Abstract
Evidence from around the world has shown that improving school infrastructure leads to better learning outcomes. For example, a 2011 review of the economics literature over the last 20 years showed that the availability of basic school infrastructure (such as classrooms, desks, and chairs) and facilities (such as electricity, libraries, and blackboards) is frequently associated with better student learning achievement. These findings have been backed up by a systematic review of recent impact evaluations, which showed that infrastructure investments have a positive impact on school enrollment rates, attendance rates, and learning achievement. Also, research in the Philippines has shown that reducing the number of students per classroom is associated with better student learning outcomes, particularly in rural schools. The purpose of this policy note is to provide a snapshot of the state of existing school infrastructure in the Philippines and to assess the government systems that build and repair school buildings and facilities. The findings come from a comprehensive survey of the public education system carried out for the Philippines Public Education Expenditure Tracking and Quantitative Service Delivery Study (PETS-QSDS) that tracked public education expenditure and assessed the quality of education services. In assessing government systems, it primarily focused on projects managed by the Department of Public Works and Highways (DPWH), which is responsible for the bulk of school infrastructure projects.

Publication Building Evidence, Shaping Policy(World Bank, Dili, 2013-08)Reliable evidence is needed to design policies that will allow overcoming Timor-Leste's remaining challenges in provision of quality education. In recent post-conflict years, aided by availability of oil revenues, Timor-Leste has been able to considerably improve availability of schools and access to education. This report presents findings of the 2012 Education Survey, collaboration between the Ministry of Education, the National Directorate of Statistics, AusAID and the World Bank. The survey collected detailed information at all primary, pre-secondary and secondary schools in the country. Its objectives were to support the improvement of Timor-Leste's education quality and service delivery through building a solid information source and analytical foundation which will allow for sound, evidence-based policy making. The survey results indicate that student absenteeism should be a major cause for concern. More than one third of grade one students were absent from school on the day of the survey, in some districts it was half or even more. Education levels of primary school teachers are low, with the majority only having secondary education. For 71 percent of primary school teachers the highest level of education is secondary school, for 6 percent it is even lower. Both demand and supply side interventions are needed to tackle the challenges faced. Some key policy areas should be: 1) improving school attendance through creating appropriate demand-side incentives; 2) enhancing teacher quality; 3) strengthening instruction language policy; 4) improving education system management; 5) improving school infrastructure and learning environment; and 6) ensuring adequate supply of textbooks.Publication System Approach for Better Education Results (SABER) : What Matters Most in Teacher Policies? A Framework for Building a More Effective Teaching Profession(Washington, DC, 2012-07)The document is organized as follows. Section one provides an overview of the general approach, main components and objectives of the framework, as well as an explanation of the evidence base that supported its development. Section two focuses on the first component of the framework, and describes the categories that are relevant to produce a comprehensive descriptive account of the teacher policies that are in place in a given education system. Section three, in turn, focuses on policy guidance. It reviews those policies that, based on the available evidence to date, are known to matter most to improve student outcomes. It describes in detail the evidence supporting each of these policies, as well as the ways in which high performing education systems combine them to ensure outstanding student outcomes. The document concludes presenting an account of how the framework is expected to evolve as new evidence on teacher policies becomes available.Publication Learning from Local Practices : Improving Student Performance in West Bank and Gaza(World Bank, Washington, DC, 2014-06-12)The motivation for this study is to contribute to the preparation of the new Palestinian Education Strategy by shedding light on the school and classroom level factors that influence student learning, and to identify good practices that can be generalized from high-performing classrooms to those that need improvement. While most Palestinian children are in school, performance on assessments indicates that many of them are not learning as much as they could. This represents not only inefficiency in the use of public resources, but also a lost opportunity for individual students and the society as a whole. The current study was carried out by the Assessment and Evaluation Department (AED) of the Palestinian Ministry of Education and Higher Education (MoEHE) with technical and financial support from the World Bank. The analysis presented in this paper was prepared by the World Bank team as a complement to a previous paper prepared by a team of experts from AED. For the purposes of this study, schools were classified by student performance in TIMSS 2011 and the 2012 Palestinian national exams. Classroom and school-based tools were then used to gather information from both high and low-performing schools. A total of 122 public, private and United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) schools were surveyed using four different instruments: (i) stalling's classroom observations; (ii) school leadership survey; (iii) teacher survey; and, (iv) school facilities survey, which are all provided in annex one.Publication Building Forward Better to Ensure Learning for All Children in Iraq(World Bank, Washington, DC, 2021-07-30)Human capital development is imperative to achieve sustainable economic growth in Iraq. At the heart of Iraq’s human capital crisis is a learning crisis, which is exacerbated by effects of the Coronavirus (COVID-19) crisis on education service delivery. The low levels of human capital development, coupled with limited opportunities to gain job-relevant skills, have translated into worsening economic and social outcomes. To overcome these sources of fragility and spur sustainable human capital driven economic growth, change can only be brought about through a comprehensive reform agenda that addresses the inefficiencies in the education sector and promotes a renewed focus on learning. This Iraq education reform note proposes actionable reforms for key education sector inputs to lead to better learning and skills development.Publication Mozambique PFM for Results Program : Technical Assessment(Washington, DC, 2014-01)The discovery of large natural resource reserves in Mozambique has raised expectations of increased economic growth, improved public services and poverty reduction. However, the majority of the population has benefited little from growth in recent years, and may be skeptical that the potential for increased government revenues will translate into improved services. The development potential of future natural resource revenues will partially depend on stronger PFM systems, as well as political commitment to broad based social and economic development. A gap between political rhetoric and improvements in the everyday lives of the population may fuel potential for social unrest. Similarly, changing development partner circumstances (both funding constraints and changing modalities) and perceptions of Mozambique s development trajectory may lead to a drop in the levels of assistance, in advance of actual increases in revenue (it is still some years before natural resources will reach market). The Government needs to respond to both popular expectations and a changing partner environment. This creates a window of opportunity to increase government focus on the effective management of public resources and improved service delivery.

Publication Philippines Basic Education(World Bank, Washington, DC, 2020-10-01)Countries invest in basic education to provide their citizens with the means to acquire the foundations for building human capital. Countries with good school education systems provide equity of access, i.e., encourage all children, irrespective of gender, household income, and geographical location, from the early years onwards, to participate in the full cycle of education. Good education systems have learning environments that lead to strong learning outcomes. Since education is the basis for human capital development and improves individual productivity and earnings, good education systems contribute both to economic growth and social equity. This report looks at the role played by public expenditure in improving access, equity, quality, and learning in basic education in the Philippines. It builds on work undertaken earlier, especially the Basic Education Public Expenditure Review and the Philippines Public Education Expenditure Tracking and Quantitative Service Delivery Survey. Specifically, this review provides a comparative picture of sector performance, where possible, between the periods 2002 to 2008 and 2009 to 2017, the former being the period studied by BEPER (2012). Chapter one looks at quantity and quality in basic education, Chapter two examines equity issues, and chapter three looks at patterns of public expenditure in basic education. In the remaining section of this introduction, a brief description of how basic education is managed and financed in the Philippines is provided.Publication Strengthening Early Childhood Education in the Philippines(Washington, DC: World Bank, 2024-04-10)There is a growing body of evidence that demonstrates the benefits of investing in early childhood education (ECE) for human capital development and economic growth, which lays the foundation for cognitive development, socioemotional skills, and lifelong learning. Recognition of the need to expand participation in preschool education in the Philippines is increasing. In response to the increasing demand for ECE, the Philippine Development Plan (PDP) 2023-2028 aims to increase the participation rate in early learning programs of children aged 0 to 4 years from 16 percent to 63 percent by 2028. The current National System for Early Childhood Care and Development (ECCD) aims to promote the holistic development of children aged 0 to 4 years throughout the country. this report focuses specifically on center-based ECE programs for 3 to 4-year-old children to demonstrate that gaps and opportunities still remain in ECE service provision in this setting and age group. Chapter 1 discusses the early education system in the Philippines. Chapter 2 presents case studies on the implementation of ECE programs at the local government unit (LGU) level. Chapter 3 presents country case studies of Malaysia, Indonesia, and Peru from which the Philippines may derive lessons in ECE implementation. Finally, the report summarizes key findings and policy recommendations submitted for the consideration of the Philippine government.Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Impacts of an Early Stage Education Intervention on Students' Learning Achievement : Evidence from the Philippines(World Bank, Washington, DC, 2012-10)This paper examines the impact of a large supply-side education intervention in the Philippines, the Third Elementary Education Project, on students' national achievement test scores. It finds that the program significantly increased student test scores at grades 4 to 6. The estimation indicates that two-year exposure to the program increases test scores by about 4.5 to 5 score points. Interestingly, the mathematics score is more responsive to the education reform than are other subjects. The analysis also finds that textbooks, instructional training of teachers, and new classroom construction particularly contributed to these outcomes. The empirical results imply that early-stage investment improves student performance at later stages in the elementary school cycle, which suggests that social returns to such an investment are greater than what the current study demonstrates.
