Abstract
Cocoa is by far Ghana's most important crop. It dominates the agricultural sector and is a major source of income for approximately 800,000 farmers and many others engaged in trade, transportation, and processing of cocoa. Cocoa holds a unique position in Ghana's economy. It has long played a crucial role in Ghana's economic development and remains an important source of rural employment. It also remains the country's most important agricultural export crop. Among development priorities, the Government of Ghana (GoG) is committed to securing the future profitability and sustainability of the cocoa supply chain. To this end, following decades of declining output and stagnation, GoG has made sizable investments in restructuring the industry, improving productivity, and reducing marketing inefficiencies. It has set ambitious targets to raise output while maintaining its industry-leading quality standards. These initiatives have paid dividends in recent years, with significant gains in national output in the most recent decade along with surging export revenues.

    Missing Food : The Case of Postharvest Grain Losses in Sub-Saharan Africa

    Low-income, food-deficit countries have become especially concerned about the global and national food situation over the past three years. While the proximate cause of this heightened concern was the surge in food prices that began in 2006 and peaked in mid-2008, concerns remain for other reasons, among them the higher market-clearing price levels that now seem to prevail, continuing price volatility, and the risk of intermittent food shortages occurring repeatedly far into the future. For lower-income Sub-Saharan Africa (SSA) countries, ongoing contributing factors include persistently low productivity, difficulty adapting to climate change, financial difficulties (inability to handle the burden of high food or fuel prices or a credit squeeze), and increased dependence on food aid. Yet there is an additional, often-forgotten factor that exacerbates food insecurity: postharvest losses (PHL). They can and do occur all along the chain from farm to fork, which reduces real income for all consumers. This especially affects the poor; as such a high percentage of their disposable income is devoted to staple foods. This report is based on the desk study undertaken by experts of the U.K. Natural Resources Institute (NRI). Data were collected by direct contact (e-mail or telephone), with authorities holding information on past and current projects; by searching the Internet for details about projects; and by reviewing published and 'gray' literature. Data were also collected from the personal experiences of the NRI review team who had worked on numerous and diverse projects to reduce grain PHL in SSA over the last 30 years and from experts in the field. These experts were identified and asked to complete a questionnaire that would draw out their experiences to indicate the weakest links in the postharvest chain, the interventions that deserve to be prioritized for future action, and those that should be avoided. Of about 40 invited respondents, a total of 20 returned completed (or partially completed) questionnaires.

    Not Yet Up to Standard

    The relative prosperity enjoyed by Uganda during the 1960s, based largely on the traditional exports of coffee, tea, cotton, and tobacco, was eroded by a devastating civil war over the period 1971 to 1985. The paper is based upon interviews with selected respondents, including government authorities, exporting companies, donors, and practitioner organizations, carried out in 2007 and 2008. The paper is divided into four sections. Section one provides a brief historical perspective on the emergence of the Ugandan fruit and vegetable export industry and examines the role played by different government and donor initiatives in the initial shaping of the sector, between the late 1980s and late 1990s. Section two highlights the strategic commercial approaches adopted by Ugandan exporting companies and farmers during the 2000s in response to past performance and in the face of evolving regulatory and market requirements, especially in the European Union. Section three examines the rationale for, means of support of, and apparent efficacy of a range of recent programs seeking to improve or sustain the competitiveness of Uganda's fruit and vegetable exports via improved compliance with regulatory or private standards. Lessons are drawn from this experience. Section four provides a brief set of general conclusions.

    Solomon Islands Cocoa Value Chain Analysis

    The report comprises five sections: section two describes Solomon Islands Government's (SIG) national and sector policies and strategies, the state of infrastructure and transport, relevant institution and regulatory frameworks, and activities of development partners involved in the cocoa industry; section three provides an overview of global and domestic trends in prices, production and productivity of cocoa beans; section four provides an overview of the cocoa value chain and a snapshot of costs, revenues and gross margins accruing to smallholders, processors, traders and exporters at each stage of the value chain; section five provides an overview of key challenges and opportunities in development of the Solomon Islands cocoa value chain; and section six concludes the main findings of the value chain analysis and makes recommendations for future interventions in the cocoa industry.

    Strategies for Cotton in West and Central Africa : Enhancing Competitiveness in the "Cotton 4"

    The objective of this report is to identify ways of enhancing competitiveness through sector reforms in Benin, Burkina Faso, Chad, and Mali (the Cotton-4). The report promotes best practices to manage cost and define sales strategies so as to enhance the contribution of the cotton sector to shared growth and lessen the risk of contingent liabilities borne by the countries. Areas of improvement, investigated in the report, are associated with the following three targets: 1) increasing yields to produce larger volumes; 2) reducing cost and increasing the reliability of grading; and 3) enhancing sales revenues. The report also explains how these targets can be effectively pursued through sector reforms. Guidance is provided on the types of investors needed to improve the competitiveness of the cotton sector in West and Central Africa and ways to design privatization lots.

    Mozambique Agricultural Sector Risk Assessment

    Agricultural risk management is a central issue that Mozambique faces in development, and multiple stakeholders have analyzed this challenge, sometimes with different terminology and focusing on varying aspects. The government of Mozambique has adopted the strategic plan for agricultural development (PEDSA 2010-19) that focuses on: (i) increasing the availability of food in order to reduce hunger through growth in small producer productivity and emergency response capacity; (ii) enlarging the land area under sustainable management and the number of reliable water management systems; (iii) increasing access to the market through improved infrastructures and interventions in marketing; and (iv) improving research and extension for increased adoption of appropriate technologies by producers and agro-processors. The World Bank’s agriculture sector risk assessment takes a holistic approach and relies on long time-series historical data to arrive at an empirical and objective assessment of agricultural risks and their impacts on Mozambique. This assessment will form the basis of the second step, solution assessment, whose final findings will inform National Investment Plan for the Agrarian Sector in Mozambique (PNISA). This document considers the many aspects of assessing risk in the Mozambican agriculture sector. Chapter one gives introduction and context. Chapter two introduces the major characteristics of the agricultural system leading into chapter three, which presents a comprehensive picture of the risks that exist in the sector. Chapter four, in quantifying the risks that have been observed, comments on the losses that have been incurred by the sector because of production risks, whereas chapter five provides a qualitative discussion of how risk has an effect on the different stakeholders present in the sector. Chapter six delves into the risk prioritization carried out by the team and then comments on various management measures. The report concludes with chapter six, in which recommendations are provided for improving risk management in Mozambique.

    Supporting Youth at Risk

    The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.

    The Power of Survey Design : A User's Guide for Managing Surveys, Interpreting Results, and Influencing Respondents

    The vast majority of data used for economic research, analysis, and policy design comes from surveys-surveys of households, firms, schools, hospitals, and market participants, and, the accuracy of the estimate will depend on how well the survey is done. This innovative book is both a 'how-to' go about carrying out high-quality surveys, especially in the challenging environment of developing countries, and a 'user's guide' for anyone who uses statistical data. Reading this book will provide data users with a wealth of insight into what kinds of problems, or biases to look for in different data sources, based on the underlying survey approaches that were used to generate the data. In that sense the book is an invaluable 'skeptics guide to data'. Yet, the broad storyline of the book is something that should be absorbed by statistical data users. The book will teach and show how difficult it often is to obtain reliable estimates of important social and economic facts, and, therefore encourages you to approach all estimates with sensible caution.

    Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

    This report presents an assessment of Zimbabwe’s agriculture sector disaster risk and management capacity. The findings indicate that Zimbabwe is highly exposed to agricultural risks and has limited capacity to manage risk at various levels. The report shows that disaster-related shocks along Zimbabwe’s agricultural supply chains directly translate to volatility in agricultural GDP. Such shocks have a substantial impact on economic growth, food security, and fiscal balance. When catastrophic disasters occur, the economy absorbs the shocks, without benefiting from any instruments that transfer the risk to markets and coping ability. The increasing prevalence of ‘shock recovery-shock’ cycles impairs Zimbabwe’s ability to plan and pursue a sustainable development path. The findings presented here confirm that it is highly pertinent for Zimbabwe to strengthen the capacity to manage risk at various levels, from the smallholder farmer, to other participants along the supply chain, to consumers (who require a reliable, safe food supply), and ultimately to the government to manage natural disasters. The assessment provides the following evidence on sources of risks and plausible risk management solutions. It is our hope that the report contributes to action by the Government of Zimbabwe to adopt a proactive and integrated risk management strategy appropriate to the current structure of the agricultural sector.
