dc.description.abstract | Climate change poses a serious threat to Morocco’s economic growth and human potential but with the right investments and policies in place, a more sustainable future is possible. A new World Bank diagnostic tool, The Country Climate and Development Report explores the linkages between climate and development and identifies priority actions to build resilience and reduce carbon emissions, while supporting economic growth and reducing poverty. The Morocco climate report identifies three priority areas – tackling water scarcity and droughts; enhancing resilience to floods; and decarbonizing the economy. The report also looks at the cross-cutting issues of financing, governance, and equity. The underlying message in the report is that if Morocco invests in climate action now and takes the appropriate policy measures, the benefits will be immense. Ambitious climate actions will help to revitalize rural areas, create new jobs and position the Kingdom as a green industrial hub, while also helping Morocco to reach its broader development goals. The report identifies key pathways to decarbonize the economy, reducing reliance on fossil fuels and massively deploying solar and wind power. The report estimates that total investment needed to put Morocco firmly on a resilient and low carbon pathway by the 2050s would be around $78 billion in present dollar value. The good news is that these investments could be gradual and that with the appropriate policies in place, the private sector could shoulder much of the cost. | en |
dc.description.abstract | Le changement climatique représente une grave menace pour la croissance économique et le développement humain du Maroc. Toutefois, en misant sur des investissements et des politiques adéquats, un avenir plus durable est possible. Un nouvel outil de diagnostic de la Banque mondiale, le Rapport sur le climat et le développement, explore les relations entre le climat et le développement, et identifie des actions prioritaires pour renforcer la résilience et diminuer les émissions de carbone tout en soutenant la croissance économique et en réduisant la pauvreté. Cet outil appliqué au Maroc identifie trois axes prioritaires : lutter contre la pénurie d’eau et aux sécheresses ; renforcer la résilience aux inondations ; et décarboner l’économie. Le rapport examine également les questions transversales du financement, de la gouvernance et de l’équité. Le message principal du rapport est que si le Maroc investit maintenant dans la lutte contre le changement climatique et prend les mesures politiques appropriées, les bénéfices seront immenses. Des actions climatiques ambitieuses contribueront à revitaliser les zones rurales, créer de nouveaux emplois et positionneront le Royaume comme une plateforme industrielle verte, tout en l’aidant à réussir ses objectifs de développement. Le rapport identifie les trajectoires pour décarboner l’économie, réduire la dépendance aux combustibles fossiles, et déployer de façon massive l’énergie solaire et éolienne. Selon le rapport, le Maroc aurait besoin d’investir un total d’environ 78 milliards de dollars (en valeur actualisée) pour construire résolument une économie résiliente et à faibles émissions de carbone d’ici 2050. La bonne nouvelle, c’est que ces investissements pourraient se faire graduellement. Et si des politiques adéquates sont mises en place, le secteur privé pourrait assumer une grande partie des coûts. | fr |
