dc.description.abstract	In Burkina Faso, agriculture is the primary source of employment for the population, but it faces challenges due to low productivity and poor water management, exacerbated by the adverse effects of climate change. Increases in grain production have been achieved through the expansion of cultivated areas, thereby putting significant pressure on natural resources. At the policy level, agriculture has been identified as a priority sector for the transformation of Burkina Faso’s economic structure as outlined in the Second National Plan for Economic and Social Development (PNDES II). At the institutional and organizational level, the implementation of the program budgeting since 2017, shifting from funds-based budgeting to outcome-based budgeting, aims at enhancing the efficiency of public expenditure by focusing on outcomes. The structure of the program budgeting includes more than twenty distinct budget programs. This large number of budget programs poses challenges in terms of coordination, optimization, and capitalization of public action in favor of the agricultural sector. In this context, the World Bank undertakes this third agriculture public expenditure review to help the Government of Burkina Faso produce evidence on the structure of public expenditures. In addition to the classic analysis of the efficiency of expenditure allocation, the efficiency of budget execution, as well as coordination, monitoring and evaluation, and accountability mechanisms in the sector, the report will examine the incidence and impact of public expenditures by analyzing four specific cases: (i) input subsidies, (ii) hydro-agricultural facilities and irrigation; (iii) agricultural finance, and (iv) expenditures allocated to forestry and natural resources.	en
dc.description.abstract	Au Burkina Faso, l’agriculture est la principale source d’emploi pour la population, mais elle est confrontée à des défis dus à une faible productivité et à une mauvaise gestion de l’eau, exacerbées par les effets néfastes du changement climatique. L’augmentation de la production céréalière a été obtenue grâce à l’expansion des surfaces cultivées, ce qui a exercé une pression importante sur les ressources naturelles. Sur le plan politique, l’agriculture a été identifiée comme un secteur prioritaire pour la transformation de la structure économique du Burkina Faso telle que définie dans le Deuxième Plan National de Développement Economique et Social (PNDES II). Au niveau institutionnel et organisationnel, la mise en œuvre de la budgétisation des programmes depuis 2017, passant d’une budgétisation basée sur les fonds à une budgétisation axée sur les résultats, vise à améliorer l’efficacité des dépenses publiques en mettant l’accent sur les résultats. La structure de la budgétisation des programmes comprend plus de vingt programmes budgétaires distincts. Ce grand nombre de programmes budgétaires pose des défis en termes de coordination, d’optimisation et de capitalisation de l’action publique en faveur du secteur agricole. C’est dans ce contexte que la Banque mondiale entreprend ce troisième examen des dépenses publiques agricoles afin d’aider le gouvernement du Burkina Faso à produire des données probantes sur la structure des dépenses publiques. Outre l’analyse classique de l’efficacité de l’allocation des dépenses, de l’efficacité de l’exécution budgétaire, ainsi que de la coordination, du suivi et de l’évaluation, et des mécanismes de responsabilisation dans le secteur, le rapport examinera l’incidence et l’impact des dépenses publiques en analysant quatre cas spécifiques : (i) les subventions aux intrants, (ii) les installations hydro-agricoles et l’irrigation ; (iii) le financement de l’agriculture, et (iv) les dépenses affectées à la sylviculture et aux ressources naturelles.	fr
