Abstract
The report summarizes the British experience in the electricity industry, from its privatization in 1989, until 1998. It reviews the principles of private ownership, competitive markets, and independent regulation, beneficial to customers in terms of lower prices, and improved quality of services. Competition in generation was enabled through a combination of market incentives, and regulatory policy, while, pressures on gas prices, on equipment installation costs, and efficiency, as well as on contractual risk-sharing arrangements, have brought down the new entry price. The industry's environmental record improved, for tighter emissions limits have been enforced on generating stations, which has induced new entrants to build combined cycle gas-fired stations, reducing carbon monoxide, and sulfur emissions. Furthermore, increased nuclear output, and greater use of combined heat, and power technology, also helped improve the environment. Social benefits account for several factors, namely, the introduction, and enforcement of relevant license conditions, and appropriate Standards of Performance, such as availability of a wide range of payment options; provision of special services to retirees, disabled, or chronically sick customers. Although circumstances may differ from Britain, essentially the principles of public policy apply as well to developing countries.

Publication Current and Forthcoming Issues in the South African Electricity Sector(World Bank, Washington, DC, 2007-04)One of the contentious issues in electricity reform is whether there are significant gains from restructuring systems that are moderately well run. South Africa's electricity system is a case in point. The sector's state-owned utility, Eskom, has been generating some of the lowest-priced electricity in the world, has largely achieved revenue adequacy, and has financed the bulk of the government's ambitious electrification program. Moreover, the key technical performance indicators of Eskom's generation plants have reached world-class levels. Yet the sector is confronted today with serious challenges. South Africa's electricity system is currently facing a tight demand/supply balance, and the distribution segment of the industry is in serious financial trouble. This paper provides a careful diagnostic assessment of the industry and identifies a range of policy and restructuring options to improve its performance. It suggests removing distribution from municipal control and privatizing it, calls for vertical and horizontal unbundling, and argues that the cost-benefit analysis of different structural options should focus on investment incentives and not just current operating efficiency.Publication The Potential of Regional Power Sector Integration : South African Power Pool Transmission and Trading Case Study(World Bank, Washington, DC, 2009-10)Developing countries are increasingly pursuing and benefitting from regional power system integration (RPSI) as an important strategy to help provide reliable, affordable electricity to their economies and citizens. Increased electricity cooperation and trade between countries can enhance energy security, bring economies-of-scale in investments, facilitate financing, enable greater renewable energy penetration, and allow synergistic sharing of complementary resources. This briefing note draws from the experiences of RPSI schemes around the world to present a set of findings to help address these challenges. It is based on case studies of 12 RPSI projects and how they are dealing with key aspects of RPSI, such as: (i) finding the right level of integration; (ii) optimizing investment on a regional basis; (iii) appropriate regional institutions (iv) technical and regulatory harmonization; (v) power sector reform and integration (vi) the role of donor agencies (vii) reducing emissions through RPSI; and (viii) RPSI and renewable energy.Publication Integration of Electricity Networks in the Arab World : Regional Market Structure and Design(Washington, DC, 2013-12)The Arab countries have enjoyed sustained economic growth in recent years, and the high economic growth has triggered a rapid increase in energy demand, particularly for electricity. Besides enabling energy imports, interconnected power networks impart a series of additional benefits such as improved system reliability, reduced reserve margins, reactive power support, and energy exchanges that take advantage of daily and seasonal demand diversity and disparities in marginal production costs. As a result, a world-class electricity supply system can be achieved with much lower capital expenditures and ongoing expenses than will otherwise be attainable on an individual-country basis. The regional power interconnection of the Gulf Cooperation Council (GCC), allows electricity exchange among its six member states: Kuwait, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman under an agreement signed in 2009. The interconnection is targeted at sharing capacity reserve and improving supply reliability, which will reduce the need for investment in new generation capacity. This study, which focuses on the development of the institutional and regulatory framework for electricity trade in the Arab world, is one of three currently being carried out by the League of Arab States (LAS) on the development of regional electricity markets (REMs): part one: study of interconnections of electrical systems in the Arab world; part two: study of electricity-gas trade among the Arab countries; and part three: study of institutional and regulatory frameworks. This study focuses on the institutional and regulatory aspects of cross-border trade and electricity market integration among the 22 LAS member countries, and between the Arab countries and potential neighboring markets. This study comprises two phases. Phase one, is main report (volume one), examines regional market structure and design. The electric power industry, especially, has generated controversy, because electricity prices have not kept pace with the costs of production. The situation at the beginning of 2006 was clearly unsustainable, and the entry of a new government provided an opportunity to refresh the vision of the sector, and address the problems. The objective of this note is to provide a balanced approach, taking into account both the short-term and long-term prospects of the sector, together with the lessons learned in similar situations. The questions facing the sector relate to its financial situation, the legal framework, the patterns of use of energy in Nicaragua, access and coverage of electric power, and its fiscal impact. Possibly the most important recommendation is to attenuate the disagreements with the government and seek areas of cooperation to improve the conditions of service. This should involve a quantification of the financial losses, and an operational audit to determine the status of implementation of their obligations to agents, investors, and customers.

Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
