dc.description.abstractAs the world is urbanizing, many cities are grappling with a population that is growing rapidly, thereby increasing demand for land and housing. This pressure on land and housing markets often is exacerbated by inappropriate or inadequate policies. The result is a supply of well-located land and housing that falls well short of demand and the proliferation of poorly serviced informal settlements, many of which are located far from jobs, city services and amenities. This paper discusses the major policy levers local leaders may have at their disposal to improve access to land and housing and thereby change the landscape of cities for the better. It discusses common obstacles administrative, political, and financial and options for overcoming them. In particular, the report: (1) takes a fresh look at some traditional mechanisms such as land regulation, property taxation, and public-private partnerships; (2) reintroduces some innovative land tools community land trusts, guided development, transfer of development rights, land pooling/readjustment, and land sharing that may have a place in cities' arsenal of responses; and (3) suggests ways to garner the political support that will be needed to move forward with programs of reform.en
dc.description.abstractA medida que el mundo se urbaniza, muchas ciudades deben hacer frente a poblaciones de rápido crecimiento y el consiguiente aumento de la demanda de tierras y viviendas. Esta presión en los mercados de tierras y viviendas suele estar agravada por políticas que no son adecuadas ni apropiadas. En este memorando se resumen las conclusiones clave del proyecto para la ampliación del acceso a tierras urbanas. Se analizan los principales instrumentos normativos en los que los dirigentes locales podrían apoyarse para impulsar un mejor acceso a tierras y viviendas, de modo de cambiar la fisonomía de las ciudades favorablemente. Se analizan obstáculos comunes de índole administrativa, política y financiera, así como las opciones para sortearlos. Se observan, desde una perspectiva diferente, ciertos mecanismos tradicionales, como las reglamentaciones de las tierras, los impuestos sobre la propiedad y las asociaciones público-privadas. Y se presentan ciertos instrumentos innovadores para la urbanización, como los fideicomisos inmobiliarios comunitarios, la urbanización guiada, la transferencia de los derechos de desarrollo urbano, el reajuste o la centralización de tierras y el uso compartido de las tierras, que podrían ser una opción entre el arsenal de respuestas de las ciudades. El informe también sugiere medios para obtener el apoyo político que se necesitará para avanzar con los programas de reformas.
