Abstract
Google Earth Engine has transformed geospatial analysis by providing access to petabytes of satellite imagery and geospatial data, coupled with the substantial computational power required for in-depth analysis. This accessibility empowers scientists, researchers, and non-experts alike to address critical global challenges on an unprecedented scale. In recent years, numerous R packages have emerged to leverage Google Earth Engine’s functionalities. However, constructing and managing complex spatio-temporal databases for monitoring changes in remotely sensed data remains a challenging task that often necessitates advanced coding skills. To bridge this gap, geeLite, a novel R package, is introduced to facilitate the construction, management, and updating of local databases for Google Earth Engine-computed geospatial features, which enables users to monitor their evolution over time. By storing geospatial features in SQLite format—a serverless and self-contained database solution requiring no additional setup or administration—geeLite simplifies the data collection process. Furthermore, it streamlines the conversion of stored data into native R formats and provides functions for aggregating and processing created databases to meet specific user needs.

    Geopolitics and the World Trading System

    Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.

    Innovative Financial Instruments and Their Role in the Development of Jurisdictional REDD+

    Achieving global net zero carbon emissions requires stopping deforestation and making full use of tropical forests as carbon sinks. Market instruments for the sale and purchase of emission outcomes coming from Reducing Emissions from Deforestation and Forest Degradation framework programs could play a very significant role in achieving this goal. The development of these markets has been insufficient so far: their scale as of today is much lower than what would be required to generate meaningful resources for the countries that host tropical forests, and the quality of existing instruments is generally insufficient to allow a scaling up in demand. However, efforts to improve the transparency and integrity of these instruments are accelerating, particularly around jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. In parallel with these efforts, innovations in financial instruments suited for the framework’s carbon markets are also taking place, but their scale is limited so far. This paper looks beyond the current state of the framework’s carbon markets to consider a set of innovative financial instruments that would allow completing the infrastructure of emissions trading, enhancing its utility for both issuers and buyers of carbon credits in the framework’s jurisdictional programs. The paper shows how a combination of forest carbon bonds, where countries sell forward (or commit) their emission reduction outcomes, as well as call and put options can be used to de-risk and encourage early investment in jurisdictional Reducing Emissions from Deforestation and Forest Degradation framework programs. To quantify the value of these innovations, the paper evaluates the potential scale of these instruments for the case of Brazil. The estimates suggest that the amounts that could be mobilized would represent a critical contribution to effective forest conservation. The proposed instruments and methods can be used by other tropical nations that are prepared to implement a large-scale jurisdictional program. Although the paper acknowledges that the current state of carbon markets would still not allow their deployment in the short term, the conclusion is that these instruments have significant potential, and their future development could be an important contribution to the establishment of successful markets for the conservation of tropical forests.

    Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs

    This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.

    Economic Consequences of Trade and Global Value Chain Integration

    This paper introduces a new approach to measuring Global Value Chains (GVC), crucial for informed policy-making. It features a tripartite classification (backward, forward, and two-sided) covering trade and production data. The findings indicate that traditional trade-based GVC metrics significantly underestimate global GVC activity, especially in sectors like services and upstream manufacturing, and overstate risks in early trade liberalization stages. Additionally, conventional backward-forward classifications over-estimate backward linkages. The paper further applies these measures empirically to assess how GVC participation mediates the impact of demand shocks on domestic output, highlighting both the exposure and stabilizing potential of GVC integration. These new measures are comprehensively available on the World Bank’s WITS Platform, providing a key resource for GVC analysis.

    Labor Market Scarring in a Developing Economy

    This paper estimates the magnitude of labor market scarring in a developing economy, a setting that has been understudied by the labor scarring literature dominated by advanced economies. The paper assesses the contributions of “stigma” versus “lost human capital,” which cause earnings losses among displaced workers relative to non-displaced workers. The findings indicate that job separations caused by plant closings result in sizable and long-lasting reductions in earnings, with an average decline of 7.5 percent in hourly wages over a nine-year period. The estimate for one year after a plant closing is larger, at a decline of 10.8 percent. In a common sample, after controlling for unobserved, time-invariant individual characteristics, the impact of a plant closing declines from 11.9 to 8.2 percent. These results imply that stigma in the labor market due to imperfect information about workers (captured by unobservable worker characteristics) accounts for 30.8 percent of the average earnings losses, whereas lost employer-specific human capital explains the remaining 69.2 percent. The paper explores the effects of job separations due to plant closings on other labor market outcomes, including hours worked and informality, and provides estimates across genders and levels of education.

    Operational Risk Assessment (ORA) for Local Government Engineering Department (LGED) in Bangladesh : Final Report, Volume 1

    The Local Government Division, Ministry of Local Government, Rural Development and Cooperatives (LGD) agreed, as part of the identification of a follow-up project to the on-going Rural Transport Improvement Program (RTIP), to launch an Operational Risk Assessment (ORA) of the Local Government Engineering Department (LGED). The ORA draws on and adapts previous work to develop methodologies to assess and suggest mitigation measures for fiduciary risks, as well as inherent risks linked with road and infrastructure construction and maintenance, administrative control risks, and risks associated with political influence. The Fiduciary and Operational Risk Management Improvement Plan (FORMIP) built on the first report to: (i) assess fiduciary and operational risks in LGED's management of projects, assets and other resources, and in LGD's oversight function, that are likely to be major factors in possible funds leakages, delays and undue interferences and overall inefficient use of public resources; (ii) prioritize options which are realistic and available to effectively minimize (and where possible, eliminate) the major operational risks identified; and (iii) identify options for mechanisms which (drawing on this ORA as a 'baseline') will facilitate efficient future monitoring of operational risks in LGED and the LGD. An important conclusion of the ORA is that most of the recommended actions are within LGED's authority to take, with support from development partners and routine budgetary spending and staffing authorizations from other agencies. However, the action plan proposed in the report will be greatly enhanced if supported by further development of the Government's, Bank's and development partners' programs to improve governance and reduce overall operational risk in Bangladesh. Individual sub-sector reports such as these ORA can only have a limited impact in the absence of wider and widely supported programs.

    Operational Risk Assessment (ORA) for Local Government Engineering Department (LGED) in Bangladesh : Final Implementation Plan

    In April, 2008 the World Bank and the Local Government Engineering Department (LGED) commenced a study with the following objectives: (i) to assess fiduciary and operational risks in LGED's management of projects, assets and other resources, and in the Local Government Division (LGD), Ministry Of Local Government, Rural Development and Cooperatives' oversight function; (ii) to evaluate the efficacy of external review of decision-making by LGED and the LGD; and (iii) to identify options for future monitoring of operational risks in LGED and the LGD, and (iv) to prioritize options which are realistic and available to effectively minimize the major operational risks identified. This report addresses the last of these objectives. It is based on discussions in Dhaka 14-20 March with senior LGED staff the Operational Risk Assessment (ORA) team leader, and follow-up work by LGED staff through March 30. The report identifies and categorizes three different types of risks. The first type includes risks that LGED has the authority to take the necessary actions to address, with support from development partners and routine budgetary spending and staffing authorizations needed from other agencies. The second type includes risks that can only be addressed by LGED in partnership with one or more other organizations. In other words, it can initiate some parts, but will also need key partners to make necessary decisions to carry out the recommended actions. Although initial work on these can begin right away, successful implementation is expected to take longer than addressing the first type of risks. The third type includes risks that stem from the external environment in which LGED operates. LGED cannot take any direct action to address them. Yet, based on a full understanding of the nature of the risk, LGED may be able to take indirect actions to mitigate the relevant operational and fiduciary risks to LGED's operations and reputation. These are more complex than the first two types, and may take more time to address. Once finalized, the report will be presented and discussed at the ORA Dissemination Workshop tentatively scheduled for July, 2009, with participants from Government, civil society, and international partner organizations. Following approval by the Local Government Division, Ministry Of Local Government, Rural Development and Cooperatives, LGED will begin implementing the risk mitigating measures according to the attached schedule.

    Safety of Small, Rural Dams and Barrier Lake Management

    This note provides lessons learned and recommendations for artificial dams and barrier lakes following an earthquake. In the case of artificial dams, emphasis has been placed on small, rural dams rather than on larger, well-engineered dams because smaller dams represent a higher hazard in China. That higher risk from smaller dams is also confirmed by international experience. Barrier lakes and their management are highlighted as they are formed as a specific outcome of earthquakes. Key issues and lessons learned from international experience are presented with reference to three case studies of relevant World Bank-supported projects: Gujarat earthquake-dam safety aspects; and the Armenia dam safety program. Brief descriptions of these projects are provided in annexes at the end of the note, and further information is available at the request of the National Development and Reform Commission (NDRC).

    Modeling for Watershed Management

    Watershed management problems are usually quite diverse, and involve a wide range of biological, geological, chemical, and physical processes with complex human, social, and economic contexts. The working note seeks to show that computer modeling allows us to better organize, test, and refine our thinking about watershed management problems and potential solutions. Typically, the flow of water leads modeling to be organized into the following areas: (i) precipitation and climate models; (ii) precipitation-runoff models; (iii) stream and aquifer models; (iv) infrastructure operations models; (v) economic, agronomic, social, environmental demand and performance models; and (vi) decision-making models. Selecting the right model to apply to specific problems requires that several factors be considered along with the objectives for modeling in the context of the field decision problem. Key factors include understandability, development and application time, resources required, transferability and maintenance. Good modeling is common-sense and understanding reduced to calculation for the purposes of gaining insights into a real problem. Modeling should aid discussions, help thinking and provide insights to problems where individuals and interests struggle to understand the problem and struggle to work together to address a problem. To aid model development and the interpretation and communication of modeling and model results and insights, simplicity is a great virtue. While complex problems sometimes require complex models, shedding of unneeded complexity is important. Local and in-house expertise is preferred when developing and applying watershed models because of better familiarity with the problems assessed. Model integration is a growing trend but requires as much expertise and resources as development of any single model component.
