Abstract
This note discusses the direct pathways through which agricultural production can contribute to improved nutrition. It then reviews recent changes in the global environment which affect the ways in which agriculture and nutrition are linked. It concludes with a discussion of how nutrition-related objectives can be effectively incorporated into the design of agriculture programs for maximum impact on the poor.

Publication From Agriculture to Nutrition(Washington, DC, 2007)The report seeks to analyze what has been learned about how agricultural interventions influence nutrition outcomes in low-and middle-income countries, focusing on the target populations of the millennium development goals-people living on less than a dollar a day. It also sets out to synthesize lessons from past efforts to improve the synergies between agriculture and nutrition outcomes. The report identifies a number of developments in agriculture and nutrition that have transformed the context in which nutrition is affected by agriculture. The relationship between agriculture and human nutrition is far more complex than the relationship between food production and food consumption or the economic relationship between food supply and food demand. Expanding agriculture's purview and capacity to embrace those contributing factors and determinants of nutrition that are traditionally the province of other disciplines or improving agriculture's interface with other, nonagricultural sectors, suggest themselves as possible ways forward. The limitations of production-focused agricultural programs and interventions in delivering improved nutrition impacts have been recognized by some in the agricultural community for decades. In the early 1980s a number of international development agencies undertook programs that sought to orient agricultural production to nutrition-related objectives, and over time a substantial body of literature developed around the analysis of the programs' results.Publication Agriculture for Nutrition in Latin America and the Caribbean : From Quantity to Quality(Washington, DC, 2014-03)The Latin America and Caribbean (LAC) region has been in many ways successful in increasing agriculture production and competitiveness, as well as tackling nutrition. Mainstreaming nutrition considerations into agriculture operations can increase the availability of and access to nutritious food, which can improve the nutrition status of individuals. The challenge is how to bridge the gap that exists in region between being an agriculture powerhouse and yet having to tackle nutrition problems from the same households that produce the food. The new challenge of integrating nutrition and agriculture should be achievable with political leadership and inter-institutional coordination. This guidance note seeks to bridge some of the important knowledge gaps on how best to identify, design, implement, monitor, and evaluate agriculture and food security interventions. This note describes first the current situation in LAC with respect to agriculture and nutrition, then offers practical guidance to task team leaders (TTLs) regarding the available levers for positively impacting nutrition outcomes of agriculture projects, and presents a series of country notes and steps to be followed in designing nutrition sensitive interventions.Publication Multisectoral Approaches to Addressing Malnutrition in Bangladesh : The Role of Agriculture and Microcredit(Washington, DC, 2008-04)The objective of this study is to demonstrate how the interaction between sectors can be improved to increase the effectiveness of sectoral interventions, and how the interventions in the agricultural sector and microfinance can be used to improve nutritional outcomes. The study will examine what has been done to improve nutrition through interventions in the agriculture sector and microcredit programmes in Bangladesh and around the world, how they were implemented and to the extent possible, what the impact of those interventions was. The populations of primary concern for this study are infants, children and women of childbearing age, the group that is the target of many of the millennium development goals. The study will also pay special attention to the extent to which programmes and policies are successful at reaching poor and vulnerable groups in society and thus, reduce inequalities in nutrition. The introduction provides the background and rationale for this work. Chapter two assesses the status of malnutrition in Bangladesh, provides a brief history of policies and programmes to address malnutrition in the country and lays out the case for a multi-sectoral response to malnutrition. Chapter three reviews the potential role of interventions in the agriculture sector, including existing evidence on the impact of such interventions and institutional and other challenges to enhancing the impact. Chapter four provides a similar review of the role of microcredit programmes in improving nutrition outcomes. Recommendations on using multi-sectoral approaches to improve nutrition in Bangladesh are the subject of chapter five.Publication United Republic of Tanzania : Advancing Nutrition for Long-Term Equitable Growth(Washington, DC, 2007-12)This report explores the importance of nutrition for Tanzania. It demonstrates that the prevalence of malnutrition is very high. In fact, Tanzania appears to be affected by a double burden of malnutrition, with a very high incidence of undernourished children, but with a high prevalence of overweight and obese adults as well, particularly in urban areas. The report highlights the high (economic and welfare) costs associated to such high rates of malnutrition by discussing the consequence of malnutrition for infant mortality, education outcomes, the health system and labor productivity. For nutrition to be successfully advanced high level support is needed. Efforts to advance nutrition in Tanzania have made before, with the earliest attempts dating back to the late 1970s. Most have not been very successful. To enhance the likelihood of success this time, commitment from all stakeholders is needed. A social contract that is announced at a public event by a high level policy maker may be one way to commit the actors to change. Such a social contract would have to set clear objectives and a timeline, it would have to define roles and responsibilities of the various stakeholders and provide an accountability framework. The high incidence of malnutrition thus presents an opportunity to enhance school performance, reduce maternal and infant and child mortality and to improve the ability of the labor force to be productive.Publication Prioritizing Nutrition in Agriculture and Rural Development : Guiding Principles for Operational Investments(World Bank, Washington, DC, 2012-11)Agricultural and rural development provides a critically important opportunity for reducing malnutrition. The purpose of this paper is to provide a set of guiding principles for incorporating nutrition goals into the design and implementation of agricultural and rural development projects, and to provide examples of current best evidence options for operational investments. Several principles are likely to be important in all or most cases for nutrition-sensitive agriculture, which can be adapted to individual contexts. These include the following: 1) incorporate nutritional concerns into the design and implementation of agricultural policies, projects, and investments; 2) target nutritionally vulnerable groups; 3) invest in women; 4) increase year-round access to diverse, nutrient-dense foods; 5) protect health through water management; 6) design poverty-reduction strategies explicitly to benefit nutrition; 7) create enabling environments for good nutrition through knowledge and incentives; and 8) seek opportunities to work across sectors. To help assess which actions are most relevant for a specific situation, a set of key questions are included after each broad principle. The paper also highlights areas where agricultural investments may cause harm, and provides options for improving policy coherence. The principles underscore investments in people and systems that have the potential to transform underlying conditions and positively influence the multiple, proximal determinants of proper nutrition. Further research and evaluation priorities include tracking impact on multiple outcomes at once (such as diet, nutritional status, productivity, and income); designing studies that can attribute impact to specific approaches; and collecting information on costs and cost-effectiveness. Although there is a need to strengthen knowledge around design and implementation strategies, there is good evidence that well-planned investments are likely to reach at least targeted income and dietary outcomes. Existing knowledge around the recommended principles is sufficient to move ahead in designing nutrition-sensitive agricultural interventions.

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.
