Abstract
Six emerging economies, Brazil, China, India, Indonesia, Mexico, and South Africa, are proactively seeking to identify opportunities and related financial, technical, and policy requirements to move towards a low carbon growth path. With the help of the Energy Sector Management Assistance Program (ESMAP), the governments of these countries have initiated country-specific studies to assess their development goals and priorities, in conjunction with greenhouse gas (GHG) mitigation opportunities, and examine the additional costs and benefits of lower carbon growth. Mitigation actions today are expected to reduce future expenditure on adaptation. These actions can help attract international concessional funding to co-finance programs in energy, industry, transport, and natural resource management, which have carbon reduction implications. This paper illustrates the framework and the steps to perform a comprehensive assessment of GHG mitigation options, highlighting the central importance of sustained communication with stakeholders in the study process.

    Planning for a Low Carbon Future

    Developing countries are faced with the dual challenge of reducing poverty while improving management of natural capital and mitigating the emission of greenhouse gases (GHGs) and local pollutants. The challenge is particularly acute for large, rapidly growing economies, such as India, China, and Brazil. In response to this challenge, Energy Sector Management assistance Program (ESMAP) and the World Bank began in 2007 to provide support to countries to develop long term frameworks for reducing GHG emissions in a way that is compatible with economic growth objectives and tied to national and sectoral plans. In total, seven studies were conducted between 2007 and 2010, for the following countries: Brazil, China, India, Indonesia, Mexico, Poland, and South Africa. This report collates the lessons learned from these studies and is intended as a practical guide for government officials, practitioners, and development agencies involved in low carbon development planning. The low carbon studies were tailored to the individual needs of each country involved. In Brazil, India, Indonesia, Mexico, and Poland the studies took the form of an economy-wide analysis of low carbon growth potential, employing a range of data and modeling tools. The governments of China and South Africa conducted their own analyses, but requested the assistance of ESMAP and the World Bank for peer review and to get international expertise on specific focus areas, such as energy efficiency and renewable energy. The combined outputs, and the modeling tools developed as part of the program, represent a significant contribution to international efforts on climate change mitigation and low carbon development.

    This report synthesizes the findings for the energy sector of a broader study, the Brazil low carbon study, which was undertaken by the World Bank in its initiative to support Brazil's integrated effort towards reducing national and global emissions of greenhouse gases while promoting long term development. The main aim of the study is to examine the potential for abating Greenhouse Gas (GHG) emissions in Brazil in the energy area and to assess the relative costs of doing so for the time frame 2010-2030. Basically the study seeks to demonstrate by how much, by when and at what cost Brazil could reduce its GHG energy sector emissions. Given its special features, the fuel use and emissions of greenhouse gases in the transportation sector are dealt with in another report of this project. In addition the study aims to provide information for the Brazilian government to enable it to develop a long-term strategy (2030) for reducing carbon in the energy area (except the transport sector) and, more specifically, to provide the technical input needed for evaluating the potential for reducing greenhouse gas emissions produced by the key economic sectors. In short, the study seeks to identify the different options and opportunities that could justify possible international resources being allocated to Brazil. The teams involved in the study needed first to focus on the proposed mitigation and carbon sequestering options and then, after identifying these proposals, to focus on existing barriers to the successful deployment of these options and suggest a set of public policies which could be mobilized to overcome them. The study also provides estimates of the scale of investments and operating costs likely to be involved, as well as a mitigation cost curve.

    Brazil Low-carbon Country Case Study

    This study was undertaken by the World Bank in its initiative to support Brazil's integrated effort towards reducing national and global emissions of greenhouse gases while promoting long term development. The study builds on the best available knowledge and to this effect the study team undertook a broad consultative process and surveyed the copious literature available to identify the need for incremental efforts and centers of excellences. The overall aim of this study was to support Brazil's efforts to identify opportunities to reduce its emissions in ways that foster economic development. The primary objective was to provide the Brazilian government the technical inputs needed to assess the potential and conditions for low-carbon development in key emitting sectors. The Brazil low carbon study aims to support Brazil's continued efforts to foster development while reducing GHG emissions. The World Bank Group has always been committed to supporting growth in developing countries, and in October 2008, it adopted a Strategic Framework on Climate Change and Development (SFCCD) to integrate climate change into the development agenda without compromising growth and poverty reduction efforts. Within the context of the SFCCD, the World Bank has undertaken a series of initiatives to support climate change mitigation within country-led development processes. One of these initiatives has been to coordinate several low-carbon growth studies through close interactions with its longstanding partners. This study is the result of that initiative. In order to build upon the best available knowledge, the study process emphasized a consultative, iterative approach that involved extensive participation by Brazilian experts and government representatives.

    Assessing Low-Carbon Development in Nigeria : An Analysis of Four Sectors

    The Federal Government of Nigeria (FGN) and the World Bank have agreed to carry out a Climate Change Assessment (CCA) within the framework of the Bank's Country Partnership Strategy (CPS) for Nigeria (2010-13). The CCA includes an analysis of options for low-carbon development in selected sectors, including power, oil and gas, transport, and agriculture. The goal of the low-carbon analysis is to define likely trends in carbon emissions up to 2035, based on government sector development plans, and to identify opportunities for achieving equivalent development objectives with a reduced carbon footprint. This study comprises the following components: (i) development of a reference scenario of greenhouse gas (GHG) net emissions for the agriculture sector, consistent with vision 20: 2020 and other government plans; (ii) identification of opportunities for reduced net emissions- reduced emissions and or enhanced carbon sequestration- while achieving the same development objectives as in the reference scenario; and (iii) economic assessment of low-carbon options in order to help the Nigerian government to prioritize policy options. The study evaluates costs and benefits in a partial equilibrium setting, with no attempt to capture the indirect, general equilibrium effects of adopting low-carbon technologies or management practices. The results of this analysis (the first of its kind in Nigeria) should be considered as a first approximation of the potential for low-carbon development in the Nigerian agriculture sector. The study aims at providing policy makers with an order-of-magnitude estimate of mitigation potential, and an understanding of the value of dedicating further efforts (including through specific projects) at pursuing low-carbon development in agriculture, but is not meant to inform the design of specific, project-level interventions.

    Low-Carbon Development : Opportunities for Nigeria

    The Federal Government of Nigeria (FGN) has formulated an ambitious strategy, known as Vision 20: 2020, which aims to make Nigeria the world s 20th largest economy by 2020. This book argues that there are many ways that Nigeria can achieve the Vision 20: 2020 development objectives for 2020 and beyond, but with up to 32 percent lower carbon emissions. A lower carbon path offers not only the global benefits of reducing contributions to climate change, but also net economic benefits to Nigeria, estimated at about 2 percent of gross domestic product (GDP). The FGN and the World Bank agreed, as part of the Country Partnership Strategy (CPS) 2010-13, to conduct an analysis of the implications of climate change for Nigeria's development agenda. The current volume focuses on low-carbon development. Building on the work under way on Nigeria's nationally appropriate mitigation actions, the authors evaluate opportunities to pursue national development priorities using technologies and interventions that reduce emissions of greenhouse gases (GHGs), referred to here as low-carbon options. The document is structured as follows: chapter one is introduction; chapter two provides essential background on the country and the economic sectors. Chapter three describes the analytical approach, providing a summary of how the scenarios were developed, methods of analysis, models, and the data and general assumptions used. Chapters four-seven present the analysis and results for each sector: agriculture and land use, oil and gas, power, and transport, respectively. Each chapter provides an introduction to the sector and the approach, findings, and recommendations for options and actions for low-carbon development. Chapter eight summarizes the key findings across sectors. It describes the main scenarios that were modeled across all sectors and their implications for GHG emissions and the economy. It provides general recommendations on how Nigeria can reconcile national growth objectives with low-carbon development using a cross-sector perspective.

    After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. However, economic prospects are envisaged to remain tepid, especially in the most vulnerable countries. Risks to the outlook, while more balanced, are still tilted to the downside, including the possibility of escalating geopolitical tensions, further trade fragmentation, and higher-for-longer interest rates. Natural disasters related to climate change could also hinder activity. Subdued growth prospects across many emerging market and developing economies and continued risks underscore the need for decisive policy action at the global and national levels. Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

    Supporting Youth at Risk

    The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
