Abstract
This report outlines the World Bank Education Global Department's efforts to improve education outcomes for girls and young women, emphasizing its role in unlocking their economic potential. The brochure highlights the significant progress made in girls' education globally since 2015, with increased enrollments and completion rates across primary and secondary levels, and a rise in female labor market participation. Despite these gains, persistent challenges such as gender-based violence, child marriage, high dropout rates, and gender discrimination, particularly in Sub-Saharan Africa, South Asia, and conflict-affected areas, are acknowledged. The report details the World Bank's strategic interventions, which align with the World Bank Group Gender Strategy 2024-2030, across six critical areas: early childhood education, gender-sensitive school infrastructure, safe schools for girls, skills development for jobs, STEM careers, and second-chance programs for out-of-school girls. Specific projects in Serbia, Kenya, Mozambique, Pakistan, India, the Sahel region, Nigeria, Georgia, Colombia, and Tanzania are showcased as examples of these interventions. A special section addresses the gender gap in STEM fields, noting the low representation of women and outlining interventions to encourage their participation. Another special issue discusses the escalating global concern of boys' disengagement and underperformance in education, presenting World Bank projects in Paraguay, Piaui, Colombia, and Guyana that aim to address this trend.

Publication Making Everyone Count(World Bank, Washington, DC, 2011-11)The Philippines has made significant progress in empowering women and in advancing gender equality. The government's policy on gender equality and women's empowerment has prioritized women's economic empowerment, advancing human rights and enhancing gender-responsive local governance. All these priority concerns are integral components of poverty reduction programs in the Philippines. The Philippines has made significant progress in empowering women and in advancing gender equality. Since the government introduced a constitution in 1987 affirming the equality of women, it has pursued a number of initiatives to mainstream gender concerns in national policies and programs. A development plan for women was launched in 1987, followed by a plan for gender-responsive development, 1995-2025, coordinated by the National Commission on the Role of Filipino women. In 2004, the commission drafted a framework plan for women that identify three priority concerns to meet the objectives of gender equality and women's empowerment: economic empowerment of women, protection and fulfillment of women's human rights, and gender-responsive governance. Projects that support these priorities will facilitate more equitable development across the Philippines, including supporting the full participation of women in political processes and governance in the international and national local level, strengthening gender-sensitive and inclusive programs and mechanisms with civil society, and increasing women's access to economic resources such as capital, technology, information, markets, and training.Publication Count me in!(Washington, DC: World Bank, 2024-04-11)Ensuring that all girls and young women receive a quality education is their human right, a global development imperative, and a strategic priority for the World Bank. As the largest development partner in education globally, the World Bank ensures that all of its education projects are gender-sensitive, and works to overcome barriers that are preventing girls and boys from equally benefiting from countries’ investments in education.Publication Making Education Spending Count for the Children of Autonomous Muslim Region of Mindanao(World Bank, Washington, DC, 2015)The project builds on support to DepEd ARMM through the Australian Aid Basic Education Assistance for Mindanao (BEAM) activity, and further initiatives by the World Bank and partners. Chapter two of this report proceeds with an introduction to ARMM’s development context, including the evolution of regional institutions and the basic education system. Chapter three describes the unique ARMM Public Expenditure Management ‘syndrome’ that contributes to the weaknesses analyzed in this report, and in turn informs its policy recommendations. Chapter four analyzes pub¬lic expenditures for basic education in terms of aggregate spending, expenditure composi¬tion, and specific challenges that the ARMM PEM syndrome poses for budgeting. Chapter five assesses budget execution and frontline delivery aspects of basic education resources, incorporating findings from the facilities survey. Chapter six summarizes the findings on public expenditure management for education in ARMM and derives recommendations both for reforms to ARMM institutions and for consideration by the transition commission and other stakeholders in the preparations for a new Bangsamoro political entity.Publication Guarantees - Counting the Cost of Guaranteeing Defined Contribution Pensions(Washington, DC, 2005-01)Different types of pension involve different kinds of uncertainty. For example, public sector pension schemes involve a 'policy risk', that the scheme might be reformed in the future so that benefits turn out differently than expected. Private pension schemes are less subject to this policy risk, because governments are unlikely to confiscate private property. But defined-contribution pensions do involve capital-market risk during the accumulation phase, when contributions and investment returns build up in the fund. The risk is that the pension fund's performance is insufficient to give an individual member an adequate retirement income. This note reviews the different types of guarantees, suggesting guarantees of the returns from funded pensions can gain support for reform; but poorly designed guarantees can undermine it, and create large liabilities. The cost of guarantees should be made as transparent as possible, while option-pricing models can be used to illustrate the cost of guarantees, to inform the decision to offer guarantees, the type of guarantee, and how large it should be. Transparent financing of guarantees is best served by forcing funds to put aside their own assets; this also provides better incentives for fund managers.Publication Making Women's Voices Count(World Bank, Washington, DC, 2011-11-28)This note on making women's voices count addressing gender issues in disaster risk management (DRM) in East Asia and the Pacific (EAP) is the first in a series of guidance notes targeting World Bank staff, clients and development partners. The note gives an overview of the links between gender and disaster risk management, identifies the key operational bottlenecks, and recommends strategies and resources. Grounded in extensive field work in Lao PDR and Vietnam, and drawing on the significant amount of material already available, these guidance notes are intended to be first stop, practical documents that can be used to design and implement gender dimensions into disaster risk management work across the EAP region. The target audience is World Bank staff, clients and development partners active in the fields of gender and DRM. A gender sensitive DRM approach takes both women's and men's different needs, constraints and opportunities into account throughout the whole project cycle, thereby strengthening community disaster resilience and making DRM interventions more effective. Addressing gender issues contributes to reducing women's vulnerabilities and increases their resilience to overcome the impacts of disasters. When done well, women and men can both benefit, and women can be empowered to make decisions and contribute to household recovery.

Publication Ghana Public Finance Review(Washington, DC: World Bank, 2025-02-11)Ghana’s development path, although registering past successes, faces a series of current and future challenges. Ghana succeeded inhalving its poverty rate between 1991 and 2016, from 87 percent (US$3.65 per day in 2017 purchasing power parity [PPP]) to about 50 percent of the population, outpacing progress across Sub-Saharan Africa (SSA), along with improvements in health and education indicators. However, recent global crises have pushed poverty upward, as the country faces multiple challenges. Ghana needs to provide more and better jobs and foster inclusive productivity growth, especially through investments in human capital. At the same time, the country’s growth path is increasingly vulnerable to climate change and climate-related shocks. Tackling these challenges will require fiscal policy to promote macroeconomic stability, create the right incentives, and generate the necessary public investments.Publication Kenya Country Climate and Development Report(Washington, DC: World Bank, 2023-11-16)The Kenya Country Climate and Development Report (CCDR) aims to identify the impact of climate change on Kenya’s economy. Through robust and rigorous analyses that cover climate impact modeling across multiple scenarios and the overall economy, sectoral issues, investment needs and potential sources of financing, the CCDR aims to identify high impact intervention areas that would support climate positive development. Action against climate change is imperative to avoid setting back Kenya’s aspiration of being an upper-middle-income country and reducing poverty in the next decade. In a business-as-usual scenario, inaction under different climate futures could dampen real GDP by 1.25 to 2.4 percent by 2030 and 3.61 to 7.25 percent by 2050 compared to the baseline. Climate impacts Kenya’s human, natural and physical capital and the impacts vary by region. By 2050, no climate action could also result in 1.1 million additional poor compared to the baseline under the pessimistic climate scenario, with communities in the arid and semi-arid areas being most hard-hit. Kenya can also be a key player in the global climate solutions arena if it maintains a low-carbon growth path. Kenya stands out among African and lower-middle-income countries due to its well-diversified and primarily low-carbon energy mix, with about 90 percent of electricity generation coming from renewable resources. Kenya could also generate carbon offsets through large-scale landscape restoration. The CCDR identifies five key action areas that could enable Kenya to meet its growth aspirations in an inclusive and climate-resilient manner. The three multisectoral action areas are: managing water, land, and forest for climate-resilient agriculture and rural economies; delivering people-centered resilience with climate-informed basic services and urbanization; and strengthening Kenya’s competitiveness in international markets through shifts in energy, transport, and digital systems. It is necessary to complement these the three action areas with two crosscutting actions areas - improving integration and coordination of climate action in policy, planning, and investment decision-making across the economy, and developing and operationalizing policy measures for mobilizing climate finance from private and public sector. Implementing these action areas should account for regional differences to climate risk exposure.Publication Kenya Economic Update, May 2025(Washington, DC: World Bank, 2025-07-02)The global economic context improved modestly in 2024, supported by easing inflation and a rebound in global trade. Kenya’s economy has slowed despite several improving macroeconomic indicators. The external sector showed improvement, driven by recovering exports and rising financial inflows. A tighter monetary policy and moderation in global inflation have contributed to a decline in inflation. Kenya’s fiscal policy challenges are multifaceted and have significant implications for the country’s economic stability and growth. Increased domestic borrowing is crowding out private sector lending. Kenya’s real gross domestic product (GDP) is expected to pick up gradually in the medium term with the external sector also projected to remain stable in the medium term. The economic outlook faces several downside risks, including fiscal challenges, weather, and external shocks. In the context of narrowing fiscal space, growing demand for investment in essential services, and the limited inclusivity of economic growth, there is an urgent need for a more efficient and equitable fiscal policy. Expanding the coverage and adequacy of cash transfers is essential to strengthening the poverty and inequality-reducing impact of Kenya’s fiscal policy.Publication Deterring Industrial Vessels from African Coastal Fisheries(Washington, DC: World Bank, 2025-09-29)Most African coastal nations prohibit industrial vessels from fishing near their shores; these Inshore Exclusion Zones (IEZs) reserve the most productive locations for small-scale, artisanal fishers. However, previous descriptive research suggests that non-compliance by industrial vessels prevents IEZs from benefiting African economies, food security, and fish stocks. Radar data released in 2024 detect industrial vessels without selection, enabling the first causal evaluation of African IEZs. First, regression discontinuity estimates reveal that 6 of 20 African countries successfully deter industrial fishing vessels (Nigeria, Sierra Leone, Liberia, Mauritania, Ghana, and Guinea). Second, bunching estimators obtain counterfactual vessel distributions that are uncontaminated by spillovers outside IEZ boundaries. Third, extensive‑margin effects are captured by calibrating a discrete choice vessel location model to the bunching estimates. Back‑of‑the‑envelope bioeconomic calculations indicate that IEZs increase annual artisanal fisher catch by 324 thousand tons—enough to meet key micronutrient requirements for 6.3 million people—without reducing industrial catch.Publication Uganda Country Climate and Development Report(Washington, DC: World Bank, 2025-09-10)The Country Climate and Development Report (CCDR) for Uganda examines the interplay between climate change and development. It presents how addressing climate change can support achieving the goals in Uganda’s Vision 2040 and Ten-Fold Growth Strategy, and help propel the country to upper-middle-income status. Uganda is the 14th most vulnerable nation to climate change, yet it is 163rd in readiness to address these risks, facing threats such as droughts and floods. The report highlights that, of the poorest households exposed to climate change, 80 percent already experience income loss from climate shocks. GDP could also drop by up to 3.1 percent by 2050 without additional climate action. Climate change poses numerous challenges, including increased variability in crop yields, potential internal climate migration of 12 million people by 2050, notable drop in labor productivity due to heat stress, increased health risks from waterborne diseases and malaria, and exposure of the country’s physical infrastructure to extreme climate events. To combat these challenges, the report recommends transitioning to a low-carbon, climate-resilient growth path by implementing four multisectoral intervention packages. These include boosting resilience through jobs for youth and services for the poor; promoting resilient and productive agriculture and natural resources with lower GHG emissions; developing climate-responsive energy, transport, and digital infrastructure; and fostering planned and climate-positive urbanization. Additionally, the report calls for whole-of-economy measures that strengthen governance of climate action, enhance preparedness for climate hazards including through improved early warning systems, operationalization of the national climate finance strategy, and incentivizing private sector participation. By implementing these intervention packages and whole-of-economy measures, Uganda can lower its risk to climate change and achieve sustainable economic growth.
