Abstract
All countries across South Asia, faced with the rising risks of COVID-19 infection rates, implemented severe economic lockdowns in early 2020 with varying frequencies and time periods. While the exact nature and duration of these lockdowns varied across countries in the South Asia Region (SAR), almost all SAR countries imposed their first economic lockdown in late March 2020 in response to the growing health threat of COVID-19 infections. In India, for instance, the national lockdown was first introduced in late March 2020, which coincided with the imposition of similar lockdowns in Bangladesh, Nepal, and Sri Lanka, followed by a national lockdown in Pakistan on April 1, 2020. By April 17, 2020, the population of all SAR countries was under severe lockdown with varying rules and conditions based on national or local directives. The introduction of these lockdowns led to a drastic, abrupt disruption in all forms of physical mobility and economic activities. Trends from the Google COVID-19 Community Mobility data reveal this sharp drop in day-to-day mobility related to four different types of economic activity across 6 out of 8 SAR countries for which this data was available. Figure 1 plots the daily change in the Google Mobility index, which is constructed by taking an equally weighted mean across the four dimensions of economic activity for the five weeks before March 2020. In the six SAR countries, the average mobility remained approximately, on average, 58 percent below their respective pre-COVID levels during the first week of the lockdown. For example, in Nepal, where the lockdown was first introduced on March 24, 2020, mobility (as measured by the Google Mobility index) was 66 percent below pre-COVID levels on the first day of the lockdown; and it remained, on average, 71.5 percent below per-COVID levels between March 24, 2020, and March 30, 2020. We observe a similar pattern of immediate and large disruptions in mobility in all SAR countries, except in Afghanistan (22.5 percent below pre-COVID levels), where restrictions were more localized. The Google Mobility index closely follows these changes in rules and conditions in SAR countries, which varied over time within each country as well as across countries. In countries like Nepal, India, and Sri Lanka, with an extended period of restrictions imposed through national or local directives at different points in time, mobility had not returned to pre-COVID levels even as late as April 2021. In Nepal and Sri Lanka, where the second lockdown was introduced in August and November 2020, respectively, we observe a sharp drop again in mobility after a gradual recovery following the easing of the first lockdown. In other SAR countries like Afghanistan, Bangladesh, and Pakistan, mobility only returned to pre-COVID levels between September and October 2020. These results underscore the dramatic and prolonged impact that COVID-19 induced lockdowns have had on mobility and economic activity, which is perhaps unprecedented in the region, at least in recent history4. These lockdowns are likely to have important implications on various socio-economic dimensions of welfare, including labor market outcomes, both immediately and in the medium, to long-term. More importantly, the long-term impacts will also be determined by the nature and the pace of recovery observed in these countries in the months and years after the initial phase of lockdown. Moreover, the emergence of new mutants leaves open the possibility of future lockdowns as a policy response to mitigate the health effects of the virus, which could impact economic activity and reverse observed recoveries.

Publication Determinants of Social Distancing and Economic Activity during COVID-19(World Bank, Washington, DC, 2020-05)The paper uses Google mobility data to identify the determinants of social distancing during the 2020 COVID-19 outbreak. The findings for the United States indicate that much of the decrease in mobility is voluntary, driven by the number of COVID-19 cases and proxying for greater awareness of risk. Non-pharmaceutical interventions such as closing nonessential businesses, sheltering in place, and school closings are also effective, although with a total contribution dwarfed by the voluntary actions. This suggests that much social distancing will happen regardless of the presence of non-pharmaceutical interventions and that restrictions may often function more like a coordinating device among increasingly predisposed individuals than repressive measures per se. These results are consistent across country income groups, with only the poorest countries showing limited effect of non-pharmaceutical interventions and no voluntary component, consistent with resistance to abandon sources of livelihood. The paper also confirms the direct impact of the voluntary component on economic activity, by showing that the majority of the fall in restaurant reservations in the United States and movie spending in Sweden occurred before the imposition of any non-pharmaceutical interventions. Widespread voluntary de-mobilization implies that releasing constraints may not yield a V-shaped recovery if the reduction in COVID risk is not credible.Publication Impacts of COVID-19 on Work and Wages in Cox's Bazar(World Bank, Washington, DC, 2020-12-12)This brief summarizes findings from rapid welfare tracking surveys in Cox’s Bazar. Two rounds of tracking surveys were implemented via phone interviews in 2020 to monitor the impacts of the COVID-19 crisis on labor markets, wages, and household coping strategies. The first round was conducted during the COVID-related lockdowns in April-May 2020. A second round was conducted from October-December 2020 (roughly 6 months after the government-imposed lockdowns). These rapid phone surveys are built on the Cox’s Bazar Panel Survey (CBPS), which is a multi-topic survey that focused on socio-economic outcomes and access to services. The baseline CBPS survey, implemented in March-August 2019, was designed to be representative of the recently displaced Rohingya population (displaced after August 2017) and the entire Bangladeshi host community in Cox’s Bazar. Within the host community, the survey includes two strata: high exposure (HE, within 3 hours walking distance of a Rohingya camp) and low exposure (LE, more than 3 hours walking distance from a Rohingya camp) areas within the district. The overall sample size of the CBPS baseline was 5020 households (and two adults per household), split roughly equally across Rohingya camps and host communities, and within the latter, equally among HE and LE areas. Key modules of the baseline survey, including detailed labor market modules were administered to two randomly selected adults in each household. The first tracking survey re-interviewed 3,012 adults originally interviewed in the baseline, while the second survey interviewed 3,438 adults baseline adult respondents (958 in HE, and 927 in LE areas among hosts). This brief (Part 1) focuses on key findings among the host community, with findings for Rohingya in camps discussed in an accompanying brief (Part 2).Publication South Africa(World Bank, Washington, DC, 2021-10-05)Despite being an upper middle income country, South Africa’s high inequality and the long-lasting legacies of apartheid mean that the country is faced with numerous development challenges, many of which are characteristic of countries with much lower incomes. This paper focuses on social assistance and, specifically, the system of social grants in South Africa. This report aims to review the social assistance system in South Africa to first understand how it functions and what kinds of benefits it provides through which programs, and what tools and systems it uses to do so. Second, it reviews the performance of the system in terms of coverage, targeting, benefit incidence, adequacy, cost-effectiveness, and outcomes. Third, it assesses the extent to which the system is aligned and equipped to address the so called “triple challenge” of poverty, inequality, and unemployment as shown by data. It also reviews the limitations in the design, delivery systems, and institutional coordination at different administrative levels. Based on the analysis, this paper provides some recommendation for what adjustments and improvement the South African social assistance system could undertake in the next fi ve years in order to better align the system address the structural causes of poverty and inequality in addition to providing relief and income support. The report concludes and provides some policy and programme recommendations for the future.Publication Winners and Losers from COVID-19(World Bank, Washington, DC, 2020-06)As COVID-19 continues to wreak havoc across the world, researchers are attempting to quantify the economic fallout from the pandemic as it continues to unfold. Estimating the economic impacts of a prevailing pandemic is fraught with uncertainties about the epidemiology of the disease and the breadth of disruption of economic activities. This paper employs historical and near real-time Google search data to estimate the immediate impacts of COVID-19 on demand for selected services across 182 countries. The analysis exploits the temporal and spatial variations in the spread of the virus and finds that demand for services that require face-to-face interaction, such as hotels, restaurants and retail trade, has substantially contracted. In contrast, demand for services that can be performed remotely or provide solutions to the challenges of reduced personal interactions, such as information and communications technology (ICT), and deliveries, has increased significantly. In a span of three months, the pandemic has resulted in a 63 percent reduction in demand for hotels, while increasing demand for ICT by a comparable rate. The impacts appear to be driven by supply contractions, due to social distancing and lockdown measures, and demand shocks as consumers shelter in place, with the latter dominating for most services. The magnitude of the changes in demand varies considerably with government responses to the pandemic.Publication How Well Can Real-Time Indicators Track the Economic Impacts of a Crisis Like COVID-19?(World Bank, Washington, DC, 2022-06)This paper presents evidence on the extent to which a set of real-time indicators tracked changes in gross domestic product across 142 countries in 2020. The real-time indicators include Google mobility, Google search trends, food price information, nitrogen dioxide, and nighttime lights. Google mobility and staple food prices both declined sharply in March and April, followed by a rapid recovery that returned to baseline levels by July and August. Mobility and staple food prices fell less in low-income countries. Nitrogen dioxide levels show a similar pattern, with a steep fall and rapid recovery in high-income and upper-middle-income countries but not in low-income and lower-middle-income countries. In April and May, Google search terms reflecting economic distress and religiosity spiked in some regions but not others. Data on nighttime lights show no clear drop in March outside East Asia. Linear models selected using the Least Absolute Shrinkage and Selection Operator explain about a third of the variation in annual gross domestic product growth rates across 72 countries. In a smaller subset of higher income countries, real-time indicators explain about 40 percent of the variation in quarterly gross domestic product growth. Overall, mobility and food price data, as well as pollution data in more developed countries, appeared to be best at capturing the widespread economic disruption experienced during the summer of 2020. The results indicate that these real-time indicators can track a substantial percentage of both annual and quarterly changes in gross domestic product.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.
