Abstract
Edge computing increases energy efficiency, reduces latency, and provides context awareness for compute-intensive applications far from data centers, increasing the viability of technologies such as autonomous transport and augmented and virtual reality. The emerging technologies curation series aims to capture and share Korea’s experience and lessons learned in regard to exploration and adoption of emerging technologies like blockchain, artificial intelligence (AI), edge-computing, internet of things (IoT), 5G, etc. AI edge computing, the second of the series, provides a short description of edge computing and its potential for solving development challenges and key highlights of Korea’s experiences. The Korea edge computing note is a collaboration effort of the World Bank (WB) Korea country office, the ITS Technology and Innovation Lab and Unit, the Digital Development (DD) Global Practice, and the Finance, Competitiveness and Innovation (FCI) Global Practice.

Publication Developing a Trade Information Portal(Washington, DC, 2012-07)A number of countries have introduced or are considering the introduction of a trade information portal as a means of facilitating trade and increasing transparency. For World Trade Organization (WTO) members or countries in the process of acceding to the WTO, a trade information portal will assist in complying with new commitments currently being negotiated as part of the Doha Development Round. The negotiations aim to strengthen the provisions of Article X of General Agreement on Tariffs and Trade (GATT) which currently requires that all regulatory trade related information "shall be published promptly in such a manner as to enable governments and traders to become acquainted with them". In many developing nations, government agency specific websites may not exist and even when they do they are often incomplete, out of date, or the content may not cover the entire spectrum of information that a trader may wish to obtain to ensure compliance with import, export, or transit requirements. It is therefore desirable to create a single platform where all the information relating to trade from all the various agencies is aggregated under one roof and is readily available for searching and viewing. This guide discusses the issues and challenges that developing nations are likely to face when implementing a trade information portal and provides a checklist of practical guidelines for the steps that might be required in order to achieve effective implementation.Publication Information and Communication Technologies : A World Bank Group Strategy(Washington, DC, 2002-04)Information and communication technologies provide the basis for increasing and applying knowledge in the private and public sectors. Countries with strong information infrastructures that employ innovative information technology applications, have many advantages for sustained economic growth and social development. This book is, primarily, a business strategy which explains the World Bank's role in the development of information infrastructure. It details a plan for expanding the institutional development capacity within the World Bank and in the regions in order to successfully implement this strategy. This book also discusses issues relating to information technology quality assurance and improving the World Bank's capacity to ensure such quality.Publication Task Managers' ICT Toolkit : Good Practice for Planning, Delivering, and Sustaining ICT Products(Washington, DC, 2012-01)The toolkit is made up of two parts. In part 1, a route map is aimed at raising awareness. It attempts to give direction by helping to categorize information and communication technologies (ICT) components in terms of complexity and walks through the different stages of preparation, implementation, and supervision. In part 2, the toolkit goes into greater detail. It is intended that this second part would: For task managers and task teams provide a summary of the various disciplines relevant to the conceptualization, planning, delivery, and sustainability of ICT-based products; for project implementation units provide guidelines that will help them better prepare for and monitor ICT components; for borrowers and beneficiaries provide a primer on good practice; and for expert implementers provide orientation and nomenclature, and an aide-memoire for the formulation of project plans, expanding the focus beyond mere technology. The information contained here pertains to complex ICT components which may require tailored information systems, have a wide impact, have several subcomponents, have a significant management dimension, have relatively high financial worth, or are important to the success of the loan.Publication Samoa Education Management Information Systems(World Bank, Washington, DC, 2015-12)In 2011, the World Bank Group commenced a multiyear program designed to support countries in systematically examining and strengthening the performance of their education systems. Part of the World Bank’s new Education Sector Strategy, this evidence-based initiative, called SABER (Systems Approach for Better Education Results), uses diagnostic tools for examining education systems and their component policy domains against global standards and best practices and in comparison with the policies and practices of countries around the world. This report discusses the results of applying the SABER Education Management Information Systems (EMIS) tool in Samoa. The objectives of this report are to examine the system according to key policy areas, identify successes and challenges in the system, and provide recommendations to support the continued advancement of EMIS in Samoa. Samoa’s system is assessed in the following six policy areas: (1) legal framework, (2) organizational structure and institutionalized processes, (3) human resources, 4) infrastructural capacity, (5) budget, and (6) data-driven culture. To conclude, the Strengths, Weaknesses, Opportunities, and Threats (SWOT) profile (table 6) summarizes key points from the needs assessment and informs recommendations.Publication ICT for Greater Development Impact(Washington, DC, 2012-06-15)Information and communication technologies (ICTs) have great promise to reduce poverty, increase productivity, boost economic growth, and improve accountability and governance. That promise only grew when ICTs underwent a revolution in the 2000s. Nearly 5 billion people in developing countries now use mobile phones, up from 200 million at the last decade's start, and the number of Internet users has risen 10-fold. People across the globe do much more than chat and play games. They learn where best to fish and what market to sell their produce in. They trace cattle from pastures to supermarkets. They report illegal logging and misuses of local budget. They pay bills, send money back home, and receive cash transfers. They do business on mobile phones. They use ICTs to prevent violence against women and community radio to empower them. They get state-of-the-art schooling online. They remotely monitor and switch on irrigation pumps. The World Bank Group (WBG) has worked with its clients as they have pursued these opportunities and has supported sector reforms through technical assistance and lending operations, guided by its 2001 ICT strategy. The WBG has been most successful in fostering ICT sector reform and attracting private investment in mobile communications. WBG support for ICT applications has grown rapidly over the past decade. More than 1,300 active Bank investment projects have ICT components (74 percent of the Bank's 1,700-project portfolio) to modernize internal processes and upgrade service delivery. Results have been mixed, with only 59 percent of Bank project components for ICT applications achieving or likely to achieve their objectives fully or substantially.

Publication World Development Report 2017(Washington, DC: World Bank, 2017-01-30)Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.Publication State and Trends of Carbon Pricing 2024(Washington, DC: World Bank, 2024-05-21)This report provides an up-to-date overview of existing and emerging carbon pricing instruments around the world, including international, national, and subnational initiatives. It also investigates trends surrounding the development and implementation of carbon pricing instruments and some of the drivers seen over the past year. Specifically, this report covers carbon taxes, emissions trading systems (ETSs), and crediting mechanisms. Key topics covered in the 2024 report include uptake of ETSs and carbon taxes in low- and middle- income economies, sectoral coverage of ETSs and carbon taxes, and the use of crediting mechanisms as part of the policy mix.Publication Causes of Deforestation of the Brazilian Amazon(Washington, DC: World Bank, 2004)The worldwide concern with deforestation of Brazilian Amazonia is motivated not only by the irreversible loss of this natural wealth, but also by the perception that it is a destructive process in which the social and economic gains are smaller than the environmental losses. This perception also underlies the diagnosis, formulation and evaluation of public policies proposed by government and non-governmental organizations working in the region, including the World Bank. The present work suggests that a fuller understanding is necessary with regard to the motivations and identity of the agents responsible for deforestation, the evaluation of the social and economic benefits from the process and the resulting implications of public policies for the region. The objective of the report is to show that, in contrast to the 1970s and 1980s when occupation of Brazilian Amazonia was largely induced by government policies and subsidies, recent deforestation in significant parts of the region is basically caused by medium- and large-scale cattle ranching. Following a private rationale, the dynamics of the occupation process gradually became autonomous, as is suggested by the significant increase in deforestation in the 1990s despite the substantial reduction of subsidies and incentives by government. Among the causes of the transformation are technological and managerial changes and the adaptation of cattle ranching to the geo-ecological conditions of eastern Amazonia which allowed for productivity gains and cost reductions. The fact that cattle ranching is viable from the private perspective does not mean that the activity is socially desirable or environmentally sustainable. Private gain needs to be contrasted with the environmental (social) costs associated with cattle ranching and deforestation. From the social perspective, it is legitimate to argue that the private benefits from large-scale cattle ranching are largely exclusive, having contributed little to alleviate social and economic inequalities. The study notes, however, that decreases in the price of beef in national markets and increases in exports caused by the expansion of cattle ranching in Eastern Amazonia may imply social benefits that go beyond sectoral and regional boundaries.Publication The Metaverse(Washington, DC: World Bank, 2022-06-08)The Metaverse, widely regarded as a successor to today’s internet, is a concept embodying a unified digital world that is tightly connected to the physical world. The generative AI market is expected to grow from 1.5 billion dollars in 2021 to 6.5 billion dollars by 2026 - a compound annual growth rate of 34.9 percent.
