Vulnerability of Bangladesh to Cyclones in a Changing Climate : Potential Damages and Adaptation Cost

Abstract
This paper integrates information on climate change, hydrodynamic models, and geographic overlays to assess the vulnerability of coastal areas in Bangladesh to larger storm surges and sea-level rise by 2050. The approach identifies polders (diked areas), coastal populations, settlements, infrastructure, and economic activity at risk of inundation, and estimates the cost of damage versus the cost of several adaptation measures. A 27-centimeter sea-level rise and 10 percent intensification of wind speed from global warming suggests the vulnerable zone increases in size by 69 percent given a +3-meter inundation depth and by 14 percent given a +1-meter inundation depth. At present, Bangladesh has 123 polders, an early warning and evacuation system, and more than 2,400 emergency shelters to protect coastal inhabitants from tidal waves and storm surges. However, in a changing climate, it is estimated that 59 of the 123 polders would be overtopped during storm surges and another 5,500 cyclone shelters (each with the capacity of 1,600 people) to safeguard the population would be needed. Investments including strengthening polders, foreshore afforestation, additional multi-purpose cyclone shelters, cyclone-resistant private housing, and further strengthening of the early warning and evacuation system would cost more than $2.4 billion with an annual recurrent cost of more than $50 million. However, a conservative damage estimate suggests that the incremental cost of adapting to these climate change related risks by 2050 is small compared with the potential damage in the absence of adaptation measures.

    Gender Gaps in the Performance of Small Firms: Evidence from Urban Peru

    This paper estimates the gender gap in the performance of firms in Peru using representative data on both formal and informal firms. On average, informal female-led firms have lower sales, labor productivity, and profits compared to their male-led counterparts, with differences more pronounced when controlling for observable determinants of firm performance. However, gender gaps are only significant at the bottom of the performance distribution of informal firms, and these gaps disappear at the top of the distribution of informal firms and for formal firms. Possible explanations for the performance gaps at the bottom of the distribution include the higher likelihood of small, female-led firms being home-based, which is linked to lower profits, and their concentration in less profitable sectors. The paper provides suggestive evidence that household responsibilities play a key role in explaining the gender gap in firm performance among informal firms. Therefore, policies that promote access to care services or foster a more equal distribution of household activities may reduce gender productivity gaps and allow for a more efficient allocation of resources.

    Global Poverty Revisited Using 2021 PPPs and New Data on Consumption

    Recent improvements in survey methodologies have increased measured consumption in many low- and lower-middle-income countries that now collect a more comprehensive measure of household consumption. Faced with such methodological changes, countries have frequently revised upward their national poverty lines to make them appropriate for the new measures of consumption. This in turn affects the World Bank’s global poverty lines when they are periodically revised. The international poverty line, which is based on the typical poverty line in low-income countries, increases by around 40 percent to $3.00 when the more recent national poverty lines as well as the 2021 purchasing power parities are incorporated. The net impact of the changes in international prices, the poverty line, and new survey data (including new data for India) is an increase in global extreme poverty by some 125 million people in 2022, and a significant shift of poverty away from South Asia and toward Sub-Saharan Africa. The changes at higher poverty lines, which are more relevant to middle-income countries, are mixed.

    Intergenerational Income Mobility around the World

    This paper introduces a new global database with estimates of intergenerational income mobility for 87 countries, covering 84 percent of the world’s population. This marks a notable expansion of the cross-country evidence base on income mobility, particularly among low- and middle-income countries. The estimates indicate that the negative association between income mobility and inequality (known as the Great Gatsby Curve) continues to hold across this wider range of countries. The database also reveals a positive association between income mobility and national income per capita, suggesting that countries achieve higher levels of intergenerational mobility as they grow richer.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    The Impact of Atlantic Hurricanes on Business Activity

    This paper quantifies the short-run economic impact of 21 Atlantic hurricanes on U.S. local business activity from 2017 to 2024 using anonymized Mastercard transaction data aggregated by ZIP code. On average, hurricanes reduce merchant sales by 12.4 percent during the preparation, impact, and recovery phases—an estimated US$1.38 billion in lost revenue per storm. Substitution in spending across nearby areas or large online platforms is limited, indicating widespread local consumption declines. Economic disruption varies more by industry than storm intensity, with independent stores hit harder than chains. Local businesses with larger online presence face smaller, shorter sales declines, showing greater resilience.

    The Cost of Adapting to Extreme Weather Events in a Changing Climate

    Bangladesh is one of the most climate vulnerable countries in the world. Situated in the delta of the Ganges, Brahmaputra, and Meghna (GBM) rivers, the country is exposed to a range of river and rainwater flood hazards due to climate variability, the timing, location, and extent of which depend on precipitation in the entire GBM basin. The Government of Bangladesh is fully committed to global climate-change advocacy and action, having already invested heavily in adaptation measures and policies. In recent decades, the government has invested more than US$10 billion to protect its population and assets in the floodplains. Given the uncertain magnitude and timing of the added risks from climate change, it is essential to identify the costs of climate proofing Bangladesh's critical infrastructure from intensified monsoon floods and cyclonic storm surges. Previously, few if any detailed studies have been developed on the costs of climate-proofing the country's infrastructure assets from inland monsoon floods and cyclones. Most analytical work to date has been confined to case studies, with relatively limited sets of locations, impacts, and adaptation measures. This study aims to fill that knowledge gap by providing detailed vulnerable population estimates and estimates of the incremental costs of asset adaptation out to the year 2050. It is part of a larger World Bank-supported study, entitled Economics of Adaptation to Climate Change (EACC), funded by the governments of the United Kingdom, the Netherlands, and Switzerland.

    Sea-Level Rise and Storm Surges : A Comparative Analysis of Impacts in Developing Countries

    An increase in sea surface temperature is evident at all latitudes and in all oceans. The current understanding is that ocean warming plays a major role in intensified cyclone activity and heightened storm surges. The vulnerability of coastlines to intensified storm surges can be ascertained by overlaying Geographic Information System information with data on land, population density, agriculture, urban extent, major cities, wetlands, and gross domestic product for inundation zones likely to experience more intense storms and a 1 meter sea-level rise. The results show severe impacts are likely to be limited to a relatively small number of countries and a cluster of large cities at the low end of the international income distribution.

    Climate Trends and Impacts in China

    This discussion paper summarizes observed and projected trends in extreme weather events, present-day climate variability, and future climate change and their impacts on China's different regions. Findings are presented from China's national assessment report on climate change (2007) and second national assessment report on climate change (2011) as well as other studies by Chinese and international experts. In addition to reviewing the physical climate science, the paper also looks at trends in economic damages in China from weather related hazards. The paper serves as background for a series of discussion papers on climate risk management and adaptation in China. The growing body of scientific evidence shows that China's climate is indeed changing, especially when climate is viewed at the regional level. Temperatures are rising, precipitation regimes are changing, and shifts have occurred in the distribution of extreme weather events. The effects of extreme weather events, present-day climate variability, and future climate change cut across many different sectors of China's economy. China's government estimates that direct economic losses from extreme weather events cost the country 1 to 3 percent of gross domestic product each year. As China's economy continues to grow, its exposure to weather-related hazards is expected to heighten, especially without policies to limit building in hazardous areas such as floodplains and alleviate non-climate pressures such as overuse of freshwater resources. Effective risk management policies and investments are crucial to reducing the sensitivity and increasing the resilience of the country to extreme weather, climate variability, and long-term climate change.

    Managing Vulnerability and Boosting Productivity in Agriculture through Weather Risk Mapping

    Productivity in the agricultural sector is inherently dependent on weather, such as variations in rainfall and temperature. As a result, weather risk events can cause losses in yield and production that translate into economic losses for producers, as well as other sector stakeholders that depend on income from agricultural trade, transport, processing, or export. This document is a guide for development practitioners and strategically presents a variety of mapping techniques for agricultural risk management and illustrates the application of these techniques for informing public and private sector development strategies. The introduction places weather risk mapping within the broader context of agricultural risk, explaining how mapping can enable risk identification, assessment and management activities, and each chapter elaborates on one or more of the technical components. A basic definition of agro-meteorology is provided, along with a discussion of different mapping techniques. The guide presents the available remote (satellite) databases of agro-meteorological variables that can be used for the purpose of weather risk mapping, assessing the advantages and drawbacks of each database and their suitability for different purposes. The document reviews current risk mapping analyses based on historical weather observations, which are typically used for risk identification and assessment, including climatologies, hazard and risk maps, climate regionalizations and agro-ecological zones (AEZ). The document also reviews forward-looking mapping techniques, known as diagnostic and forecasting analyses, specific examples of which are drawn from the United States, the European Union, and Australia. Finally, the guide provides instruction on how and why to conduct agro-ecological zoning, a technique that can be used to assess land-use types, land resources, land suitability, and climatic and agro-climatic regionalizations, as well as to inform land use recommendations. The concluding chapter demonstrates a step-by-step application of agro-ecological zoning in a case study of Mozambique.

    The Impact of Climate Change on Global Tropical Storm Damages

    This paper constructs an integrated assessment model of tropical cyclones in order to quantify the impact that climate change may have on tropical cyclone damages in countries around the world. The paper relies on a tropical cyclone generator in each ocean and several climate models to predict tropical cyclones with and without climate change. A damage model is constructed to compute the resulting damage when a cyclone strikes each country. Economic development is expected to double global tropical cyclone damages because more will be in harm's way. Climate change is expected to double global damage again, causing an additional $54 billion of damage per year. The damage is projected to be concentrated in North America and eastern Asia but many Caribbean islands will suffer the highest damages per unit of GDP. Most of the increased damage will be caused by rare but very powerful storms.

    Bangladesh Country Climate and Development Report

    The World Bank Group’s Country Climate and Development Reports (CCDRs) are new core diagnostic reports that integrate climate change and development considerations. They will help countries prioritize the most impactful actions that can reduce greenhouse gas (GHG) emissions and boost adaptation, while delivering on broader development goals. This CCDR identifies near-term policy and investment priorities that will support Bangladesh to continue progress in building resilience to the effects of climate change. Section 1 describes Bangladesh’s vulnerability to the effects of climate change and outlines estimates of the cost of mitigation and adaptation investments through 2030. Section 2 lays out the Government of Bangladesh’s existing climate commitments and plans, and evaluates the institutional capacities required to meet them. Section 3 highlights priority sector-level interventions to build climate resilience while meeting development goals. Section 4 presents potential synergies between decarbonization and development. Section 5 discusses the macroeconomic and distributional impacts of climate scenarios and identifies priority actions to support adaptation and growth. The CCDR provides additional analysis to prioritize actions to accelerate climate-resilient development in line with Bangladesh’s goals.

    South Asia Development Update, April 2025: Taxing Times

    Growth prospects for South Asia have dimmed. The global economic environment has become more challenging and is a source of heightened downside risks. After a decade of repeated disruptions, South Asia’s buffers to cushion new shocks are slim. Tackling some of its greatest inefficiencies and vulnerabilities could help South Asia navigate this unusually uncertain outlook: unproductive agricultural sectors, dependence on energy imports, pressures from rising global temperatures, and fragile fiscal positions. For most South Asian countries, increased revenue mobilization is a prerequisite for strengthening fiscal positions. Even taking into account the particular challenges of collecting taxes in South Asian economies—such as widespread informal economic activity and large agriculture sectors—South Asian economies face larger tax gaps than the average emerging market and developing economy (EMDE). This suggests the need for improved tax policy and administration. Until fiscal positions have strengthened, the burden of climate adaptation will disproportionately fall on the private sector. If allowed sufficient flexibility, private sector adaptation could offset about one-third of the likely climate damage by 2050. This may, however, require governments to remove obstacles that prevent workers and firms from moving across locations and activities. As growth prospects dim, the challenge grows to create jobs for South Asia’s rapidly expanding working-age population. South Asia’s large diasporas could become a source of strength if their knowledge, networks, and other resources can be better tapped for investment and trade.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    Fixing the Foundation

    Countries in middle-income East Asia and the Pacific were already experiencing serious learning deficits prior to the COVID-19 pandemic. COVID-related school disruptions have only made things worse. Learning poverty -- defined as the percentage of 10-year-olds who cannot read and understand an age-appropriate text -- is as high as 90 percent in several countries. Several large Southeast Asian countries consistently perform well below expectations on adolescent learning assessments. This report examines key factors affecting student learning in the region, with emphasis on the central role of teachers and teaching quality. It also analyzes the role education technologies, which came into widespread use during the pandemic, and examines the political economy of education reform. The report presents recommendations on how countries can strengthen teaching to improve learning and, in doing so, can enhance productivity, growth, and future development in the region.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
