Knowledge and Adoption of Complex Agricultural Technologies: Evidence from an Extension Experiment

Abstract
In most of Sub-Saharan Africa, agricultural extension models have become more decentralized and participatory and thus rely on effective farmer-to-farmer learning, while increasingly including nontraditional forms of education. At the same time, agricultural technologies become more complex and are now often promoted as integrated packages, which are likely to increase the complexity of the diffusion process. Based on a randomized controlled trial, this study assesses the effects of “farmer-to-farmer” extension and a video intervention on adoption of a complex technology package among 2,382 smallholders in Ethiopia. Both extension-only and extension combined with video increase adoption and knowledge of the package, especially of its more complex components; on average, however, the video intervention has no additional effect on adoption. Knowledge and the number of adopted practices also increase among farmers not actively participating in extension activities, which suggests information diffusion. For this group, the additional video intervention has a reinforcing effect, and particularly fosters adoption of the integrated package.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Several factors contribute to the limited use of improved seed varieties in Ethiopia. Among those, on the supply side, is the restricted availability of seeds in the volume, quality, and timeliness required by farmers, partly due to inadequate public and private investment in the sector. Beginning in 2011, the Government of Ethiopia introduced a novel experiment—the direct seed marketing approach—to reduce some of the centralized, state-run attributes of the country’s seed market and rationalize the use of public resources. Direct seed marketing was designed to incentivize private and public seed producers to sell directly to farmers rather than through the state apparatus. This study is the first quantitative evaluation of the impact of direct seed marketing on indicators of a healthy seed system: access to quality seeds and farm-level productivity. Using a quasi-experimental difference-in-differences approach suitable to handling variation in treatment timing, the study finds that direct seed marketing led to an increase of 15 percentage points in the proportion of farmers purchasing maize seed, an increase of 45 percent in the quantity of maize seed purchased per hectare, and an increase of 18 percent in maize yield. However, there are differences across crops, with the effects of direct seed marketing on wheat seed purchases and yields being statistically insignificant. These crop-specific differences in performance are likely explained by differences in the reproductive biology of maize (particularly maize hybrids) and wheat, which tend to incentivize commercial activity in hybrid maize seed markets more than in self-pollinating wheat or open-pollinated maize markets. These differences suggest a need for nuanced policy responses, institutional arrangements, and market development strategies to accelerate the adoption of improved varieties.

    A Longitudinal Cross-Country Dataset on Agricultural Productivity and Welfare in Sub-Saharan Africa

    Since 2008, the World Bank's Living Standards Measurement Study–Integrated Surveys on Agriculture (LSMS-ISA) program has supported the collection of nationally representative, longitudinal, multi-topic household survey data to inform researchers and policy makers of living standards in Sub-Saharan Africa. The surveys maintain a distinct focus on the agricultural sector, collecting detailed plot-level data and information about agricultural activities, while measuring socioeconomic conditions of thousands of smallholder farmers and households across multiple countries. This paper presents a harmonized panel dataset (HP) from LSMS-ISA surveys from 2008 to 2021 in seven Sub-Saharan African countries: Ethiopia, Malawi, Mali, Niger, Nigeria, Tanzania, and Uganda, from 2008 to 2021. It includes more than 200,000 agricultural plot observations, more than 400,000 individuals, and about 59,000 households. The HP allows for in-depth analysis of farm, household, and individual dynamics over time and across countries. It is ideal for researchers interested in studying the dynamics between agriculture, economic development, and welfare outcomes in Sub-Saharan Africa.

    Ethiopia Poverty and Equity Assessment

    Ethiopia has seen many changes since 2016, which until now, has been the reference year for data about the level and pattern of poverty in the country. The narrative around poverty was that years of high growth resulted in a significant reduction in poverty, but by less than expected because growth was uneven between rural and urban areas which received most of the gains from growth and there was a slow shift of labor from agriculture into the fast-growing segments of the economy. Since 2016, GDP per capita growth has decelerated—to 4.6 percent during 2016-2022 compared to nearly 7.4 percent during 2010-2016—not least because of multiple crises, including a global pandemic, droughts, locust infestation, conflict, and market shocks. This Poverty and Equity Assessment (PEA) updates the understanding of poverty and inequality in the country, using new data collected from 2021. This data was collected amidst security concerns, which posed challenges during the data collection process. Despite these challenges, data quality checks have verified that the collected information is reliable and representative of the country, excluding areas that were inaccessible, such as Tigray. The PEA updates statistics on poverty rates, inequality, the poverty profile, and identifies the drivers of these trends (Part 1). It provides an in-depth understanding of the key drivers of poverty in the country (Part 2) and charts the course for reducing poverty in the years to come (Part 3). Below are some high-level messages drawn from the analysis presented in the seven chapters of the report. Additional details are accessible in background papers accompanying the report.

    Rural Roads, Poverty, and Resilience

    This study analyses the linkage between the recent rural road development and household welfare, resilience, and economic conditions in Ethiopia. The empirical approach relies on a difference-in-differences matching method, taking advantage of a nationally representative household survey and an original road database, both of which are panel data spanning the period 2012–2016. The results of the econometric analysis suggest that Ethiopia’s rural road development was associated with a significant increase in household welfare or significant smaller losses in household consumption during the severe droughts. In addition, rural roads in very remote areas were associated with farmers’ sales of a larger share of their harvests and higher chance of fertiliser use. Rural road development was also associated with a higher likelihood of earning income from wage employment, particularly for women and youth. Taken together, the results suggest that, by connecting remote communities to markets and the main road network, rural roads have substantially supported the welfare and resilience of rural households in shock-prone Ethiopia.
