dc.description.abstractDoing Business 2011: making a difference for entrepreneurs is the eighth in a series of annual reports investigating regulations that enhance business activity and those that constrain it. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies, from Afghanistan to Zimbabwe, over time. A set of regulations affecting 11 areas of the life of a business's are covered: starting a business, dealing with construction permits, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business. Data in Doing Business 2011 are current as of June 1, 2010. The indicators are used to analyze economic outcomes and identify what reforms have worked, where, and why. The paper includes the following headings: overview, starting a business, dealing with construction permits, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts, and closing a business.en

Pour promouvoir la croissance — et faire en sorte que les personnes défavorisées puissent en tirer profit — il faut créer un environnement dans lequel tous ceux qui apportent des idées novatrices, quels que soient leur sexe et leur origine ethnique, puissent créer leur entreprise et dans lequel les entreprises puissent investir, prospérer et créer des emplois. Doing Business 2011 est le huitième rapport d’une série annuelle sur l’étude des réglementations qui renforcent ou entravent l’activité commerciale. Doing Business présente des indicateurs quantitatifs sur la réglementation des affaires et sur la protection des droits de la propriété qui peuvent être comparés entre 183 économies — de l’Afghanistan au Zimbabwe — et sur plusieurs années. La réglementation des affaires porte sur 11 thèmes différents : la création d’entreprises, l’obtention des permis de construire, le transfert de propriété, l’accès au crédit, la protection des investisseurs, le paiement des taxes et impôts, le commerce transfrontalier, l’exécution des contrats, la fermeture d’entreprise, l’accès à l’électricité et l’embauche des travailleurs. Les  données concernant l’accès à l’électricité et l’embauche des travailleurs ne figurent pas dans le classement sur la facilité de faire des affaires du rapport Doing Business 2011. Les données du rapport Doing Business 2011 sont actualisées au 1er juin 2010. Les indicateurs sont utilisés pour analyser les résultats économiques et identifier les réformes qui ont porté leurs fruits, les économies où elles ont été adoptées et la raison de la mise en œuvre de ces réformes.fr
