Abstract
The Dominican Republic has made significant strides in deepening democracy during the past decade including the implementation of an important electoral reform. This fiduciary assessment was prepared by the Bank and the Inter-American Development Bank (IDB) as a tool for their coordinated policy dialogue on governance with the country, and as a key input for their respective assistance strategies. Consequently, the report also provides important contributions to both institutions' analytical work on public sector management, and State modernization which will be the basis for developing these strategies jointly with the government. The report was prepared as a composite document summarizing the main procurement, and financial management issues identified by the two banks in the Dominican Republic, within the broader public sector management context. Several short-term actions recommended in Volume II Country Financial Accountability Assessment (CFAA) and Volume III Country Procurement Assessment Report (CPAR Update) address the problems linked to the Government's weak capacity to manage the fiduciary function. Volume I presents key public sector issues relevant for the financial management system, including systemic strengths and weaknesses, the political economy surrounding the State modernization effort, and the obstacles to, and incentives for public financial management reform. It provides a wider context which is useful to assess fiduciary reforms that can be realistically implemented and expected to achieve sustainable results. Volume I also fosters the integration of the main recommendations for broad systemic improvements relevant to the public financial management system. These include reducing discretion within the executive power, improving access to, and quality of information, working more effectively with civil society by tapping into the leading Civil Society Organizations' technical ability and capacity to form strong coalitions, and building upon ongoing reform efforts including, in particular, the Integrated Financial Management Project (SIGEF) supported by the IDB. These broad aspects are recommended as priority areas for reform because their successful implementation would contribute to lowering the systemic risks, and establishing an enabling environment for regulatory, and enforcement bodies to function effectively. Unless such conditions exist, the specific legal, and institutional reforms required to strengthen the procurement and financial management systems, even if implemented, are not likely to have significant impact on the overall quality of public sector management.

Main Report(Washington, DC, 2012-06)The purpose of this Country Integrated Fiduciary Assessment (CIFA) is: (i) to assess the quality of public finance management and procurement systems in South Sudan; and (ii) to then determine the extent of fiduciary risk posed to domestic and external tax payers by the government's use of their funds through these systems. South Sudan has great potential for further increases in living standards, but achieving them will require large improvements in public services, both in access and in quality. In turn, Public Finance Management (PFM) and procurement systems need to be strengthened in order to improve public services; this will require linking spending more tightly to policy objectives and strengthening the operational efficiency of expenditures. In sum, strengthened PFM and procurement systems are not an end in themselves but, rather, the necessary means to achieving the ultimate objective: improved service delivery in South Sudan. This CIFA will be used by the Government of the Republic of South Sudan (GRSS) and by the country state governments to inform their design or reforms of PFM and procurement systems and, in the case of development partners, to inform their design or revision of technical and financial assistance programs and projects in support of the reforms.Publication Country Financial Accountability Assessments and Country Procurement Assessment Reports : How Effective Are World Bank Fiduciary Diagnostics?(Washington, DC, 2008-04)World Bank analysis of a country's public financial management system is typically undertaken both to help the client country strengthen its system and to safeguard funds that the Bank provides against misuse, and is an important component of fiduciary diagnostics. The Bank's instruments for such analysis have generally been relevant; the resulting diagnostics have been of satisfactory quality and have fostered reform agendas in client countries. Country Financial Accountability Assessments (CFAAs) have contributed substantially, and Country Procurement Assessments Reports (CPARs) modestly, to development outcomes in a sample of 10 countries examined. Client consultation and donor collaboration in the preparation of CFAAs and CPARs have been increasing, but internal Bank coordination among the three sets of units dealing with public financial management has lagged, resulting in fragmented action plans for clients. Both instruments have had a more limited effect on managing risks to Bank assistance, owing to the lack of a sound analytical framework for assessing fiduciary risks and of associated guidance on how identified risks should be reflected in the design of country assistance strategies. The evaluation recommends: (i) ensuring that fiduciary instruments use an integrated risk analytical framework that includes a common approach to defining fiduciary risk; (ii) issuing revised guidelines along with implementing an integrated training program for relevant staff; and (iii) supporting the client in preparing a single integrated, prioritized, costed, and monitorable set of actions within an agreed framework for Public Financial Management (PFM) reform.

Publication World Development Report 1987(New York: Oxford University Press, 1987)This report, consisting of two parts, is the tenth in the annual series assessing development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. It stresses that better economic performance is possible in both industrial and developing countries, provided the commitment to economic policy reforms is maintained and reinforced. In regard to the external debt issues, the report argues for strengthened cooperation among industrial countries in the sphere of macroeconomic policy to promote smooth adjustment to the imbalances caused by external payments (in developing countries). The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Vietnam(World Bank, Hanoi, 2020-05-01)Following from Vietnam’s ratification of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) in late 2018 and its effectiveness from January 2019, and the European Parliament’s recent approval of the European Union-Vietnam Free Trade Agreement (EVFTA) and its subsequent planned ratification by the National Assembly in May 2020, Vietnam has further demonstrated its determination to be a modern, competitive, open economy. As the COVID-19 (Coronavirus) crisis has clearly shown, diversified markets and supply chains will be key in the future global context to managing the risk of disruptions in trade and in supply chains due to changing trade relationships, climate change, natural disasters, and disease outbreaks. In those regards, Vietnam is in a stronger position than most countries in the region. The benefits of globalization are increasingly being debated and questioned. However, in the case of Vietnam, the benefits have been clear in terms of high and consistent economic growth and a large reduction in poverty levels. As Vietnam moves to ratify and implement a new generation of free trade agreements (FTAs), such as the CPTPP and EVFTA, it is important to clearly demonstrate, in a transparent manner, the economic gains and distributional impacts (such as sectoral and poverty) from joining these FTAs. In the meantime, it is crucial to highlight the legal gaps that must be addressed to ensure that national laws and regulations are in compliance with Vietnam’s obligations under these FTAs. Readiness to implement this new generation of FTAs at both the national and subnational level is important to ensure that the country maximizes the full economic benefits in terms of trade and investment. This report explores the issues of globalization and the integration of Vietnam into the global economy, particularly through implementation of the EVFTA.
