Abstract
This report focuses on better understanding the factors that influence women’s economic opportunities in particular, an area in which significant inequalities remain. Women’s economic opportunity is defined as a set of laws, regulations, and practices that allow women to participate in the workforce under conditions roughly equal to those of men, whether as wage-earning employees or as owners of businesses. As such, the report looks into the ability of women to accumulate and build-up critical endowments - education and health, and to participate in the labor market and have access to jobs. By reviewing the institutions and policies relevant to gender equality in access to economic opportunities in Serbia, the intention is also to point out necessary improvements in policies and programs that will encourage women’s participation in the workplace and thus create a more productive economy overall. The analysis mostly relies on exploiting a new dataset for Serbia, the Survey on Income and Living Conditions (SILC), together with Labor Force Survey (LFS) data. The structure of the report is as follows. The first section focuses on gaps in endowments, mostly education but with insights into health care, and labor market outcomes. The second section provides an assessment of the institutional infrastructure for promoting gender equality and analyzes policies that support female labor force participation. The report concludes with several recommendations for policy reforms that could enhance women’s access to economic opportunities in Serbia.

Publication FYR Macedonia Gender Diagnostic : Gaps in Endowments, Access to Economic Opportunities and Agency(Washington, DC, 2013-01)Former Yugoslav Republic (FYR) of Macedonia has closed several gaps in gender inequalities, particularly in education and health, but key disparities persist in access to economic opportunities and agency, particularly among certain ethnic groups. This report provides an overview of gender disparities in several outcomes related to human and physical endowments, access to economic opportunities, and agency. In addition, it offers potential explanations of these gaps and, in the process, identifies knowledge gaps to be addressed in future research. On average, FYR Macedonia has achieved gender equality in health and in education; however, gender disparities persist for certain population subgroups. However, women are more likely than men to choose general programs or social sciences as their primary field of education. Both men and women are unlikely to undertake additional training following their initial education, but each for different reasons: women are more likely than men to cite family obligations as a key factor in this decision (19 percent of women compared to 1.5 percent of men) as women devote a much larger percentage of their time to domestic activities. In addition, only a limited number of children enroll in pre-school. Female labor force participation is low, particularly among women who have received only a primary education or less. Although female-managed businesses are as productive as male-managed businesses, few women are entrepreneurs. Women's participation in collective actions is limited, and gender stereotypes remain pervasive. Looking forward, further efforts to increase women's access to economic opportunities in FYR Macedonia are needed. Policies aimed at fostering the competitiveness of the private sector for job creation is a key for addressing the high unemployment rates faced by both men and women. In the case of FYR Macedonia, policies can also increase female labor force participation by affecting the potential wages or the reservation wages of less skilled women.Publication Kyrgyz Republic : Gender Disparities in Endowments and Access to Economic Opportunities(Washington, DC, 2012-06)The paper aims to provide an overview of the gender disparities in three major domains-human capital, labor market and entrepreneurship. In doing so, it builds on the framework of the World Bank's regional gender report opportunities for men and women: emerging Europe and Central Asia (World Bank, 2011) and the world development report on gender and development (World Bank, 2011). This joint gender assessment work has the objectives of analyzing the gender dimensions of development of the country and proposing a conceptual framework which will assist in explaining gender inequality and recommending public actions for consideration by policy makers and civil society. This report is an input into the larger country gender assessment. In agreement with the other partners, the scope of this report is limited to quantitative analysis of the gender aspects of the human capital development, labor market disparities, entrepreneurship, career advancement and wage differentials, using nationally representative household survey data. The rest of this paper is organized as follows: section one provides an analysis of gender disparities in human capital focusing on education and health outcomes, section two describes men's and women's employment patterns, section three discusses differences in earnings, section four focuses on men's and women's entrepreneurship and possibilities for career advancement in business and politics and section five provides concluding observations.Publication Unleashing the Potential of Ethiopian Women : Trends and Options for Economic Empowerment(Washington, DC, 2009-06)This report aims to update knowledge of gender disparities in Ethiopia using the latest household survey data. The aim of this analysis is to support ongoing efforts to implement Plan for Accelerated and Sustained Development to End Poverty (PASDEP) vision. The significant progress in addressing key dimensions of gender disparities such as education shown in this report as well as in the recent annual progress report on the implementation of PASDEP in 2006-2007 suggests that current policy directions are proving effective. At the same time this report highlights the need to complement the existing emphasis on broad based interventions with additional targeted interventions which might address the specific constraints experienced by some groups. Further, based on the evidence from a few detailed evaluations of some existing programs, the study highlights how policy making in this area should include more emphasis on considerations of effective implementation and monitoring. This report is structured as follows. Chapter two presents a set of stylized facts on gender disparities in Ethiopia, including both trends over the last decade and current comparisons between Ethiopia and other countries. Chapter three looks in greater detail at the main drivers of gender disparities, focusing on factor markets. Chapter four looks at the economic pay-offs of decreasing gender inequality. Chapter five identifies a few priority areas for policy intervention.Publication A Gender (R)evolution in the Making? Expanding Women's Economic Opportunities in Central America : A Decade in Review(Washington, DC, 2012-01)A Gender Revolution in the Making was produced by the World Bank as a special report on the dichotomy of the economic participation of women in Central America from 1997-2007. Central America made considerable progress during 1997-2006: stronger economic and political stability, overall positive albeit modest economic growth and improvements in socio-economic outcomes. Nonetheless, the panorama for women in the region, and in particular their ability to work and generate income is mixed. Labor force participation of women in Central America remained unchanged over the decade, with one in every two women of working age still not participating economically. This is lower than the rest of Latin America, a region with the lowest labor force participation in the world, although it has improved significantly in recent years. And yet, women in the region have made major advances in closing the gender earnings gaps and increasing their ability to earn income. Women's contribution to overall income generation in Central America rose significantly over the decade. This report aims to identify the factors behind these three trends. However, stagnant labor force participation rates for women contrasted with narrowing earnings gaps and a greater contribution to overall income apparent in Central America from 1997 to 2006.Publication Arab Republic of Egypt - Inequality of Opportunity in Access to Basic Services among Egyptian Children(Washington, DC, 2012-06)Egypt's children and youth, representing more than one-third of the country´s population and its future, face several significant challenges, as shown by higher child poverty rates and unequal access to basic services. The objective of this report is three-fold: (i) to analyze the extent of inequality of opportunity among Egyptian children; (ii) to inform government policy on how success in life is influenced by factors predetermined at birth; and (iii) to identify policies and interventions that may contribute to improving equality of opportunity. The underlying premise is that ensuring equality of opportunity entails leveling the playing field in such a way that every child, regardless of the circumstances of his/her birth, will have an equal chance to succeed in life. This report analyzes the extent of provision of equal access to basic opportunities to all children (including healthcare, education, clean water and sanitation), and identifies the main circumstances that affect it and therefore determine human development outcomes. The analysis in this report builds on the concepts and ideas developed in the World Development Report (WDR). The findings are aimed at supporting debates and discussions, within and outside the Government of Egypt, on the need to ensure equality of opportunity, to contribute to the development of policies and institutions for children and youth, and to provide an improved sense of hope and social justice for the future and help build a more equitable society in the post-Mubarak era. The report is structured as follows: section one presents the background and motivation for the study; section two deals with early risk factors and associated health and education outcomes for children; and section three presents the estimates of inequality of opportunity among children. Details about the data sources and various analyses presented are included in the annexes.

Publication World Development Report 2024(Washington, DC: World Bank, 2024-08-01)Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.
