Abstract
Racism and discrimination remain critical barriers to social inclusion and equity with detrimental effects for individuals, societies, and economies. Persistent discrimination and exclusion of marginalized groups reduces innovation and opportunities for growth, impedes sustainable development, and exacerbates drivers of fragility and conflict. It affects individuals’ access to markets, services and spaces, hinders their full realization of rights, and reduces their wellbeing and quality of life. Strengthening the focus on people who have been excluded and building socially sustainable communities and societies requires more systematic and nuanced understanding of racial discrimination and intersecting factors of exclusion in different contexts. Context-specific assessments and tailored solutions are key to addressing racism and intersecting forms of discrimination in MENA countries. Racism takes different forms in different MENA countries, ranging from demeaning stereotypes and prejudices, discriminatory attitudes and behavior in everyday interpersonal interactions, exclusion, marginalization and impoverishment, to structural racism and discrimination enshrined in legal frameworks, institutions and policies. Racism also intersects with other forms of discrimination based on gender, religion, nationality, sexual orientation, disability, citizenship status, class, or age which makes particular groups even more vulnerable. Building on the WBG’s commitments, the study underlines the importance of promoting inclusion and combating racial discrimination to improve the quality of life for all population groups. It specifically calls for targeted solutions for migrants and displaced persons, recognizing the high levels of racial discrimination against these groups in the region. Additionally, gender as an intersecting factor compounds effects of exclusion, illustrating the linkages between discrimination and violence among some populations and underlining the need for integrated approaches. Amplifying the voices of affected populations and fostering their meaningful participation in the design and implementation of programs and policies is a key recommendation of the report.

Publication Opening Doors : Gender Equality and Development in the Middle East and North Africa(Washington, DC, 2013-02-06)Since the early 1990s, countries in the Middle East and North Africa (MENA) Region have made admirable progress in reducing the gap between girls and boys in areas such as access to education and health care. Indeed, almost all young girls in the Region attend school, and more women than men are enrolled in university. Over the past two decades, maternal mortality declined 60 percent, the largest decrease in the world. Women in MENA are more educated than ever before. It is not only in the protest squares that have seen women whose aspirations are changing rapidly but increasingly unmet. The worldwide average for the participation of women in the workforce is approximately 50 percent. In MENA, their participation is half that at 25 percent. Facing popular pressure to be more open and inclusive, some governments in the region are considering and implementing electoral and constitutional reforms to deepen democracy. These reforms present an opportunity to enhance economic, social, and political inclusion for all, including women, who make up half the population. However, the outlook remains uncertain. Finally, there are limited private sector and entrepreneurial prospects not only for jobs but also for those women who aspire to create and run a business. These constraints present multiple challenges for reform. Each country in MENA will, of course, confront these constraints in different contexts. However, inherent in many of these challenges are rich opportunities as reforms unleash new economic actors. For the private sector, the challenge is to create more jobs for young women and men. The World Bank has been pursuing an exciting pilot program in Jordan to assist young women graduates in preparing to face the work environment.Publication Papua New Guinea : Country Gender Assessment, 2011-2012(Washington, DC, 2012-12)Papua New Guinea (PNG) became independent in 1976 as a constitutional parliamentary democracy. The country has four regions (Highlands, Islands, Momase and Southern) and 21 provinces including the autonomous region of Bougainville and two new provinces recently created in the southern and western parts of the highlands region. Another province-level division is the National Capital District, which comprises the capital city, Port Moresby. Each province is divided into electorates that vote for members of parliament as well as for a provincial member of parliament, who serves as the governor of the province. The country has a population of just over seven million, with an estimated population growth rate of 2.8 percent. Nearly half of PNG's population is under the age of 20 and the number of young people is expected to double in the next 20 years. Youth unemployment is high and rising, with only one in ten school graduates finding jobs in the private sector. With many young people leaving their villages in search of jobs in the towns and cities, there is a shortage of employment opportunities, which has contributed to the expansion of (mainly male) urban youth gangs, exacerbating problems of law and order.Publication Building Evidence to Enhance the Welfare of Refugees and Host Communities - Insights from the Kenya Longitudinal Socioeconomic Study of Refugees and Host Communities(Washington, DC: World Bank, 2024-08-28)The Kenya Longitudinal Socioeconomic Study of Refugees and Host Communities (K-LSRH) is the first nationally comparable survey of registered refugees and hosts in Kenya, offering a unique opportunity to inform the socioeconomic integration of refugees, including the Government of Kenya's proposed shift from camps to integrated settlements. Unlike previous surveys that lacked comparable host-refugee data, K-LSRH includes both refugee and host communities, providing comprehensive insights into their living conditions and challenges. The first wave of K-LSRH was conducted between June 2022 and 2023, covering refugees in Kakuma Refugee Camp, Dadaab Refugee Complex, Kalobeyei Integrated Settlement, as well as urban refugees in Nairobi, Mombasa, and Nakuru. The survey instrument addresses various household level, individual-level, and children’s outcomes. It delves into less understood themes such as psychosocial wellbeing and trust, aiming to advance knowledge and programming in these areas.Publication Displaced Persons from Ukraine in Moldova(Washington, DC: World Bank, 2024-08-13)As the number of forcibly displaced persons around the world reached a record 120 million in June 2024, the World Bank continues to deepen its efforts to understand and respond to the unique needs of these vulnerable populations. In recognition of the level of priority this issue has taken on in The World Bank, the 2023 edition of the annual World Development Report (WDR) focused on the topic of Migrants, Refugees and Societies. This WDR includes a specific call for a medium-term perspective that addresses the needs of refugees and prioritizes clear global and national responsibility sharing. The World Bank’s support for people displaced outside of their home countries is underpinned by its adherence to the Global Compact on Refugees, adopted by the United Nations in 2018. Most recently, The World Bank adopted a new corporate scorecard which includes the provision of services and livelihoods to displaced persons and host communities as one of the organizations’ 15 main results indicators.4 This study aims to identify the key impacts, needs of refugees and their host communities in Moldova and recommendations for addressing these needs. It builds on previous and ongoing assessments by various agencies, including UN agencies, to better understand the current and future implications of refugee movements and settlements in Moldova, especially in terms of service delivery, infrastructure, household livelihoods and local government capacity. This report’s survey focused on LPAs because these local officials are the primary government points of contact for displaced population in their communities as well as the interlocutors between displaced persons and national government departments. This study focuses on the perspectives of LPAs and the open-ended expressed needs and experiences of displaced persons.Publication Justice(World Bank, Washington, DC, 2010-11-05)There is broad recognition, across the political spectrum and in both 'northern' and 'southern' countries, that justice reform, and more generally the promotion of the 'rule of law', are central to development policy, particularly in conflict-affected, fragile and violent contexts. More recently an increased focus on global security and the interaction between security and development as put a renewed emphasis on such efforts. However, while legal, regulatory and 'justice' institutions are now seen as key part of the 'solution' to problems of conflict, fragility and development, this recognition is not matched by a correspondingly clear sense of what should be done, how it should be done, by whom, in what order, or how 'success' may be determined. There often tends to be a clear misunderstanding of both the nature of the problem and (thus) of the solution. In this paper, the author seek to provide some insight into these questions and sketch out a practical conception of effective justice reform in situations of conflict and fragility that may provide the basis for effective programming.

Publication Global Economic Prospects, June 2023(Washington, DC: World Bank, 2023-06-06)Global growth is projected to slow significantly in the second half of this year, with weakness continuing in 2024. Inflation pressures persist, and tight monetary policy is expected to weigh substantially on activity. The possibility of more widespread bank turmoil and tighter monetary policy could result in even weaker global growth. Rising borrowing costs in advanced economies could lead to financial dislocations in the more vulnerable emerging market and developing economies (EMDEs). In low-income countries, in particular, fiscal positions are increasingly precarious. Comprehensive policy action is needed at the global and national levels to foster macroeconomic and financial stability. Among many EMDEs, and especially in low-income countries, bolstering fiscal sustainability will require generating higher revenues, making spending more efficient, and improving debt management practices. Continued international cooperation is also necessary to tackle climate change, support populations affected by crises and hunger, and provide debt relief where needed. In the longer term, reversing a projected decline in EMDE potential growth will require reforms to bolster physical and human capital and labor-supply growth.Publication Migrants, Markets, and Mayors(Washington, DC: World Bank, 2023-12-14)Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities’ labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa’s secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. ------------------------------------------------------------------------------------------------------ "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities. Economic activity in the region is projected to grow by 3.0 percent in 2024, after bottoming out at 2.4 percent in 2023. Private consumption and investment contributions have supported the growth recovery in 2024. Growth is expected to accelerate further to 4 percent in 2025-26. However, the outlook remains uncertain despite falling global inflation and resilient global activity supporting growth in the region. Sub-Saharan Africa needs to further accelerate growth to reduce extreme poverty and enhance prosperity. GDP per capita is projected to grow by 0.5 percent in 2024 and 1.4 percent in 2025, but this expected increase would still leave the region's living standards below their level in 2014. Macroeconomic stability and human capital investments needed to achieve inclusive growth and transform the education system are vital for the region. Efforts should focus on equipping children with basic skills and providing the youth and workforce with higher-order skills. Increasing investment in education, efficient spending, and collaboration with local partners are needed to achieve universal education by 2030. Addressing these challenges will require a strong policy response to bridge the spending gap and meet education goals.Publication Altered Destinies: The Long-Term Effects of Rising Prices and Food Insecurity in the Middle East and North Africa(Washington, DC : World Bank, 2023-04-06)Growth is forecasted to slow down for the Middle East and North Africa region. The war in Ukraine in 2022 exacerbated inflationary pressures as the world recovered from the COVID 19 pandemic induced recession. The response by central banks to raise rates to curb inflation is slowing economic activity, while rising food prices are making it difficult for families to put meals on the table. Inflation, when it stems from food prices, hits the poor harder than the rich, thus compounding food insecurity in MENA that had been rising over decades. The immediate effects of food insecurity can be a devastating loss of life, but even temporary increases in food prices can cause long-term irreversible damages, especially to children. The rise in food prices due to the war in Ukraine may have altered the destinies of hundreds of thousands of children in the region, setting them on paths to limited prosperity. Food insecurity imposes challenges to a region where the state of child nutrition and health were inadequate before the shocks from the COVID-19 pandemic. The report discusses policy options and highlights the need for data to guide effective decision making.Publication Ghana National Health Insurance Scheme(Washington, DC: World Bank, 2017-07-31)Ghana National Health Insurance Scheme (NHIS) was established in 2003 as a major vehicle to achieve the country’s commitment of Universal Health Coverage. The government has earmarked value-added tax to finance NHIS in addition to deduction from Social Security Trust (SSNIT) and premium payment. However, the scheme has been running under deficit since 2009 due to expansion of coverage, increase in service use, and surge in expenditure. Consequently, Ghana National Health Insurance Authority (NHIA) had to reduce investment fund, borrow loans and delay claims reimbursement to providers in order to fill the gap. This study aimed to provide policy recommendations on how to improve efficiency and financial sustainability of NHIS based on health sector expenditure and NHIS claims expenditure review. The analysis started with an overall health sector expenditure review, zoomed into NHIS claims expenditure in Volta region as a miniature for the scheme, and followed by identifictation of factors affecting level and efficiency of expenditure. This study is the first attempt to undertake systematic in-depth analysis of NHIS claims expenditure. Based on the study findings, it is recommended that NHIS establish a stronger expenditure control system in place for long-term sustainability. The majority of NHIS claims expenditure is for outpatient consultations, district hospitals and above, certain member groups (e.g., informal group, members with more than five visits in a year). These distribution patterns are closely related to NHIS design features that encourages expenditure surge. For example, year-round open registration boosted adverse selection during enrollment, essentially fee-for-service provider mechanisms incentivized oversupply but not better quality and cost-effectiveness, and zero patient cost-sharing by patients reduced prudence in seeking care and caused overuse. Moreover, NHIA is not equipped to control expenditure or monitor effect of cost-containment policies. The claims processing system is mostly manual and does not collect information on service delivery and results. No mechanisms exist to monitor and correct providers’ abonormal behaviors, as well as engage NHIS members for and engaging members for information verification, case management and prevention.
