Abstract
This handbook provides an overview of the main topics that need consideration when managing the supply of biomass to large biomass power plants. It will help investors in China to develop, with assistance of local biomass supply experts, their own solutions. The focus is on biomass residues, in particular agricultural residues (mainly straw and stalks) and forestry residues (mainly residues from forestry operations). This handbook covers a wide range of topics related to biomass fuel supply risk in the planning and preparation stages for a biomass-fired power plant. Chapter two introduces the use of biomass as an energy source, including fuel selection considerations and the fuel standards and specifications required to match a particular fuel supply to a power generation system. Chapter three describes the use of biomass resource assessments at the project planning stage. Chapters four and five give insight into the biomass supply from straw and forestry residues, respectively. Finally, fuel supply management is covered in chapter six, which addresses the topics to be considered both at the plant planning stage and at the operational stage. It describes a methodological approach for fuel inspection and quality control, as well as an instrument for assessing fuel supply risks and developing mitigation strategies.

Publication Advanced Biofuel Technologies : Status and Barriers(2010-09-01)Large-scale production of crop based (first generation) biofuels may not be feasible without adversely affecting global food supply or encroaching on other important land uses. Because alternatives to liquid fossil fuels are important to develop in order to address greenhouse gas mitigation and other energy policy objectives, the potential for increased use of advanced (non-crop, second generation) biofuel production technologies has significant policy relevance. This study reviews the current status of several advanced biofuel technologies. Technically, it would be possible to produce a large portion of transportation fuels using advanced biofuel technologies, specifically those that can be grown using a small portion of the world's land area (for example, microalgae), or those grown on arable lands without affecting food supply (for example, agricultural residues). However, serious technical barriers limit the near-term commercial application of advanced biofuels technologies. Key technical barriers include low conversion efficiency from biomass to fuel, limits on supply of key enzymes used in conversion, large energy requirements for operation, and dependence in many cases on commercially unproven technology. Despite a large future potential, large-scale expansion of advanced biofuels technologies is unlikely unless and until further research and development lead to lowering these barriers.Publication Bioenergy Development : Issues and Impacts for Poverty and Natural Resource Management(World Bank, 2010)These report overviews recent developments in the consumption and production of bioenergy. It examines the main issues and possible economic implications of these developments and assesses their potential impact on land use and the environment, especially with respect to forests. The report examines both solid biomass and liquid biofuels, identifying opportunities and challenges at the regional and country levels. The development of bioenergy presents both opportunities and challenges for economic development and the environment. It is likely to have significant impacts on the forest sector, directly, through the use of wood for energy production, and indirectly, as a result of changes in land use. The impact of bioenergy on poverty alleviation in developing countries will depend on the opportunities for agricultural development, including income and employment generation, the potential to increase poor peoples' access to improved types of bioenergy; and the effects on energy and food prices. Five main messages emerge from this report: solid biomass will continue to be a principal source of energy; developments in bioenergy will have major implications for land use; tradeoffs, including those related to poverty, equity, and the environment, must be evaluated when choosing a bioenergy system; there is considerable potential for making greater use of forestry and timber waste as a bioenergy feedstock; and the climate benefits of bioenergy development are uncertain and highly location and feedstock specific.Publication Considering Trade Policies for Liquid Biofuels(World Bank, Washington, DC, 2007-09)This report addresses the issues associated with trade in liquid biofuels is a second Energy Sector Management Assistance Program report on biofuels, and part of a broader assessment of bioenergy undertaken by the World Bank. The report asks how liberalizing trade in liquid biofuels might affect biofuel production and consumption. Bioenergy is playing an increasingly important role as an alternative and renewable source of energy. Bioenergy includes solid biomass, biogas, and liquid biofuels. Combustion of biomass residues for heat and power generation is commercially viable without government support in some applications. Liquid biofuels made from biomass are attracting growing interest worldwide, driven by concerns about energy security, climate change, and local environmental considerations and a desire to support domestic agriculture. The global liquid biofuel market today utilizes so called first generation technologies and relies mainly on agricultural food or feed crops for feedstock. Second generation biofuels, still far from commercially viable, can open up many new opportunities because they can be sourced from a much wider variety of feedstock's, vastly expanding the potential for fuel production and for abating greenhouse gas emission. The timing of commercialization is uncertain, although some industry analysts indicate that the needed cost reductions may be achieved in the coming decade. Focusing primarily on ethanol and biodiesel, the report takes a time horizon of the next 5 to 10 years. It outlines the important link between agriculture and biofuels, reviews past and present government policies for agriculture and for biofuels, and considers how these policies might affect the world biofuel market. The report highlights the links between the markets for oil, biofuels, feedstock's, and the by-products of biofuel processing. It reviews existing studies, examining the likely consequences of much larger biofuel production and trade liberalization of biofuels and their feedstock's. It concludes with policy considerations.Publication Biofuels : Markets, Targets and Impacts(2010-07-01)This paper reviews recent developments in biofuel markets and their economic, social and environmental impacts. Several countries have introduced mandates and targets for biofuel expansion. Production, international trade and investment have increased sharply in the past few years. However, several existing studies have blamed biofuels as one of the key factors behind the 2007-2008 global food crisis, although the magnitudes of impacts in these studies vary widely depending on the underlying assumptions and structure of the models. Existing studies also have huge disparities in the magnitude of long-term impacts of biofuels on food prices and supply; studies that model only the agricultural sector show higher impacts, whereas studies that model the entire economy show relatively lower impacts. In terms of climate change mitigation impacts, there exists a consensus that current biofuels lead to greenhouse gas mitigation only when greenhouse gas emissions related to land-use change are not counted. If conversion of carbon rich forest land to crop land is not avoided, the resulting greenhouse gas release would mean that biofuels would not reduce cumulative greenhouse gas emissions until several years had passed. Overall, results from most of the existing literature do not favor diversion of food for large-scale production of biofuels, although regulated production of biofuels in countries with surplus land and a strong biofuel industry are not ruled out. Developments in second generation biofuels offer some hope, yet they still compete with food supply through land use and are currently constrained by a number of technical and economic barriers.Publication Biofuels in Africa : Opportunities, Prospects, and Challenges(World Bank, 2011)Biofuels offer new opportunities for African countries. They can contribute to economic growth, employment, and rural incomes. They can become an important export for some countries and provide low-cost fuel for others. There is also a potentially large demand for biofuels to meet the rapidly growing need for local fuel. Abundant natural resources and low-cost labor make producing biofuel feedstock's a viable alternative to traditional crops; and the preferential access available to most African countries to protected markets in industrial countries provides unique export opportunities. Biofuels also bring challenges and risks, including potential land-use conflicts, environmental risks, and heightened concerns about food security. This book examines the potential of African countries to produce biofuels for export or domestic consumption and looks at the policy framework needed. It is part of the effort by the World Bank's Africa region to examine critical issues that affect the region and to recommend policies that effectively address these issues while providing an enabling environment for the private sector. The book is intended to inform policy makers and the larger development community of the global and domestic market opportunities facing biofuel producers, as well as the challenges of producing biofuels, in the Africa region.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
