Building Entrepreneurial Mind-Sets: Evidence from a Large-Scale Educational Intervention in India

Abstract
The Entrepreneurial Mindset Development Program (EMDP) led to increased agency among students over their education, careers, own goals, basic financial literacy, and risk preferences. Students who participated in the EMDP had higher English and Mathematics test scores and wanted to pursue salaried government jobs after their studies. A majority of the program effects were more highly concentrated among female students. There was also substantial heterogeneity among students according to local labor markets. Thus, in mandals with a higher concentration of manufacturing jobs, students demonstrated a greater inclination to aspire to start a business. To address some of these issues, the EMDP consortium, along with the State Council of Educational Research and Training - Andhra Pradesh, rolled out the EMDP curriculum for grade 9 students attending public schools in the 2022-23 academic year. The program involved weekly instructional classes totaling up to 50 hours, complemented by project-based learning focused on essential entrepreneurial skills and mindsets. The intention of the government was to improve the employability of the youth and educate students to learn to get along and get ahead in life - as described by implementing partners.

    Intelligence, Personality, and Creativity : Unleashing the Power of Intelligence and Personality Traits to Build a Creative and Innovative Economy

    Cognitive ability, as measured by IQ and background factors such as socioeconomic status and demographics have historically been seen as the principal determinants of a student s academic success. However, a growing body of research from psychology, education, behavioral economics and neuroscience is showing that personality traits also predict academic and work performance. This change in paradigm suggests that education systems face a more complex challenge than traditionally recognized: to work not only with the different types of intelligence possessed by students but also with their different personality traits in order to produce academic success measured by cognitive and non-cognitive skills. This paper reviews the research findings from the different literatures (psychology, education, behavioral economics, and neuroscience) that relate to these questions. Several good reviews summarize the findings on aspects of these questions, but rarely address all of the questions above. In particular, those reviews do not shed light on how education can improve both cognitive and non-cognitive skills and how such skills promote creativity and labor market outcomes. The scientific literatures on human intelligence and personality are large, but our focus is on the subset of research findings that relate intelligence and personality to academic performance. Likewise, the literature on creativity, innovation, and productivity is extensive, but our focus will be on the research findings that relate academic performance to creativity and, ultimately, to productivity in the workplace.

    Mongolia : Gender Disparities in Labor Markets and Policy Suggestions

    Mongolia has made strong progress on key gender-related Millennium Development Goals (MDGs) in recent years. Gender indicators in education and health are also better in many respects than in comparator countries in the East Asia and Pacific region. Women have a limited presence in higher level managerial positions and in entrepreneurial work, and working women also have to shoulder most of the household and care duties compared to men. These inequalities can have large impacts on development, growth and productivity as well as pervasive intergenerational social costs. Removing impediments to full and equal participation for women in the economy, providing equal access to economic resources and opportunities and eliminating discrimination can boost productivity and competitiveness for firms with wider benefits for the economy and within the household. A range of potential policy actions can be considered, including improving employment outcomes (wages, career progression) for women in the public sector, introducing more friendly parental leave policies that cover both fathers and mothers, improving child care services and introducing affirmative action policies in sectors where women are acutely under-represented such as mining. In addition, business regulations can be streamlined to make it easier to start and operate businesses for both men and women. Other policies that may be helpful include promoting awareness of and encouraging the development of (appropriately regulated and supervised) micro-lending institutions.

    Toward High-Quality Education in Peru : Standards, Accountability, and Capacity Building

    One of the principal challenges in reducing poverty and accelerating development in Peru is improving the quality of education. This book is a contribution from the World Bank to the debate over how to improve the quality of education. The book has three main recommendations that, to be successful, should be implemented sequentially. First, it is necessary to generate basic standards, quality goals, and quality measurement systems. Second, once quality can be measured a clear system of accountability should be implemented based on these standards and quality goals. Third, once there are standards and systems of accountability, investment is needed to strengthen the institutional capacity of the providers.

    Women, Business and the Law 2010 : Measuring Legal Gender Parity for Entrepreneurs and Workers in 128 Economies

    This report presents indicators based on laws and regulations affecting women's prospects as entrepreneurs and employees. Several of these indicators draw on the Gender Law Library, a collection of over 2,000 legal provisions impacting women's economic status. Both resources can inform research and policy discussions on how to improve women's economic opportunities and outcomes. The six indicators of gender differences in formal laws and institutions established in this report include: 1) accessing institutions, 2 ) using prpoerty, 3) getting a job, 4) dealing with taxes, 5) building credit, and 6) going to court. The first 3 indicators (accessing institutions, using property, and getting a job) capture laws that have direct gender dimensions and are based on a reading of such laws from the perspective of individual women. The 4th indicator (dealing with taxes) examines the direct and indirect gender implications of tax policy from the perspective of 4 standardized families with varying tax liabilities. The last 2 indicators (building credit and going to court) examine the ease of access to credit bureaus and courts to examine the indirect effects that microfinance institutions and dispute resolution have on women, who are more likely to rely on nontraditional financial services.

    Building the Skills for Economic Growth and Competitiveness in Sri Lanka

    Despite internal conflict and the global financial crisis, Sri Lanka has made remarkable progress in the past decade, enjoying healthy economic growth and substantially reducing poverty. Moreover, Sri Lankans are the best-educated people in South Asia: the country has a 98 percent literacy rate, widespread access, high completion rates in both primary and secondary education, and gender parity in general education. Chapter two describes the general education and training system in Sri Lanka, especially the TVET sector. Chapter three examines the main drivers of skills demand and skills mismatches and gaps in Sri Lanka. Chapter four studies the relationship between education, training, and labor market outcomes, including skills already available in the workforce. Chapters five and six analyze factors affecting the skills supply system, such as cost, financing, and governance (chapter 5) and private sector provision (chapter six). Chapter seven briefly reviews firm-based training in Sri Lanka based on evidence from the employer survey. Chapter eight assesses workforce development policies in Sri Lanka based on the World Bank's Systems Approach for Better Education Results (SABER) framework. Finally, chapter nine provides the summary of main findings and outlines possibilities for the way forward in skills development in Sri Lanka.

    A Blue Transformation for Pacific Maritime Transport: Overarching Regional Transport

    This report has eight chapters. Following the introduction (Pacific Peoples and the Sea), the next six chapters each focus on a separate significant component of Pacific maritime transport, analyzing the major influences and challenges, and, where relevant, key areas for future attention. The topics are: international shipping, gateway ports, domestic maritime transport, four related sectors, cruise ship tourism, tuna fisheries, fossil fuel imports, and bulk shipping, natural disasters and climate resilience, and sector governance and institutions. The final chapter, transforming pacific maritime transport, ways forward, distils the report’s findings into the most significant and far-reaching opportunities to transform maritime transport in the Pacific. These are grouped into three broad themes, infrastructure, services, and governance and capacity building. Ways Forward comes at the end and, for readers unable to view the whole report, is a good place to begin. The rest of this executive summary explains why the Pacific is a special case for investment and provides a summary of the main chapters and findings. But first, it describes which Pacific Island countries contributed to the study.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Collapse and Recovery

    Worldwide, the COVID-19 pandemic has been an enormous shock to mortality, economies, and daily life. But what has received insufficient attention is the impact of the pandemic on the accumulation of human capital—the health, education, and skills—of young people. How large was the setback, and how far are we still from a recovery? Collapse and Recovery estimates the impacts of the pandemic on the human capital of young children, school-age children, and youth and discusses the urgent actions needed to reverse the damage. It shows that there was a collapse of human capital and that, unless that collapse is remedied, it is a time bomb for countries. Specifically, the report documents alarming declines in cognitive and social-emotional development among young children, which could translate into a 25 percent reduction in their earnings as adults. It finds that 1 billion children in low- and middle-income countries missed at least one year of in-person schooling. And despite enormous efforts in remote learning, children did not learn during the unprecedentedly long school closures, which could reduce future lifetime earnings around the world by US$21 trillion. The report quantifies the dramatic drops in employment and skills among youth that resulted from the pandemic as well as the substantial increase in the number of youth neither employed nor enrolled in education or training. In all of these age groups, the impacts of the pandemic were consistently worse for children from poorer backgrounds. These losses call for immediate action. The good news is that evidence-based policies can recover these losses. Collapse and Recovery reviews governments’ responses to the pandemic, assessing why there was a collapse in human capital accumulation, what was missing in the policy architecture to protect human capital during the crisis, and how governments can better prepare to withstand future shocks. It offers concrete policy recommendations to recover losses in human capital—programs that will end up paying for themselves in the long term. To better prepare for future shocks such as climate change and wars, the report emphasizes the need for solutions that bring health, education, and social protection programs together in an integrated human development system. If countries fail to act, the losses in human capital documented in this report will become permanent and last for multiple generations. The time to act is now.

    Demographic Change and Development

    Demographic change can be a positive contributor to development at any stage of demographic transition. This paper revisits the literature on the determinants and economic impacts of demographic change, and presents a new global typology that classifies countries into four categories based on demographic characteristics and future development potential. In the first group are high-fertility, low-income countries that are lagging in many human development indicators. In the second group are mostly low- and lower-middle-income countries where fertility rates have started falling recently and where changes in age structure offer tremendous opportunity for growth in the near future. The third group comprises mostly upper-middle-income countries that experienced rapid fertility declines in the 1960s, and where working age people will be a shrinking share of the population in the coming decade. The last group is made up of mostly high-income countries that have some of the highest shares of elderly in the world, and below-replacement fertility rates since at least the 1980s. The typology helps identify development policy priorities for countries in different stages of demographic transition, and opportunities through globalization due to demographic differences between countries.
