Abstract
This note summarizes the available information on the level of female representation in the RE sector in the EAP region, and highlights entry points through which World Bank energy projects could help increase female representation in the sector, particularly in technical and leadership positions. Alongside greenhouse gas emissions reduction and improved energy security, employment in the RE sector is one of the most important co-benefits of renewable energy adoption, and a key incentive for policymakers to support renewable energy. Applying a gender lens that aims to create equal opportunities for men and women in the job market will support women's empowerment and access to decent employment.

Publication Economic Opportunities for Women in the East Asia and Pacific region(World Bank, 2010)East Asia and the Pacific is a region of dynamic growth. Women have contributed significantly to this growth and have benefited from it through active participation in the labor market. However, women are still disproportionately represented in the informal sector and in low paid work. Efforts to identify barriers to women's business and entrepreneurial activities in the region are critical not only to facilitate inclusive growth in a national context but also to counter the increasing trend of female migratory flows in the region. This report highlights' both the challenges and the economic opportunities for businesswomen in the region offers some useful potential pointers for reform.Publication Ghana : Women's Energy Enterprise - Developing a Model for Mainstreaming Gender into Modern Energy Service Delivery(World Bank, Washington, DC, 2006-03)This paper looks at the feasibility of creating employment in the energy sector for women in rural communities in Ghana. The report is based on a stakeholders' analysis of the feasibility of embarking on a micro-enterprise on multiple energy services for women in rural fishing and farming communities. The objective of the study is to test a business model for empowering women through income generation in energy service delivery. It is based on the background experience of a successful pilot project, in Bangladesh. The model involves capacity-building among rural women and micro-enterprise development for modern energy service delivery to their communities and surrounding ones. The focus of this study is to see if transfer of skills for manufacturing and production of energy service appliances can be accomplished without a high level of education among rural women. Such skills are considered as opportunities for initiating social transformation. The stakeholders' analysis in five selected communities was carried out to assess the willingness and preparedness of women in these communities to engage in other similar projects in Ghana. The findings of the analysis have recommended that the Nyanyano region be selected as the pilot electrified community. The findings are presented in the report and are followed up with some recommendations on how to proceed and what the next steps should be.Publication What Have We Learned from EAPGIL Research? EAPGIL adopts a holistic approach, working with partners at every stage of the policy-making process, from setting the policy agenda to designing policies, programs, and interventions, to evaluating whether these programs achieve their goals. Beyond evaluating programs after they have taken place, EAPGIL views rigorous research as a cycle; previous findings can be used to inform future priorities and the design of interventions, which, in turn, can be evaluated to generate more evidence and further refine policies.Publication One Goal, Two Paths : Achieving Universal Access to Modern Energy in East Asia and the Pacific(World Bank, 2011-09-14)The purpose of the current flagship report is to address energy access and related developmental issues in East Asia Pacific (EAP) that so far have received less attention compared to the macro energy issues of climate change and reduction of greenhouse gas (GHG) emissions. EAP countries have two steep paths to climb to achieve universal access to modern energy: electricity and modern cooking solutions. Approximately 170 million people, or 34 million households, in EAP countries do not have electricity connections in their homes. This number is equivalent to approximately 9 percent of the Region's total population, and 30 percent of the Region's population excluding China. Moreover, approximately 6 times that number, or over 1 billion people, still lack access to modern cooking solutions. In addition, EAP is exceeded by only Sub Saharan Africa and South Asia in the number of people who lack access to electricity. However, access to both electricity and modern cooking solutions is essential to address the enduring impacts of poverty and to move the poor onto a rising development trajectory. The link between access to modern energy and development is most clearly defined by the Millennium Development Goals (MDG). The MDGs were formulated to reduce global poverty while increasing education, empowering women, and improving child and maternal health. Although there is no direct reference to energy in the MDGs, the need for access to energy, particularly modern energy, to improve overall welfare is well recognized by the development community.Publication India : Women, Work and Employment(Washington, DC, 2014-02-26)Since economic liberalization in the early 1990s, India has experienced high economic growth and made considerable progress in gender equality in areas such as primary education. However, it fared poorly on gender-parity in labor force participation (LFP). During the period between 1993-94 and 2011-12, female labor force participation rate (LFPR) remained consistently low as compared to male participation. More alarming is the fact that female participation rate declined steadily during the same period, particularly in rural areas. The low level along with declining trend in rural female LFP poses a serious threat of 'missing gender' in the labor force. Although economic growth added jobs for both men and women in India till 2005, Indian women lost jobs in the next seven years, while men continued to gain, thereby widening the gender gap. The actual figures in 2012 suggest that approximately 35 to 40 million women are 'missing' from the labor force, had female LFP grown at the same rate as it had between 1999 and 2005.1 This represents a troubling trend considering the potential of these women to contribute to the country's productivity. To better understand the existing situation, this report investigates gender and female labor force dynamics by drawing mostly on data from five rounds of the National Sample Survey, India, between 1993-94 and 2011-12. Key findings from the study are grouped below in three sections. First section describes the dynamics of female LFP looking at its evolution in previous two decades. The next section presents the drivers of low level of female participation and its declining trend. The last section proposes possible areas of action.

Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication Women, Business and the Law 2024(Washington, DC: World Bank, 2024-03-04)Women, Business and the Law 2024 is the 10th in a series of annual studies measuring the enabling conditions that affect women’s economic opportunity in 190 economies. To present a more complete picture of the global environment that enables women’s socioeconomic participation, this year Women, Business and the Law introduces two new indicators—Safety and Childcare—and presents findings on the implementation gap between laws (de jure) and how they function in practice (de facto). This study presents three indexes: (1) legal frameworks, (2) supportive frameworks (policies, institutions, services, data, budget, and access to justice), and (3) expert opinions on women’s rights in practice in the areas measured. The study’s 10 indicators—Safety, Mobility, Workplace, Pay, Marriage, Parenthood, Childcare, Entrepreneurship, Assets, and Pension—are structured around the different stages of a woman’s working life. Findings from this new research can inform policy discussions to ensure women’s full and equal participation in the economy. The indicators build evidence of the critical relationship between legal gender equality and women’s employment and entrepreneurship. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
