Abstract
The Dominican Republic has made significant strides in deepening democracy during the past decade including the implementation of an important electoral reform. This fiduciary assessment was prepared by the Bank and the Inter-American Development Bank (IDB) as a tool for their coordinated policy dialogue on governance with the country, and as a key input for their respective assistance strategies. Consequently, the report also provides important contributions to both institutions' analytical work on public sector management, and State modernization which will be the basis for developing these strategies jointly with the government. The report was prepared as a composite document summarizing the main procurement, and financial management issues identified by the two banks in the Dominican Republic, within the broader public sector management context. Several short-term actions recommended in Volume II Country Financial Accountability Assessment (CFAA) and Volume III Country Procurement Assessment Report (CPAR Update) address the problems linked to the Government's weak capacity to manage the fiduciary function. Volume I presents key public sector issues relevant for the financial management system, including systemic strengths and weaknesses, the political economy surrounding the State modernization effort, and the obstacles to, and incentives for public financial management reform. It provides a wider context which is useful to assess fiduciary reforms that can be realistically implemented and expected to achieve sustainable results. Volume I also fosters the integration of the main recommendations for broad systemic improvements relevant to the public financial management system. These include reducing discretion within the executive power, improving access to, and quality of information, working more effectively with civil society by tapping into the leading Civil Society Organizations' technical ability and capacity to form strong coalitions, and building upon ongoing reform efforts including, in particular, the Integrated Financial Management Project (SIGEF) supported by the IDB. These broad aspects are recommended as priority areas for reform because their successful implementation would contribute to lowering the systemic risks, and establishing an enabling environment for regulatory, and enforcement bodies to function effectively. Unless such conditions exist, the specific legal, and institutional reforms required to strengthen the procurement and financial management systems, even if implemented, are not likely to have significant impact on the overall quality of public sector management.

Main Report(Washington, DC, 2012-06)The purpose of this Country Integrated Fiduciary Assessment (CIFA) is: (i) to assess the quality of public finance management and procurement systems in South Sudan; and (ii) to then determine the extent of fiduciary risk posed to domestic and external tax payers by the government's use of their funds through these systems. South Sudan has great potential for further increases in living standards, but achieving them will require large improvements in public services, both in access and in quality. In turn, Public Finance Management (PFM) and procurement systems need to be strengthened in order to improve public services; this will require linking spending more tightly to policy objectives and strengthening the operational efficiency of expenditures. In sum, strengthened PFM and procurement systems are not an end in themselves but, rather, the necessary means to achieving the ultimate objective: improved service delivery in South Sudan. This CIFA will be used by the Government of the Republic of South Sudan (GRSS) and by the country state governments to inform their design or reforms of PFM and procurement systems and, in the case of development partners, to inform their design or revision of technical and financial assistance programs and projects in support of the reforms.Publication Political Economy of Extractives Governance in Sierra Leone(World Bank, Washington, DC, 2013-07)Sierra Leone is still recovering from a brutal civil war (1991-2002), fuelled in part by a valuable and easily extractable natural resource (diamonds). Sierra Leone now stands on the verge of an unprecedented period of economic growth, driven primarily by revenues from large-scale iron ore mining. Yet it continues to face many governance and developmental challenges. The rapid rise of the extractives governance agenda in Sierra Leone requires an equally swift, yet strategic response from all stakeholders: the Government of Sierra Leone (GoSL), development partners (DPs), civil society organizations (CSOs), communities, and mining companies. This report uses a 'value chain' approach to mining governance which highlights the critical stages through which a resource dependent country is expected to progress as it seeks to transform resource rents into economic growth and sustainable human development. The objective of this study is ultimately to improve the management of the natural resource endowment, enjoyed by Sierra Leone, in a manner that will allow the revenues generated from natural resource extraction to contribute in an optimal manner towards sustainable economic growth. Specifically, the study focuses on mining (iron ore, diamonds, and other minerals) and to a much lesser extent, oil and gas. By using the 'theories of change' approach to political economy analysis, the report looks at the historical challenges around extractive governance, identifies systemic features, and characteristics of 'the problem', extrapolates and analyses the incentives shaping the activities and behaviors of key stakeholders, and then lays out a possible platform for engagement based on clearly identified entry points. This report is organized as follows: chapter one is introduction, chapter two presents a summary of previous analytical work on the political economy of Sierra Leone with special reference to the extractives sector, its governance past, and possible governance futures. Chapter three undertakes an in-depth analysis of the extractives value chain in Sierra Leone and chapter four identifies key stakeholders across this value chain, noting their influence on extractives management policy and implementation, their potential relationships with other stakeholders, and influence over policy outcomes. Chapter five identifies and highlights suitable entry points for policy dialogue on extractives-led governance in Sierra Leone and possible project and technical assistance interventions across the value chain.Publication Ghana : Country Procurement Assessment Report, Volume 2. Main Report(Washington, DC, 2003-06)This report highlights a broad array of poor procedures and practices throughout the tendering and contract management process, which have been the cause of many of Ghana's public procurement problems, and where most of the leakages in public procurement funding occur and substantial savings could be realized. Most of the procedural anomalies are now being corrected by the Public Procurement Act (PPA), which includes the new regulations for the procurement of goods, works, and consulting services to be applied by all Procurement Entities. The provisions for standard tender documents and standard request for consulting proposals being completed, will detail the general principles embedded in the PPA, including evaluation and selection criteria. Standard contract documents, also being completed, will streamline current problems with contracting and payment procedures, labor standards, and dispute resolution. Good procurement manuals and training should leave no room for lack of understanding by procurement staff. The positive results on the ground depend largely on how well the new policies are put into practice and the extent to which this is done without political interference to the contrary. The application of the PPA and the Standard Tender and Contract Documents will not be successful without a broad training and "refresher" program and encouragement of officials in charge of procurement. Oversight and review functions are critical to exercising good procurement fiduciary management and Ghana is taking the necessary measures to strengthen it. Some recommendations include improving procurement planning and budgeting; value for money; contract management; stores management, record keeping, ensuring use of modern labor standards in works contracts, securing as soon as possible the necessary external financing for training, developing clear procedures for the prior and post review of procurement activities, putting in place an effective sanctions system; having competent experts do procurement audits separately, providing for capacity building, enforcing the code of conduct for civil servants and ethics codes, and involving the private sector and the media by making it aware of the various means in the national laws by which it can contribute to preserving transparency and accountability.Publication Ethiopia : Country Procurement Assessment Report, Volume 1. Findings and Recommendations(Washington, DC, 2002-06-28)The CPAR has reviewed the Ethiopian procurement system against the generally accepted international principles of sound procurement fiduciary management, meeting the criteria of transparency, economy and efficiency necessary for an optimal use of scarce public funds. These criteria are: (i) existence of a comprehensive and transparent legal framework, including a clear, well defined organizational structure to ensure the application of procurement laws with adequate monitoring; (ii) the use of modernized procurement procedures and practices; (iii) a proficient and evenly distributed procurement staff; (iv) existence of an independent control mechanism, including a functioning system to treat bidders' complaints and carry out independent audits, and (v) anti-corruption measures with effective sanctions. Using these benchmarks, the team has found that these criteria are only partially satisfied in Ethiopia, and that improvements are necessary.

Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.
