Abstract
The intent of the two competitive cities case studies is to highlight what institutions and strategies successful cities have relied on to spur economic development, under what conditions such success has occurred, and what lessons of this experience might be applicable to decision makers in other cities. This research was prepared by the Tokyo Development Learning Center (TDLC) under the auspices of the Social, Urban, Rural, and Resilience Global of the World Bank Group. Its objective is to create a knowledge base on what makes cities competitive, understand job creation at the city level, and capture the unique development experience of Japan for broad dissemination to development practitioners, government officials, academia and the private sector. Publication Baltic States and Poland Trade Logistics Review(Washington, DC, 2010-07)The Baltic States; Estonia, Latvia and Lithuania and Poland are situated along strategic trade corridors within Europe, constituting the EUs eastern border with Russia and other CIS countries. EU membership has triggered rapid economic growth for the Baltic States and Poland due to the removal of trade barriers and reduced transaction costs. A heavy influx of EU grants has targeted development and improvement of transport infrastructure, and this support will continue until 2015. The EU grants are largely used for development of international corridors, which play a key role in strengthening the competitiveness of these new member states. Since their accession to the EU in 2004, these countries enjoyed remarkable growth. While the countries underwent varying degrees of contractions in 2009, signs of recovery are showing albeit with considerable uncertainty in the future. Growth in Estonia, Latvia and Lithuania in recent years has been unsustainable and was driven by a disproportionate increase in the non-tradable sector (construction, financial intermediation, real estate). This has had negative implications for competitiveness. The global economic crisis in 2009 has ended Poland?s fast economic expansion over the recent years, but in contrast to its neighbors Poland has avoided a decline in economic activity. Over the medium term, growth in Poland is expected to accelerate steadily in line with an improving external environment. The Baltic States and Poland are relatively competitive in trade logistics and have initiated reforms to facilitate trade, compared to their eastern neighbors, particularly Russia. Despite the plunge in 2008, freight transport and logistics development in the region has potential to continue to grow in the medium-term as some signs of recovery have begun to appear. The current economic situation has triggered a significant overcapacity of transport and warehousing which is characterized by very low prices for these services. While Poland remains relatively stable, Estonia, Latvia, and Lithuania are exhibiting higher vulnerability to external shocks. The most critical bottlenecks of transport logistics in the Baltic States and Poland are found in the deteriorating condition of their transport infrastructure, particularly that of road networks, lessdeveloped intermodal connections, and inefficiency of custom processing at border crossing points. Deteriorating road condition in these countries is largely due to inadequate maintenance and a comprehensive asset management system, albeit improving. Intermodal connections that are often inefficient are partly attributed to institutional arrangement that lacks inter-agency collaboration at the level of policy development and public investment. Custom procedures are particularly cumbersome and inefficient at the borders to non-EU member states. Nevertheless, the Baltic States and Poland have relative strengths in efficiency of domestic transport/logistics, cost-efficiency of trucking industry, and price-competitive port operation. The report various recommendations for strategic policy priorities for the Baltic States and Poland to leverage their own strengths to respond to various opportunities and challenges.Publication East Asia Ports in their Urban Context(World Bank, Washington, DC, 2003-01)This report is part of a strategy to promotes trade competitiveness within the East Asia and Pacific Region. It presents an overview of the logistics issues facing East Asia countries and proposes a development agenda for them. Based on the recognition that the countries have basic differences in their level of development, extent of openness, and composition of trade, it begins by discussing the benefits of improved logistics. The East Asian countries are organized into an action matrix, with an analysis of the logistics needs appropriate to each group. The country working papers (volumes 2, 3, & 5)discuss the assessment of preset logistics services and the impediments they impose upon, and opportunities they offer for, expanded trade, including policy reform proposals. The special report on ports (volume 4) addresses port development in relation to urban growth.Publication The World Bank's Assistance to China's Transport Sector(World Bank, Washington, DC, 2005-04-27)China's economic development since the opening of its economy in the late 1970s has resulted in an eight percent average annual rate of economic growth. Key facets of this growth are rapidly increasing domestic and foreign trade as well as increasing personal mobility and consumption of energy. The deficiencies of the Chinese road and highway system have in particular created a bottleneck in China's economic development. The major objective of the China country assistance strategy (since the 1980s) was to alleviate infrastructure bottlenecks, in providing financial resources and promoting sector reforms in China. In 1997-98, the World Bank worked together with the Chinese government in completing a review of the transport sector and preparing an intermodal transport strategy. The strategy provides proposals for increasing competition and efficiency, identifies the changing patterns of demand for transport, and advances the analysis of investment needs of the sector and their financing.Publication Urban Mass Transport Infrastructure in Medium and Large Cities in Developing Countries(Washington, DC, 2012)Developed at the request of the Mexican G20 Presidency for consideration by the Finance Ministers and Central Bank Governors at the G20 Leaders' Summit in Mexico, and jointly prepared with the Asian Development Bank, this policy paper positioned green transport in the context of cities development. Urban transport determines the shape of a city and its ecological footprint. Many cities in low and middle income countries are at a crossroads. Policy decisions taken now, while car use is still relatively low and cities retain a relatively transit friendly, compact urban form, will affect how people will live in their cities for many decades into the future. A new paradigm of urban transport can be part of the solution to reversing the deteriorating situation in some cities of developing countries, and supporting others to embark on a sustainable, low carbon, green growth path: developing a city for people rather than cars, and including public and mass transport as a major component of the modal structure. Implementing such a new paradigm can be truly transformational. This joint World Bank and Asian Development Bank paper lays out six aspects, which are most difficult to align, yet, are critical to ensure the sustainability of urban transport systems, visionary leadership, integrated strategy for land use and urban transport, coordination among agencies, domestic capacity, adequate cost recovery, and private participation in the operation and construction of urban transport systems. The paper proposes a set of new initiatives for G20 leaders' consideration, including the development of an umbrella toolkit to guide policy makers in charge of urban planning to make transport decisions best suited to their local contexts.Publication City Development Strategy : Colombo(Colombo, Sri Lanka, 2000-11)The Colombo Municipal Council (CMC), in collaboration with the World Bank, UNDP, UNCHS (HABITAT) and the Western Provincial Council (WPC) in Sri Lanka, launched a project in February 2000 to formulate a comprehensive strategy framework and a perspective plan of action for development of the city. The purpose was to identify key areas and issues that need systemic and planned attention of the Council and other major stakeholders and to develop appropriate strategies to address them. A Senior Consultant was assigned to the CMC by the sponsors to help formulate the strategy through a consultative process. In formulating the strategy framework, the CMC consulted a wide variety of stakeholder groups through a series of formal and informal consultations. They included civil society partners such as NGOs and CBOs, representatives of the poor; senior municipal officials; and leading private sector representatives, i.e., major investors, realtors, developers and Chambers of Commerce & Industry. Their views, ideas and suggestions were reviewed and those compatible with the development vision and thrust identified by the CMC task forces and stakeholder consultations are incorporated in this strategy framework. All stakeholders, particularly the private sector, considered the opportunity as an unprecedented move by the CMC and WPC. They welcomed the offer to join in this unique partnership-building exercise in city management and have assured the city administration of their wholehearted cooperation.

Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
