Abstract
Good education for all is the key to a better long-term future for the Sahel region. Education improves employability and incomes, narrows gender gaps, lifts families out of poverty, strengthens institutions, and yields benefits that echo to the next generation. The good news is that the region has taken the important first steps toward building this future. Many more children have been able to access education over the past 15 years: enrollment in the region has nearly doubled in primary education and tripled in secondary education. And governments have launched numerous initiatives and announced high-level commitments in support of education. Still, many children remain out of school, and those who are in school learn far less than they should. Of the region’s primary-school-age children, 40 percent are out of school. Furthermore, the region’s learning poverty rate is 88 per-cent—meaning that only 12 percent of children are enrolled in school and able to read and comprehend an age-appropriate passage by late primary age. Access is lower at other levels of education: enrollment is below 56 percent in lower secondary throughout the Sahel G5 and between 2 and 10 percent in pre-primary and tertiary. All these contributing factors result in low education attainment in the Sahel region and therefore low productivity. In Niger, for example, 72 percent of current working-age adults have no education at all. In every Sahel country, fewer than 50 percent of adult females are literate, compared with 59 percent in Sub-Saharan Africa as a whole and 80 percent in low- and middle-in-come countries. This figure drops to 23 percent for females living in the Sahel rural areas. Even among the youngest segment of the labor force—youth aged 15-24, reading and writing performance in the Sahel is relatively low, with literacy rates ranging from 45 to 66 percent, while the average in Sub-Saharan Africa is 77 percent. Additionally, the poorest children and youth, and those affected by conflict, who most need a good education to have a chance in life, suffer the most from failings in education access and quality. The upper secondary enrollment rate is only 5 percent for the poorest rural girls, versus 100 percent for urban boys in the wealthiest quintile.

    The human development sector (essentially, education, health, and social protection) plays an important role in promoting economic development and social equity, and improvement in these areas can have a salutary impact on peace and stability. This report is a compilation of three separate sector studies, covering education, health, and social protection. Notwithstanding that each study focuses on progress achieved in distinct areas, a number of cross cutting themes permeate the different chapters. The main cross-cutting threads can be summarized as follows: (i) overall public spending on human development is low given the needs of the population and is highly dependent on donor financing for a large number of activities, a situation that entails risks to sustainability and future development; (ii) intra sectoral allocation is not sufficiently pro-poor; (iii) resource allocation is inequitable; (iv) inefficiency in public expenditures, with large shares of funds going to overhead; leakage of wage funds; and low value for money; and (v) severe lack of data and capacity to monitor and analyze developments.

    Building the Skills for Economic Growth and Competitiveness in Sri Lanka

    Despite internal conflict and the global financial crisis, Sri Lanka has made remarkable progress in the past decade, enjoying healthy economic growth and substantially reducing poverty. Moreover, Sri Lankans are the best-educated people in South Asia: the country has a 98 percent literacy rate, widespread access, high completion rates in both primary and secondary education, and gender parity in general education. Chapter two describes the general education and training system in Sri Lanka, especially the TVET sector. Chapter three examines the main drivers of skills demand and skills mismatches and gaps in Sri Lanka. Chapter four studies the relationship between education, training, and labor market outcomes, including skills already available in the workforce. Chapters five and six analyze factors affecting the skills supply system, such as cost, financing, and governance (chapter 5) and private sector provision (chapter six). Chapter seven briefly reviews firm-based training in Sri Lanka based on evidence from the employer survey. Chapter eight assesses workforce development policies in Sri Lanka based on the World Bank's Systems Approach for Better Education Results (SABER) framework. Finally, chapter nine provides the summary of main findings and outlines possibilities for the way forward in skills development in Sri Lanka.

    Improving the Quality and Equity of Basic Education In Turkey : Challenges and Options

    Providing education for all has been a core objective of many governments since the launch of the Millennium Development Goals a decade ago. Basic education is the foundation of education and learning and, as such, is the point where Turkey started its push for education for all. This policy note is designed as an input for the discussion among stakeholders in Turkey on how to improve the quality and equity of basic education. The document provides an analysis and benchmarking of the performance of basic education in Turkey in each of these areas along with international evidence and a discussion of specific policy options. Although Turkey has significantly expanded access to education in the last decade, important challenges await on two interrelated fronts: quality and equity. Turkey's educational system is currently of low quality relative to the growth and competitiveness ambitions of the country and is also significantly more inequitable than other Organization for Economic Co-Operation and Development, or OECD countries.

    Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
