Abstract
As renewable hydrogen becomes central to decarbonizing hard-to-abate sectors, such as steel manufacturing or heavy transport, deployment in Emerging Markets and Developing Countries depends on obtaining timely environmental and social permits on the social acceptance of hydrogen production plants, often referred to as social license to operate. These are not peripheral tasks as they directly shape project bankability, investment readiness, and long-term project sustainability. The World Bank’s report, Key Insights from Social Licensing to Operate in Renewable Energy Projects: Applying Lessons to Clean Hydrogen Development, underscores three interlinked challenges. First, unfamiliarity with hydrogen leads many national and local governments to regulate hydrogen as a hazardous substance rather than an energy carrier, resulting in overly cautious, fragmented permitting and inflated perceptions of environmental risk. Second, optimal renewable resource sites for hydrogen production (electrolyzers) are often located in ecologically sensitive or previously undeveloped landscapes, where environmental impact assessments lack robust baseline data and hydrogen-specific guidance—driving uncertainty, cost, and inconsistent permitting outcomes. Third, inadequate and late-stage stakeholder engagement can trigger community opposition—especially where benefit-sharing is weak and trust in safety, fairness, or local inclusion is low—causing delays or cancellations. Drawing lessons from hydropower and wind, this paper argues that a successful social license to operate for clean hydrogen projects requires: early, continuous, and culturally informed engagement; credible benefit-sharing mechanisms and local value creation; transparent safety communication and emergency planning; streamlined, hydrogen-specific regulatory frameworks and consolidated permitting; and investment in baseline environmental and social data systems. Embedding these practices can de-risk projects, improve predictability, and align public interest with private investment, enabling renewable hydrogen to scale responsibly and equitably in emerging markets.

    Accelerating Clean Energy Technology Research, Development, and Deployment : Lessons from Non-Energy Sectors

    The World Bank Group's clean energy for development investment framework action plan has outlined some of the key activities it intends to undertake in the area of mitigating greenhouse gas emissions and helping client countries adapt to changes in climate. One of these activities focuses on an analysis of the role of low-carbon energy technologies in climate change mitigation. This report provides an initial analysis of this issue. The second chapter describes the urgency of developing new low-carbon energy technologies based on a review of some of the most authoritative recent reports on climate change. Strong evidence demonstrates the need for new and improved energy technologies, but, as is described in the third chapter, current research, development, and deployment (RD&D) efforts worldwide appear too limited and slow-paced to generate new energy technologies rapidly enough to respond to the climate change crisis. Moreover, significant barriers are limiting incentives to invest in energy RD&D and may reduce the effectiveness of such investments. These barriers are discussed in the fourth chapter. In light of these barriers and the very limited success of past attempts to overcome them, fifth chapter then analyzes four case studies where related barriers have been successfully overcome and public goods have been generated in non-energy sectors. These case studies are purposefully drawn from non-energy sectors to introduce new thinking to the energy sector and develop lessons learned to inform the development of novel and creative energy innovation vehicles. The sixth chapter draws lessons from these case studies that speak to creative ways to approach RD&D. The seventh and the final chapter summarizes findings and makes suggestion for follow-on work.

    Joint MDB Report to the G8 on the Implementation of the Clean Energy Investment Framework and Their Climate Change Agenda Going Forward

    The 2005 Gleneagles G8 summit in July 2005 stimulated a concerted effort of the Multilateral Development Banks (MDBs) to broaden and accelerate programs on access to energy and climate change mitigation and adaptation through the Clean Energy Investment Framework (CEIF). At the Gleneagles summit, it was agreed that a report on the implementation of the CEIF would be prepared for the 2008 G8 (Group of Eight: Canada, France, Germany, Italy, Japan, Russia, the United Kingdom, and the United States) summit hosted by Japan. This joint report of the MDBs to the G8 summit in Hokkaido is intended to provide information on the outcomes and lessons learned under the CEIF, describe the collective MDB objectives for addressing the energy access and climate change challenges, and outline how the MDBs plan to build on the CEIF experience to date to more fully achieve these objectives. The report builds upon the 'the MDBs and the climate change agenda' report that was presented at the December 2007 Bali climate change conference. This report describes actions taken by each MDB to develop climate change strategies and programs of actions tailored to their particular client needs, based on resources and funding mechanisms currently available. Under the CEIF, the MDBs have strengthened collaboration on analytical work and programming and committed to expand this collaboration to optimize the impact of their collective actions. In addition to reporting on the status of the CEIF, this report outlines the collective ambition of the MDBs with respect to assisting the developing countries in meeting the climate change challenge, summarizes their evolving strategies designed to meet these objectives and the mechanisms through which they intend to achieve the necessary collaboration to optimize the collective impact of their climate change interventions.

    Toolkit on the Appraisal of Small Renewable Energy Projects : Tanzania Case Study

    Following this introductory chapter, chapter two continues with a general description of the regulatory, institutional, and policy environment for Renewable Energy (RE) in Tanzania. The chapter describes the main existing institutional arrangements in place and shows that the country's legal framework is conducive to private sector RE initiatives. Chapter three discusses the fundamentals of project finance, the basic components of financial analysis, and common due diligence factors concerning RE investments. This discussion provides a framework for a better understanding of RE financing, which from a banker's point of view requires a different approach than the more traditional balance sheet-focused financing. Chapters 4 through 8 go over each of the most common RE technologies: chapter four: Hydropower; chapter five: biomass; chapter six: biogas; chapter seven: solar PV; and chapter eight: wind. Each of the chapters discusses both the basic technical and financial aspects of the technologies. Each chapter will provide the reader with a basic understanding of the technology in question and the associated financial challenges. In the chapters on hydropower (chapter four) and biomass (chapter five), a financial 'back-of-the-envelope' model is included as well.

    Mexico : Technical Assistance for Long-term Program of Renewable Energy Development

    The four studies in this technical paper series deal with complementary themes and propose solutions to the same problems that all of them perceive in the Mexican electricity sector - yet each paper looks at the problem from a different angle, and proposes different actions that must be taken in order to bring about a significant increase in Mexico's adoption of on-grid renewable energy. These papers take us from the general overview of the policy and institutional context, down to the specific case of a hypothetical wind farm. They review the current situation, identify concrete policy and institutional changes that are badly needed to stimulate the sector, look at how new paradigms for valuation can help us to better account for the value of renewable energy capacity, and finally perform a thorough economic impact analysis of the hypothetical addition of a large wind farm to Mexico's grid.

    Permitting and Licensing Regimes for Renewable Energy Projects

    Permitting, licensing, and other authorization procedures are an integral part of investing in renewable energy. For private companies, the quality of these procedures can drastically affect transaction costs and project risk. Optimal regimes are tailored to country specifics and depend on the way in which private investors access the market in the first place—from auctions to site-specific tenders to standardized contracts on a first-come, first-served basis. Although there is no single best practice when it comes to authorizing renewable energy projects, common principles exist that signal an investor-friendly and socially and environmentally responsible regime.

    Sri Lanka Public Finance Review: Towards a Balanced Fiscal Adjustment

    Sri Lanka’s fiscal adjustment - nearly 8 percent of gross domestic product (GDP) since 2021 - has been exceptionally large by both historical and international standards. It has been critical in stabilizing the economy, reducing fiscal imbalances, and restoring macroeconomic stability. With macroeconomic stability largely restored, Sri Lanka can now consider a more balanced fiscal strategy. The sharp fiscal adjustment adversely impacted households through higher indirect taxes and substantially lower real public sector wages and contributed to slower economic growth due to the decline in public investment. Given various combinations of primary balance and real GDP growth that achieve key debt targets, Sri Lanka can consider carefully recalibrating fiscal policy to manage the trade-offs between stronger fiscal buffers and growth, equity, and sustainability. This public finance review (PFR) analyzes how to make Sri Lanka’s ongoing fiscal adjustment more sustainable, equitable, and growth friendly. The PFR finds that this balance can be achieved as Sri Lanka can (i) raise an additional 1.5-2.0 percent of GDP in revenue by 2029 without hurting equity and growth, and (ii) improve efficiency and equity of spending within the current spending envelope, since further spending cuts or increases are not feasible. On the revenue side, this will entail increasing reliance on direct taxes, modernizing and digitizing tax administration, and improving tax morale; and on the expenditure side, improving wage bill management, reorienting capital spending towards infrastructure gaps, and improving targeting of social assistance. The report identifies three core areas for reform for sustainable and equitable revenue mobilization: (i) increasing reliance on direct taxes, (ii) modernizing and digitizing tax administration, and (iii) focusing on taxpayer engagement to improve tax morale.

    Accelerating Investment: Challenges and Policies

    Investment is the engine that expands productive capacity, modernizes infrastructure, creates jobs, and drives progress toward development and climate goals. Yet developing economies face an investment shortfall of historic proportions. Even as development needs rise, investment growth has slowed to about half its pace in the 2000s. Public investment alone cannot fill this gap. Private investment must play the leading role in reigniting growth, creating jobs, and supporting the transition to a more sustainable and resilient future. This book presents the World Bank’s most comprehensive assessment of investment in emerging and developing economies. It examines why investment matters, why it has stalled, and what it will take to revive it. The analysis highlights that countries that have successfully triggered investment booms combined sound macroeconomic frameworks with reforms that improved the business climate, strengthened governance, and mobilized private capital. History shows that when investment surges, economies grow faster, job creation accelerates, and poverty declines more rapidly. Reversing today’s slowdown is within reach — through credible fiscal and monetary policies, well-targeted public investment that attracts private capital, and stronger international cooperation to mobilize finance at scale. Reigniting investment is not just a national priority — it is a global imperative.

    Uganda Country Climate and Development Report

    The Country Climate and Development Report (CCDR) for Uganda examines the interplay between climate change and development. It presents how addressing climate change can support achieving the goals in Uganda’s Vision 2040 and Ten-Fold Growth Strategy, and help propel the country to upper-middle-income status. Uganda is the 14th most vulnerable nation to climate change, yet it is 163rd in readiness to address these risks, facing threats such as droughts and floods. The report highlights that, of the poorest households exposed to climate change, 80 percent already experience income loss from climate shocks. GDP could also drop by up to 3.1 percent by 2050 without additional climate action. Climate change poses numerous challenges, including increased variability in crop yields, potential internal climate migration of 12 million people by 2050, notable drop in labor productivity due to heat stress, increased health risks from waterborne diseases and malaria, and exposure of the country’s physical infrastructure to extreme climate events. To combat these challenges, the report recommends transitioning to a low-carbon, climate-resilient growth path by implementing four multisectoral intervention packages. These include boosting resilience through jobs for youth and services for the poor; promoting resilient and productive agriculture and natural resources with lower GHG emissions; developing climate-responsive energy, transport, and digital infrastructure; and fostering planned and climate-positive urbanization. Additionally, the report calls for whole-of-economy measures that strengthen governance of climate action, enhance preparedness for climate hazards including through improved early warning systems, operationalization of the national climate finance strategy, and incentivizing private sector participation. By implementing these intervention packages and whole-of-economy measures, Uganda can lower its risk to climate change and achieve sustainable economic growth.
