Abstract
Refugees and internally displaced persons (IDPs) often struggle to integrate the labor market. Even where they have the unrestricted right to work their labor market outcomes lack behind those of other groups, at least in the short- to medium-term. This literature review brings together two strands of research to inform the design of successful job interventions in this context: the evidence on how forced displacement impacts those forcibly displaced in their economic lives and the existing knowledge on jobs interventions for refugees and IDPs. The specific challenges that those forcibly displaced face on the labor market are linked to the loss of assets and separation from family members; the lack of skills required on the host labor market; the impacts of forced displacement on their physical and mental health and their economic behavior (in terms of prospects and aspirations, risk-aversion and time horizon); their legal situation; a lack of social networks and discrimination as well as a high likelihood of excess supply on the labor market at destination. Rigorous quasi-experimental or experimental evidence on jobs interventions for this target group is scarce and mainly focused on high-income countries. A review of the existing literature points to the importance of conducting thorough assessments of the demand and supply side of the labor market, including the legal situation of those forcibly displaced and their perceptions and aspirations, before designing intervention

    This Jobs Solutions Note is intended to identify practical solutions for development practitioners and policymakers to design and implement policies and programs for the labor market integration of refugees and IDPs. The Note (a) identifies the specific obstacles that refugees and IDPs face when integrating the labor market, (b) highlights interventions designed to address those barriers, focusing on the World Bank, and (c) summarizes existing knowledge on what works. It builds on a comprehensive literature review on Jobs Interventions for Refugees and IDPs, and is part of a broader work on Supporting Jobs in Fragility, Conflict, and Violence Situations. The Note uses a broad definition of jobs as any income source, formal or informal, including employment, self-employment and entrepreneurship.

    Outcomes for Internally Displaced Persons and Refugees in Low and Middle-Income Countries

    The paper takes stock of the growing quantitative literature on outcomes for the forcibly displaced in low- and middle-income countries, where 85 percent of refugees and nearly all internally displaced persons live. The main takeaway is that forced dis- placement research has now become a full-fledged sub-field of the migration literature: it addresses the same questions of economic and social integration, returns, and the impact of conditions and policies in the destination country. Yet, the specificity of the sub-field lies in the analysis of migration of a particularly vulnerable population because of the forced selection into displacement and because those forcibly displaced have experienced shocks before and during displacement, including the loss of physical assets, human capital, and mental health.

    Supporting the Livelihoods of Internally Displaced Persons in Georgia : A Review of Current Practices and Lessons Learned

    The report starts with background on the history, scope, and character of displacement in Georgia. Although there is a lack of comprehensive data on Georgian internally displaced persons, or IDPs' living conditions and livelihood status, this section collates what information exists. Part two defines livelihood support, maps out the sector as currently implemented in Georgia, and describes the types of activities in place to boost IDP employment, production, and enterprise. Part three is structured around six key challenges that undermine IDPs' ability to achieve sustainable livelihoods and improved income. Each challenge is described and where relevant, examples of current project interventions are offered. Each challenge is also analyzed to include any current opportunities for improvement in current practice. Recommendations for how to enhance or modify approaches to ensure further success are also included. Part four offers a summary of additional steps and studies that could further define a strategic approach to IDP livelihood support. Case study examples that appear in text boxes illustrate the review findings in more detail.

    The Impact of Forced Displacement on Host Communities

    The paper reviews 49 empirical studies that estimate the impact of forced displacement on host communities. A review of the empirical models used by these studies and a meta-analysis of 762 separate results collected from them are the main contributions of the paper. Coverage extends to 17 major forced displacement crises that occurred between 1922 and 2015, to host countries at different levels of economic development and different types of forced migrants. The focus is on outcomes related to household well-being, prices, employment, and wages. All studies can be classified as ex post quasi-natural experiments. The analysis on empirical modeling shows a preference for partial equilibrium modeling, differences-in-differences evaluation methods, and cross-section econometrics, with all these choices largely dependent on the type of data available. The meta-analysis on household well-being shows that between 45 and 52 percent of the results are positive and significant, indicating a net improvement in household well-being. An additional 34 to 42 percent of the results are found to be nonsignificant, and 6 to 20 percent show a decrease in household well-being. The analyses on employment and wages show positive and significant improvements for 12 to 20 percent of the results, nonsignificant results in 63 percent of the cases, and negative and significant results for 22 to 25 percent of the results. Negative results on employment and wages relate to young and informal workers in middle-income countries. The results on prices show asymmetric behavior across types of products. Overall, the probability of having a negative outcome for host communities in the consumer and labor markets is below 20 percent.

    Vulnerability of Internally Displaced Persons in Urban Settings

    Internal displacement, rapid growth of urban areas and proliferation of informal settlements are in the spotlight of public policy debate in Afghanistan at present. This pamphlet discusses characteristics, livelihood strategies and vulnerabilities of households living in informal settlements in three urban centers in Afghanistan. These findings summarize the analysis from a joint World Bank-UNHCR ‘research study on IDPs in urban settings’, which illustrates the complexities of displacement and of urban informal settlement growth. Motivated by an existing knowledge gap on these issues, the analysis provides a starting point for discussion among actors directly or indirectly involved with management of problems related to displacement and urban informal settlements, including departments in the Government of Afghanistan, international institutions and stakeholders from civil society. The study documents the significance of displacement as a factor underlying vulnerabilities observed in informal settlements, and identifies IDPs as an extremely deprived segment of the population, even in comparison to the profile of urban poverty in the recent national risk and vulnerability assessment.

    Policy Options to Mitigate Political Risk and Attract FDI

    Political risks covers a wide range of issues, and this note focuses on a subset of political risk: the risks that arise from government actions, whether political or regulatory, that can affect the profitability of an investment in a foreign country. Policies adopted and implemented by governments can directly mitigate these risks. Bad governance and economic crises are two big drivers of political risk. Both are currently prevalent globally, but especially in developing countries. The purpose of this note is to summarize how political risk caused by government actions can impact foreign investment, and what tools countries can use to manage and mitigate such risks.

    Fiscal Incidence Analysis for Kenya

    Kenya has made satisfactory progress in reducing poverty and inequality in recent years. Economic growth in Kenya between 2005-06 and 2015-16 averaged around 5.3 percent, exceeding the average growth of 4.9 percent observed for Sub-Saharan Africa. This robust economic growth resulted in a reduction in poverty, whether measured by the national or international poverty line. The proportion of the population living beneath the national poverty line fell from 46.8 percent in 2005-06 to 36.1 percent in 2015-16, showing a modest improvement in the living standards of the Kenyan population. Similarly, poverty under the international poverty line of US$ 1.90 a day declined from 43.6 percent in 2005-06 to 35.6 percent in 2015-16. At this level, poverty in Kenya is below the average in sub-Saharan Africa and is amongst the lowest in the East African Community (World Bank, 2018b). However, the proportion of the population living in poverty remains comparatively high in Kenya and the rate at which growth translated into poverty reduction was lower than elsewhere. At twice the average, Kenya’s poverty rate is still high for a lower-middle income country, a group that Kenya joined only in 2015. In addition, the Kenya’s growth elasticity of poverty reduction, the percentage reduction in the poverty rate associated with a one-percent increase in mean per capita income is only 0.57, lower than in Tanzania, Ghana, or Uganda (World Bank, 2018b). This leads to the obvious question of what can be done to make economic growth more pro-poor in Kenya. This study assesses the distributional consequences of Kenya’s system of taxes and transfers, covering 60 percent of revenue and between 25 and 30 percent of government spending. The analysis of fiscal incidence and distributional consequences of Kenya’s tax and transfer system is an important input for designing pro-poor policies and potentially for influencing the rate at which economic growth translates into poverty reduction. In this study, direct taxes and transfers, indirect taxes (VAT and excise duties), as well as public health and education spending are assessed in terms of their distributional impacts. Overall, these taxes and transfers account for about 60 percent of revenue and between 25 and 30 percent of government spending.

    Is US Trade Policy Reshaping Global Supply Chains ?

    This paper examines the reshaping of supply chains using detailed US 10-digit import data (tariff-line level) between 2017 and 2022. The results show that while US-China decoupling in bilateral trade is real, supply chains remain intertwined with China. Over the period, China’s share of US imports fell from 22 to 16 percent. The paper shows that the decline is due to US tariffs. US imports from China are being replaced with imports from large developing countries with revealed comparative advantage in a product. Countries replacing China tend to be deeply integrated into China’s supply chains and are experiencing faster import growth from China, especially in strategic industries. Put differently, to displace China on the export side, countries must embrace China’s supply chains. Within products, the reorientation of trade is consistent with a “China + 1” strategy, as opposed to diversified sourcing across multiple countries. There is some evidence of nearshoring, but it is exclusive to border nations, and there is no consistent evidence of reshoring. Despite the significant reshaping, China remained the top supplier of imported goods to the US in 2022.

    Making Devolution Work for Service Delivery in Kenya

    Kenya adopted a new constitution and began the process of devolution in 2010, ceding many formerly national responsibilities to new county governments. As an institutional response to longstanding grievances, this radical restructuring of the Kenyan state had three continuing main objectives: decentralizing political power, public sector functions, and public finances; ensuring a more equitable distribution of resources among regions; and promoting more accountable, participatory, and responsive government at all levels. The first elections under the new constitution were held in 2013 and led to the establishment of 47 new county governments. Each county government is made up of a county executive, headed by an elected governor, and an elected County Assembly that legislates and provides oversight. Making Devolution Work for Service Delivery in Kenya takes stock of how devolution has affected the delivery of basic services to Kenyan citizens nine years after the “devolution train” left the station. Whereas devolution was driven by political reform, the ensuing institutions and systems were expected to deliver greater socioeconomic equity through devolved service delivery. Jointly coordinated by the government of Kenya and the World Bank, the Making Devolution Work for Service Delivery (MDWSD) study is the first major assessment of Kenya’s devolution reform. The study provides key messages about what is working, what is not working, and what could work better to enhance service delivery based on currently available data. It provides an independent assessment of service delivery performance in five sectors: agriculture, education, health, urban services, and water services. This assessment includes an in-depth review of the main pillars of devolved service delivery: accountability, human resource management, intergovernmental finance, politics, and public financial management. In addition to its findings for the present, the MDWSD study provides recommendations on how Kenya can improve its performance in each of these pivotal areas in the future.

    Global growth is projected to slow significantly in the second half of this year, with weakness continuing in 2024. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. The possibility of more widespread bank turmoil and tighter monetary policy could result in even weaker global growth. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth.
