Abstract
The Government of Ethiopia (GoE) has demonstrated commitment to expand higher education science and technology (S and T) programs to spur and support its growth and transformation agenda. Ethiopia has made a tremendous advance in access to higher education over the past decade. This rapid expansion, however, has raised concerns about quality. Many students are entering universities with a low level of academic preparation and a weak mastery of English. Qualified faculty are in short supply, especially in science and technology. The higher education relevance and quality agency (HERQA) was established in 2003 to implement a quality assurance system for higher education, but it lacks the resources to carry out its mission. The purpose of this report is to identify the main challenges facing the sector and propose a policy agenda to address them. The analysis is based on information from the ministries of education and of S and T of Ethiopia, a review of relevant literature from Ethiopia and elsewhere, and an analysis of data and information collected from stakeholders at public and private universities through semi-structured interviews. The report contains five chapters. Chapter one presents background information and the study’s methodology. Chapter two provides broader analysis of demand for skills, graduate employability, feedback from employers on skill supply, and the relationship with the economy at large. The third chapter analyzes the recent developments in S and T higher education. Chapter four assesses the research performance of Ethiopian universities. Chapter five summarizes the key reform options and policy measures to improve the performance of the higher education S and T system.

    The Challenge of Establishing World-Class Universities

    There are many important questions to ask about the widespread push toward world-class status for universities around the world. Why is 'world-class' the standard to which a nation should aspire to build at least a subset of its tertiary education system? Might many countries be better served by developing the most locally relevant system possible, without concern for its relative merits in a global comparison? Is the definition of "world-class" synonymous with "elite Western" and therefore inherently biased against the cultural traditions of tertiary education in non-Western countries? Are only research universities world-class, or can other types of tertiary education institutions (such as teaching universities, polytechnics, community colleges, and open universities) also aspire to be among the best of their kind in an international perspective? To answer these questions, the report starts by constructing an operational definition of a world-class university. It then outlines and analyzes possible strategies and pathways for establishing such universities and identifies the multiple challenges, costs, and risks associated with these approaches. It concludes by examining the implications of this drive for world-class institutions on the tertiary education efforts of the World Bank, offering options and alternative perspectives on how nations can develop the most effective and relevant tertiary education system to meet their specific needs.

    The Growing Accountability Agenda in Tertiary Education : Progress or Mixed Blessing?

    The purpose of this paper is to examine the accountability agenda in the tertiary education. Author proposes three principles of good accountability. First, accountability should not focus on the way institutions operate, but on the results that they actually achieve. Second, accountability works better when it is experienced in a constructive way, rather than being imposed in an inquisition-like mode. Tertiary education institutions are more likely to appreciate the value of reporting obligations if their relationship with stakeholders, especially government authorities, is based on positive incentives rather than punitive measures. Third, the most effective accountability mechanisms are those that are mutually agreed or are voluntarily embraced by tertiary education institutions. The paper concludes that the successful evolution of tertiary education hinges on finding an appropriate balance between credible accountability practices and favorable autonomy conditions.

    Latin American Universities and the Third Mission : Trends, Challenges and Policy Options

    Universities in Latin America are increasingly considered instruments of social and economic development and face rising expectations in regard to supplying relevant skills, undertaking applied research, and engaging in commercial activity. The paper discusses trends and challenges within Latin American universities, as well as policy options available for strengthening their contributions to social and economic development. The so-called third mission of universities is often equated with knowledge transfer narrowly defined as licensing and commercialization of research. The paper adopts a broader approach and explores how the new role of universities affects all aspects of academic practice in Latin America, including advanced education and research. It concludes that policymakers and university managers in Latin America face an important challenge of defining a legal framework, sound management procedures, and notably, incentive systems that stimulate outreach and entrepreneurship among students and staff while recognizing and preserving the distinct roles of universities.

    Universities as Drivers of the Urban Economies in Asia : The Case of Vietnam

    This study looks at the contribution of the university system in Vietnam to the socioeconomic development in general, and their relationship with firms, dynamic actors of the economy in particular. The study uses different methods of research, from reliance on secondary data to interviews with universities and survey of firms. Several case studies of the key universities in four regions have been undertaken: Hanoi in the north, Danang in the center, and Ho Chi Minh City and Cantho in the south of Vietnam. The findings show that the role of Vietnamese universities in research is much weaker than teaching, and that their contribution to the socioeconomic development of the country is limited to the production of an educated labor force rather than innovation. However, in selected universities, innovation did take place to a certain extent and brought benefits for both the universities and firms they served. This situation is explained by both the inherited university system in Vietnam and its shift in behavior in the context of economic renovation and globalization.

    The vast majority of data used for economic research, analysis, and policy design comes from surveys-surveys of households, firms, schools, hospitals, and market participants, and, the accuracy of the estimate will depend on how well the survey is done. This innovative book is both a 'how-to' go about carrying out high-quality surveys, especially in the challenging environment of developing countries, and a 'user's guide' for anyone who uses statistical data. Reading this book will provide data users with a wealth of insight into what kinds of problems, or biases to look for in different data sources, based on the underlying survey approaches that were used to generate the data. In that sense the book is an invaluable 'skeptics guide to data'. Yet, the broad storyline of the book is something that should be absorbed by statistical data users. The book will teach and show how difficult it often is to obtain reliable estimates of important social and economic facts, and, therefore encourages you to approach all estimates with sensible caution.

    This report presents an assessment of Zimbabwe’s agriculture sector disaster risk and management capacity. The findings indicate that Zimbabwe is highly exposed to agricultural risks and has limited capacity to manage risk at various levels. The report shows that disaster-related shocks along Zimbabwe’s agricultural supply chains directly translate to volatility in agricultural GDP. Such shocks have a substantial impact on economic growth, food security, and fiscal balance. When catastrophic disasters occur, the economy absorbs the shocks, without benefiting from any instruments that transfer the risk to markets and coping ability. The increasing prevalence of ‘shock recovery-shock’ cycles impairs Zimbabwe’s ability to plan and pursue a sustainable development path. The findings presented here confirm that it is highly pertinent for Zimbabwe to strengthen the capacity to manage risk at various levels, from the smallholder farmer, to other participants along the supply chain, to consumers (who require a reliable, safe food supply), and ultimately to the government to manage natural disasters. The assessment provides the following evidence on sources of risks and plausible risk management solutions. It is our hope that the report contributes to action by the Government of Zimbabwe to adopt a proactive and integrated risk management strategy appropriate to the current structure of the agricultural sector.

    Ten Steps to a Results-Based Monitoring and Evaluation System : A Handbook for Development Practitioners

    An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, Non-governmental Organizations (NGOs), civil society, international organizations, and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a 'readiness assessment' and take the practitioner through the design, management, and importantly, the sustainability of such systems. The handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.

    Supporting Youth at Risk

    The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.

    Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
