dc.description.abstract | The report summarizes the findings of an allocative efficiency analysis to support Senegal's national HIV response. Senegal has recently developed a National HIV Strategic Plan (NSP) (2014–17) and a Global Fund concept note (2015–17). The Government of Senegal would like to mobilize additional domestic and private resources for comprehensive HIV services to respond to the goals of the national HIV Strategic Plan. To assure that the resources that have been, or will be, mobilized are used in the most efficient way, and to determine the allocation of resources that brings the greatest health benefit, the Government requested the World Bank to conduct this allocative efficiency analysis, using the Optima mathematical model. | en |
dc.description.abstract | Ce rapport résume les constats d’une analyse menée sur l’efficacité allocative de la riposte nationale du Sénégal à l’épidémie au VIH. L’étude a été menée à la demande du Gouvernement de Sénégal par la Banque Mondiale, l’Université de Berne, l’Institut Burnet et l’Université de New South Wales en collaboration avec l’ONUSIDA. L’analyse a été menée à l’aide du modèle Optima, un modèle mathématique populationnel et flexible d’analyse de la transmission du VIH et de la progression de la maladie. Optima propose une méthode formelle d’optimisation qui permet de déterminer de façon objective et quantitative la répartition optimale des ressources allouées au VIH parmi les nombreux programmes de prévention et de traitement, ceci en réponse à de multiples objectifs de politique. En outre, le modèle estime l’impact, le rapport coût – efficacité et le retour sur investissement d’une intervention et analyse les conséquences financières à plus long terme de l’infection au VIH et des investissements afférents. | fr |
