Abstract
The brief is the first in a two-part series that provides an overview of the electricity sector's demand and supply side environmental regulations. This brief focuses on supply-side regulations and investigates their role in promoting energy efficiency and renewable energy integration. Energy efficiency and renewable energy are recognized as main contributors to sustainability and resilience within electricity supply systems. Yet the importance of supply-side regulations has been studied to a lesser extent in the existing literature. This brief aims to help fill this gap. Analysis of global data suggests that comprehensive energy efficiency mandates for utilities are associated with lower transmission and distribution losses and, thus, higher efficiency in the electricity supply system. Additionally, the analysis reveals a positive and significant association between robust regulations on electricity network connection and use, and the share of renewable energy in electricity capacity. These results underscore the importance of policies promoting energy efficiency programs and establishing robust regulatory frameworks governing network connection and use. The second brief in this two-part series will cover demand-side policy measures on environmental sustainability and will also present new B-READY data on the environmentally sustainable use of energy.

    Implementing Energy Efficiency and Demand Side Management : South Africa’s Standard Offer Model

    This report evaluates opportunities for South Africa to adopt a low carbon development pathway through a standard offer model. The standard offer aims to: provide customers and energy service companies a predetermined amount for delivered energy or demand savings, allow them to efficiently and rapidly structure and propose energy efficiency and demand side management projects, streamline the project approval process and scale-up project development and implementation, simplify the contracts between the utility and the energy service companies or customers, reduce the burden on the utility staff for project evaluation and processing, provide transparency to project proponents on the payments for delivered savings, facilitate the leveraging of commercial financing for energy efficiency projects, and reduce the utility's risk by making the payments. The report concludes that while South Africa has taken important steps towards implementing key elements of a national mitigation strategy; some practical problems, capacity limitations, and market and institutional barriers have affected the progress to date. The support outlined in this briefing note has helped to diagnose and address some of these limitations and barriers by adapting lessons from international experience to South Africa.

    World Bank Group Support to Demand-Side Energy Efficiency

    Improving energy efficiency—using less energy to do the same amount of work—has both supply-side and demand-side aspects. Improvements in energy efficiency are reductions in the energy required to maintain or improve energy services to households, businesses, and communities. Supply-side energy efficiency approaches target energy generation via grid infrastructure, utilities, and power producers. Demand-side energy efficiency (DSEE) focuses on the energy use of industries, commercial entities, and households. The Bank Group has committed to supporting DSEE which focuses on the energy use of industries, commercial entities, and households. DSEE is critical for energy savings and reducing greenhouse gases in line with the Paris Agreement and relevant sustainable development goals (SDGs) and increasingly for contributing to energy security. This evaluation focuses on the World Bank Group’s approaches to DSEE and opportunities to scale them up, and proposes four near-term actions the Bank Group should take: (i) Intensify DSEE support to middle-income countries (MICs) for decarbonization and wider socioeconomic benefits. (ii) Develop energy efficiency sector-specific approaches in a select group of lower-middle-income countries (LMICs) that seek productivity gains alongside or via DSEE, even if EE policy reforms are in early stages. (iii) Expand DSEE approaches by incorporating reduction of indirect emissions (Scope 3), including embodied and operational carbon, in DSEE project design. (iv) Exploit untapped DSEE opportunities and help clients develop innovative approaches that adapt digital and financial solutions from developed countries.

    Scaling Up Demand-Side Energy Efficiency Improvements through Programmatic CDM

    Improving energy efficiency (EE) is one of the most promising approaches for achieving cost-effective global greenhouse gases (GHG) reductions. However, it is severely underrepresented in the Clean Development Mechanism (CDM) portfolio. Just 10 percent of the emission reduction credits traded in the carbon market is from EE projects. In particular, small, dispersed, end-use EE measures-which entail significant GHG mitigation potential, along with other clear, local, and direct sustainable development benefits-have been largely bypassed by the carbon market. The modalities of traditional CDM have been set for individual, stand-alone, emission reduction projects that are implemented at a single point in time. While CDM rules allow "bundling" of several of these projects together for registration purposes, the specific sites where they will occur must be known ex-ante and they must all occur at the same point in time. These conditions generally cannot be met by most dispersed demand-side EE programs, whose emission reductions occur over a period of time and in numerous locations (households/industries/cities). In addition, participants in energy-efficiency programs may not be known at the outset because the program may depend on gradual take-up of incentives.

    Toward a Low-Carbon Economy : Renewable Energy and Energy Efficiency Portfolio Review

    Renewable energy and energy efficiency projects continue to perform strongly in the World Bank Group (WBG) energy portfolio and are increasingly being mainstreamed in the WBG's energy lending. In fiscal 2007 a total of US$1,433 million supported 63 renewable energy and energy efficiency projects in 32 countries. In addition to operational activities, the WBG engages in a variety of economic sector work and technical assistance focused on renewable energy and energy efficiency. This work is an integral part of the WBG activities, which is valued as an important source of information and advice for policy makers and other stakeholders. In addition, these activities are an important component in the preparation of future lending activities. The Energy Sector Management Assistance Program (ESMAP) is a multi-donor trust-funded global technical assistance program that has reached its 25th anniversary. This program provides policy advice on sustainable energy development to governments of developing countries and economies in transition. The carbon finance project aims at promoting investments in wind energy to reduce greenhouse gas emissions, to contribute to the further development of the international carbon market in Mexico through the supply of emissions reductions under the clean development mechanism and to improve energy security.

    Supply-Side School Improvement and the Learning Achievement of the Poorest Children in Indigenous and Rural Schools : The Case of PARE

    In the past, research findings indicated that most of the differences in student learning were due to socioeconomic factors, and that, therefore, the effect of direct educational interventions to reduce learning inequality was very limited. However, the authors show that learning achievement could increase through appropriately designed, and reasonably well-implemented interventions. An examination of Mexico's PARE program reveals that an increase in learning achievement could be possible for rural, and indigenous schools. The authors' overall conclusion is that supply-side interventions can have substantial effects on the learning achievement of children in indigenous, and rural schools in poor areas. But greater attention needs to be paid to the poorest of the disadvantaged children. This positive conclusion, however, should be tempered by results of the urban sample, confirming earlier findings of the negative relationship between PARE, and student learning growth.

    Mobilizing Commercial Financing to Scale Up Energy Efficiency in the Public Sector

    Scaling up energy efficiency is critical to the energy transition—and the public sector is a good place to start. Programs in public buildings, in particular, can introduce new models and thus help shape markets. Given the limits of public financing against huge investment needs, countries must unlock commercial financing. The first steps are to adopt international best practices and select financing mechanisms suited to local policy and regulatory frameworks, public agency characteristics, implementation barriers, and the maturity of financial markets.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Women's Employment in Renewable Energy In The East Asia And Pacific Region

    This note summarizes the available information on the level of female representation in the RE sector in the EAP region, and highlights entry points through which World Bank energy projects could help increase female representation in the sector, particularly in technical and leadership positions. Alongside greenhouse gas emissions reduction and improved energy security, employment in the RE sector is one of the most important co-benefits of renewable energy adoption, and a key incentive for policymakers to support renewable energy. Applying a gender lens that aims to create equal opportunities for men and women in the job market will support women's empowerment and access to decent employment.
