Abstract
Haiti suffers from a serious deterioration of its natural environment and, in particular, from a heavy pressure on its natural resources. The reasons for this deterioration are multiple (poverty level, demographic pressure, agricultural techniques and insecurity regarding land tenure) and, therefore, go beyond the strict scope of energy. However, the wood-fuel consumption is one of the main factors of this deterioration. On a national scale, about 70 percent of the energy needs are met using firewood and charcoal. Although the local wood-fuel resources have been overexploited for more than 20 years, the price of wood-fuels does not reflect this scarcity phenomenon which constitutes a serious ecological threat at the countrywide level. The household energy sector remains, by far, the main consumer of wood-fuels, in as much as it absorbs 70 percent of the overall supply. However, this sector is characterized by very low efficiency in terms of use outputs.

Publication Biofuels in Africa : Opportunities, Prospects, and Challenges(World Bank, 2011)Biofuels offer new opportunities for African countries. They can contribute to economic growth, employment, and rural incomes. They can become an important export for some countries and provide low-cost fuel for others. There is also a potentially large demand for biofuels to meet the rapidly growing need for local fuel. Abundant natural resources and low-cost labor make producing biofuel feedstock's a viable alternative to traditional crops; and the preferential access available to most African countries to protected markets in industrial countries provides unique export opportunities. Biofuels also bring challenges and risks, including potential land-use conflicts, environmental risks, and heightened concerns about food security. This book examines the potential of African countries to produce biofuels for export or domestic consumption and looks at the policy framework needed. It is part of the effort by the World Bank's Africa region to examine critical issues that affect the region and to recommend policies that effectively address these issues while providing an enabling environment for the private sector. The book is intended to inform policy makers and the larger development community of the global and domestic market opportunities facing biofuel producers, as well as the challenges of producing biofuels, in the Africa region.Publication China : Accelerating Household Access to Clean Cooking and Heating(Washington, DC, 2013-09)The China Clean Stove Initiative (CSI), a collaborative effort of the Chinese government and the World Bank, aims to scale up access to clean cooking and heating stoves for poor, primarily rural households, who are likely to continue using solid fuels beyond 2030. More than half of China's population still relies on solid fuels (coal and biomass) for cooking and heating; many of these households, located mainly in rural areas, are likely to continue using solid fuels in the near future. Switching to modern energy alternatives would be the most effective way to achieve clean cooking and heating solutions and should be encouraged; yet such fuels are more expensive than solid fuels, requiring more costly stoves and delivery infrastructure. Effective strategies to scale up the dissemination of clean burning, fuel-efficient stoves for household cooking and heating can mitigate the health hazards associated with the burning of solid fuels. It is estimated that Household Air Pollution (HAP) from solid fuel use results in more than a million premature deaths each year in China. Scaled-up access to clean and efficient stoves is consistent with China's strategy to promote energy conservation, reduced carbon emissions, and green energy in villages. The China CSI comprises four phases: 1) initial stocktaking and development of the implementation strategy; 2) institutional strengthening, capacity building, and piloting of the strategy; 3) scaled-up program implementation; and 4) evaluation and dissemination of lessons learned. This report will serve as a knowledge base and roadmap to encourage and engage all interested parties in working together on this important agenda. The initial CSI stocktaking exercise calls for a comprehensive strategy comprising institutional strengthening and building of an enabling policy and regulatory environment, market and business development, and stimulation of household demand, supported by an innovative, results based financing approach.Publication Ethanol as a Husehold Fuel in Madagascar : Health Benefits, Economic Assessment, and Review of African Lessons for Scaling-up(Washington, DC, 2011-06)This study was commissioned to analyse the cost efficiency and economic viability of an ethanol programme, for reducing disease, and protecting the forests in Madagascar. This information is also expected to be of interest regionally and internationally, given that the World Health Organization (WHO) estimates that there are nearly two million deaths per annum globally due to Household Air Pollution (HAP), representing 2.7 percent of the global burden of disease. Of these, nearly 400,000 deaths per annum due to HAP, are in sub-Saharan Africa. With only 20 percent of the world's population, Africa suffers a disproportionate share of around half of all deaths from pneumonia for children under five years, for which HAP is a major risk factor. This study investigates the potential of ethanol as a household fuel in Madagascar, focusing on three main components: health benefits, financial and economic assessment, and African lessons for scaling-up a program of support for ethanol as a household fuel.Publication Restoring Balance : Bangladesh's Rural Energy Realities(World Bank, 2010-03-01)Bangladesh is one of the world's poorest countries. Nearly 80 percent of the nation's 140 million people reside in rural areas; of these, 20 percent live in extreme poverty. Geographically, many low-lying areas are vulnerable to severe flooding, while other regions are prone to drought, erosion, and soil salinity. Such an unfavorable agricultural landscape, combined with mismanagement of natural resources and increasing population pressure, is pushing many of the rural poor to the brink. Because Bangladesh is such a poor country, it also is one of the world's lowest energy producers. Total annual energy supply is only about 150 liters of oil equivalent per capita (International Energy Agency, or IEA 2003); in rural areas, conditions are even worse. Compared to other developing countries, Bangladesh uses little modern energy. Despite its successful rural electrification program, close to two-thirds of households remain without electricity and, with the exception of kerosene, commercial fuels are beyond reach for many. Moreover, biomass fuels are becoming increasingly scarce. Collected mainly from the local environment as recently as two decades ago, bio-fuels are fast becoming a marketed commodity as access to local biomass continues to shrink. This study, the first to concentrate on Bangladesh's energy systems and their effects on the lives of rural people, drew on these background studies, as well as other World Bank-financed research on indoor air pollution (IAP) and rural infrastructure, to present a rural energy strategy for the country. Much of this study's analytical underpinning was based on several background studies. This study also reanalyzed data from earlier research to better understand the benefits of modern energy use for rural households, farm activities, and small businesses.Publication Restoring Balance : Bangladesh's Rural Energy Realities(World Bank, Washington, DC, 2009-03)This study, the first to concentrate on Bangladesh's energy systems and their effects on the lives of rural people, drew on these background studies, as well as other World Bank-financed research on IAP and rural infrastructure, to present a rural energy strategy for the country. The study's broad aim was to identify ways to improve the living standard in rural Bangladesh through better and more efficient use of energy, while creating an environment conducive to growth and poverty reduction. For any developing country, the crux of a rural energy strategy is to have more and better choices for meeting rural demand for energy through market mechanisms and sound policy. This goes hand in hand with the development of competent implementing institutions, which are critical to the process. Also important are new supply- and demand side technologies that can be used to raise rural people's welfare and improve productivity to increase growth prospects. Accordingly, the rural energy strategy advocated by this study aims to satisfy the types of demand that increase household welfare and raise rural growth prospects as energy becomes a direct input into the production process.

Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication The Mexican Social Protection System in Health(World Bank, Washington DC, 2013-01)With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million peoplePublication Guide to the Debt Management Performance Assessment Tool(Washington, DC, 2008-02-05)The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.Publication Crime and Violence in Central America : A Development Challenge - Main Report(World Bank, 2011-01-01)Crime and violence are now a key development issue for Central American countries. In three nations El Salvador, Guatemala, and Honduras crime rates are among the top five in Latin America. This report argues that successful strategies require actions along multiple fronts, combining prevention and criminal justice reform, together with regional approaches in the areas of drug trafficking and firearms. It also argues that interventions should be evidence based, starting with a clear understanding of the risk factors involved and ending with a careful evaluation of how any planned action might affect future options. In addition, the design of national crime reduction plans and the establishment of national cross-sectoral crime commissions are important steps to coordinate the actions of different government branches, ease cross-sectoral collaboration and prioritize resource allocation. Of equal importance is the fact that national plans offer a vehicle for the involvement of civil society organizations, in which much of the expertise in violence prevention and rehabilitation resides. Prevention efforts need to be complemented by effective law enforcement. The required reforms are no longer primarily legislative in nature because all six countries have advanced toward more transparent adversarial criminal procedures. The second-generation reforms should instead help deliver on the promises of previous reforms by: (i) strengthening key institutions and improving the quality and timeliness of the services they provide to citizens; (ii) improving efficiency and effectiveness while respecting due process and human rights; (iii) ensuring accountability and addressing corruption; (iv) increasing inter-agency collaboration; and (v) improving access to justice, especially for poor and disenfranchised groups. Specific interventions reviewed in the report include: information systems and performance indicators as a prerequisite to improve inter-institutional coordination and information sharing mechanisms; an internal overhaul of court administration and case management to create rapid reaction, one-stop shops; the strengthening of entities that provide legal counseling to the poor and to women; and the promotion of alternative dispute-resolution mechanisms and the implementation of community policing programs.
