Abstract
This note provides guidance on how to ensure tan agricultural investment makes a positive contribution to local and national food security and nutrition. Investments can play a critical role by introducing technologies to increase productivity, by providing demonstration effects, by creating quality jobs, by catalyzing modernization of the sector, and by linking small-scale producers with global markets—all of which, in the right circumstances, contribute to food securityand nutrition. Yet, investments can have a negative impact and be detrimental to food security and nutrition, especially where investments reduce local access to land and water. The challenge for policymakers and investors is how to design policy and business models that maximize the positive benefits to food security and nutrition but minimize the associated risks.

Publication India : Food Security and Nutrition in Tribal Areas(Washington, DC, 2014-06-10)This study seeks to examine how National Rural Livelihoods Mission or NRLM may be leveraged to improve food and nutrition security (FNS) in tribal areas, preferably in a manner that would enhance the effectiveness of the program's core livelihoods focus. More broadly, the objective is to strengthen the capacity of the Government of India (GoI) to deliver (or support) effective FNS interventions in tribal and backward areas (TABAs). As such, the study aims to do the following: develop the evidence base on those constraints which STs face with regard to achieving food security and favorable nutritional outcomes; examine approaches which have been used to address issues of poor nutrition elsewhere in India or abroad to identify interventions that could be effective in tribal areas; and Recommend models for improving FNS in tribal areas within the context of NRLM. The primary focus of this work is operationally oriented toward identifying entry points for NRLM to address tribal malnutrition as it expands into states with larger tribal communities, particularly Jharkhand and Odisha.Publication Improving Food Security in Arab Countries(World Bank, Washington, DC, 2009)This joint working paper lays out a rationale and strategic framework for improving food security and managing food-price shocks in the Arab countries. The paper does not provide country specific policy and project recommendations. Such recommendations will follow from the country by country application of the framework, taking into account each country's political and cultural preferences, resource endowments, and risk tolerance. In 2007 and the first half of 2008, a sharp rise in agricultural commodity and food prices triggered grave concerns about food security, malnutrition and increased poverty throughout the world. While the threat of a prolonged food-price shock receded with falling energy and commodity prices and a weakening global economy in the second half of 2008, many factors underlying the volatility in food prices appear here to stay and will require careful management if the world is to avoid future food-price shocks. This paper suggests three critical strategies that, together, can serve as pillars to help offset future vulnerability to price shocks: a) strengthen safety nets, provide people with better access to family planning services, and promote education; b) enhance the food supply provided by domestic agriculture and improve rural livelihoods by addressing lagging productivity growth through increased investment in research and development; and c) reduce exposure to market volatility by improving supply chain efficiency and by more effectively using financial instruments to hedge risk.Publication Increased Productivity and Food Security, Enhanced Resilience and Reduced Carbon Emissions for Sustainable Development(World Bank, Washington, DC, 2011-10)The purpose of this paper is to summarize the challenges and the practical successes that a selected number of countries are experiencing in moving towards 'climate-smart' agriculture while also meeting the food requirements of a growing population, broader economic development and green growth objectives. It complements papers prepared in 2010 on technologies and policy instruments, research, and farmers' perspectives. The paper is also intended to provide a broad country perspective to two additional papers produced for a meeting of African Ministers of Agriculture which took place in Johannesburg in September 2011. The main conclusion is that a number of countries have made impressive progress in integrating 'climate-smart agriculture' into broader development and growth programs. Several countries are supporting policy measures and programs to conserve soil and moisture while enhancing productivity and competitiveness, and are addressing the particular concerns of drought-prone semi-arid areas. They are improving agricultural water management and watershed management, and addressing sea-surges, salinity and coastal flooding. Some countries are also including climate-smart agriculture as a core element in broader green growth agendas. The private sector has a key role to play in climate-smart agriculture, especially where the enabling environment has been favorable. Achieving climate-smart agriculture needs an integrated approach, tackling productivity and food security, risk and resilience, and low carbon growth together, but integration and institutional coordination remains a challenge in many countries.Publication Agriculture in Bangladesh : A Note on Food Security by Enhancing Productivity(Washington, DC, 2009-01)Awami League's Election Manifesto 2008 appropriately recognizes the importance of ensuring food security for all in Bangladesh. Food Security requires increasing agricultural growth which in turn is a key factor in reducing poverty in the country. Food security also requires increasing agricultural production and protecting consumers. Sustained production increases, in turn, require technology-driven increases in the productivity of crops (rice in particular), fisheries and livestock. This is possible through interventions that improve: (i) agricultural research and extension systems to generate and disseminate high yielding varieties and location-specific solutions to production constraints; (ii) timely access to quality production inputs, especially seeds and fertilizer; (iii) coverage, targeting, and administration of production subsidies (especially fertilizer) in order to make them efficient and fiscally sustainable; and (iv) irrigation and drainage. Increasing the incomes of small and marginal farmers requires promotion of commercial agriculture and agri-business opportunities through: (a) value chain development and value-addition to selected agricultural commodities; (b) improvements in market infrastructure; (c) supporting the development of farmer groups and producer organizations and link them with value chains and markets; and (d) facilitating private sector investment in agri-business development, demand-driven research and extension systems, and rural finance through public-private partnerships. Food safety nets are needed to protect poor and vulnerable consumers but their coverage, targeting, and administration need to be improved. All these interventions will require a right blend of public policies, resources, and participation of public and private sector, and increased technical and administrative capacity of the institutions responsible for agriculture extension, research, food procurement, water management, and safety net management.Publication Enhancing Food Security in Afghanistan : Private Markets and Public Policy Options(Washington, DC, 2005-08)This report analyzes some key aspects of food security, namely production, trade, markets and food aid at the national level, and consumption at the household level. In doing so it aspires to make a contribution to the on-going work in Afghanistan regarding the attainment of the poverty and hunger Millennium Development Goal. The major findings of the report can be summarized as follows: Food security (at the national level) does not necessarily require national self-sufficiency in wheat or other food staples, as long as the country has access to international markets. Rather, diversification into legal high-value crops and livestock products may be the most effective means of increasing food security, by generating foreign exchange and raising the incomes and purchasing power of the rural poor. In spite of very difficult conditions, wheat markets in Afghanistan have performed fairly well and private sector international trade has helped to stabilize supply and prices. Therefore, further developing the infrastructure and institutions to support wheat markets and facilitating private sector trade is called for and will enhance food security. At the household level, food insecurity in Afghanistan is largely caused by inadequate access to food resulting from low household incomes. For most of Afghanistan, where availability of food is not a constraint, increasing cash incomes is the more efficient means of enhancing food security of the poor. Development of both private and public capacity for data collection and analysis is a high priority for effective formulation, assessment and implementation of food policies.

Publication Transport Connectivity for Food Security in Africa(Washington, DC: World Bank, 2025-05-20)Food insecurity is a persistent global problem affecting hundreds of millions of people each year. Transport Connectivity for Food Security in Africa: Strengthening Supply Chains confirms the complexity of the problem and focuses on the transport dimension to its resolution. The book explores critical links between transport, logistics, and food security in Africa, with the goal of enhancing the resilience of food systems. The book relies on a World Bank in-house Freight Flow and Transport Choice Model (FlowMax) to analyze the supply chains of key food commodities in Africa. It explores how transport deficiencies affect food production, distribution, and imports and, ultimately, food security. It is the first of its kind to answer six questions that are often asked in relation to food security on the continent: 1. Why does Africa have a “long food supply chain”? 2. How can regional economic blocks facilitate a more efficient exchange of food between countries? 3. What impedes the distribution of food within countries? 4. Does Africa have a transport infrastructure problem that impacts the food supply chain? 5. Do market distortions in transport services contribute to high costs of food in Africa? 6. What hampers investment in storage as one of the ingredients to the weaknesses of food supply chains on the continent? Using the FlowMax model, the book identifies weaknesses and opportunities for improvement along the entire food supply chain, from local production and consumption to international linkages, aiming for more resilient food systems. Recommendations focus on fostering international network connectivity, increasing regional integration, strengthening domestic logistics, and improving access to markets.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Monitoring Investments(World Bank, Washington, DC, 2018-03)This note provides guidance on how to monitor the performance and impact of agricultural investments, and on which aspects to observe. Ongoing monitoring of investments is a key way to hold investors accountable for contractual commitments and deliver the expected benefits to the country and surrounding communities. It also facilitates early identification of emerging negative impacts or of failing investments, enabling remedial actions. Monitoring is often deficient because of a lack of resources and systematic procedures, which allows negative impacts to escalate beyond what will otherwise be the case. Internal monitoring is likewise good practice for investors and their financiers, though the field research indicated room for improvement.Publication Investment Contracts(World Bank, Washington, DC, 2018-03)This note provides guidance on the form and content of contracts between investors and governments pertaining to agricultural investments. The best guarantee of positive benefits from foreign investment is a solid foundation of domestic laws that are properly enforced. In many developing countries, however, the necessary domestic laws may not be in place or may not be sufficiently detailed. Even when they are in place, they may not be implemented or enforced. Contracts can help fill the gaps in domestic laws by providing more detailed guidance on what should be contained in the assessments, and using international standards and best practice as the reference points.
