively with political economy issues and people-related challenges due to vested interests and stakeholder resistance to change. The capacity gap deals with the problem of the meager capabilities among researchers, development and communication practitioners in government agencies, NGOs or private firms in ways that hinder their ability to provide effective and strategic support in the implementation of governance reform programs.

Publication Building Commitment to Reform through Strategic Communication : The Five Key Decisions(World Bank, 2009)This workbook gives the reader a management decision-making tool for developing a communication strategy that will support a proposed reform. This decision tool helps a reform project team focus its efforts by disciplining it to select only those communication activities that will prompt its target audiences to learn new information and adopt positive attitudes that lead to desired changes in behavior. The decision-making approach described here also helps program manager's work more effectively with communication specialists. This tool has been used by program managers in developing countries and taught at workshops and in formal courses conducted face-to-face; by videoconference; and through self-paced, computer-based modules. To illustrate how this tool may be used in various types of development activities and in diverse settings, the authors provide examples drawn from projects, economic and sector work, country assistance strategies formulated by donor groups, and country programs designed by developing-country government teams to reduce poverty.Publication Strategic Communication for Development Projects : A Toolkit for Task Team Leaders(World Bank, Washington, DC, 2003)Efforts to promote general awareness of public health issues - the traditional goal of information, education, and communication (IEC) programs have built a good foundation for population, health, and nutrition (PHN) activities. So communication programs must be designed to support behavior change in key constituencies delivering the message not just to potential clients, but to health providers as well. This document accompanies a toolkit designed to help Bank task managers plan and supervise the implementation of communication activities in PHN projects. It reviews the basic principles of communication for behavior change, presenting a step-by-stop guide to planning and implementing communication activities and linking those steps to the Bank's project cycle. The toolkit contains a set of practical modules, including: communication research approaches for bank projects; a guide to communication indicators; sample term of reference for Bank and Borrower consultants; guide questions for assessing organizational capacity; sample budget and implementation plan; and case studies of best practice in behavior change communication.Publication Counting on Communication : The Uganda Nutrition and Early Childhood Development Project(Washington, DC: World Bank, 2005)The Uganda Nutrition and Early Childhood Development Project was one of the World Bank's first projects to demonstrate the value-added of strategic communication. The strategic communication component developed for this project included the use of formative research about values and attitudes with respect to child rearing, in order to develop and test effective messages. The communication strategy was developed in a highly participatory manner and included nurturing a team of champions for the project among policymakers, district officials, community leaders, and grassroots organizations to advocate for the project. It also included two-way communication activities developed to address the practices and behaviors that would need to be changed in order for the project to be successful, rather than merely disseminating messages based on assumptions of project benefits. This publication is the first in a series of Working Papers sponsored by the Development Communication Division (DevComm) of the World Bank's External Affairs Vice-Presidency. This series is designed to share innovations and lessons learned in the application of strategic communication in development projects. Together with other donors, NGOs, and private sector partners, DevComm seeks to mainstream the discipline of development communication in development practice.Publication Uganda’s Nutrition and Early Child Development Project - Counting on Communication(World Bank, Washington, DC, 2005-04)In 1998, a $34 million World Bank loan for the Nutrition and Early Child Development Project (NECDP) was approved to support the National Program of Action for Children. The NECDP covered about 8,000 communities in 20 of Uganda's 39 districts, selected based on levels of malnutrition, infant mortality, and primary school enrollment rates. The project sought to halve malnutrition among preschool children, raise primary school enrollment, reduce dropout and repetition rates, improve psycho-social and cognitive development, and increase the number of mothers practicing appropriate childcare.Publication Influencing Change : Building Evaluation Capacity to Strengthen Governance(World Bank, 2011-03-28)Evaluation Capacity Building (ECB) is an often-discussed topic in developing countries and their partner international institutions. This book takes on an elusive yet frequently mentioned concept in development evaluation ECB. Differences and divergences were apparent in the spring of 2009, when the International Development Evaluation Association (IDEAS) held its biannual global assembly in Johannesburg, South Africa, around the theme of 'getting to results: evaluation capacity building and development.' What became apparent was that a number of challenges had already been identified, but that trying to capture lessons learned on effective strategies was difficult, because of the failure to agree upon a unique and coherent definition of ECB, its various objectives and wide scope, and the diversity of institutional contexts in which it takes place. This book brings together the key papers from that global assembly, as well as new papers that reflect on what was learned and shared at the conference.
