Abstract
Governments and nongovernmental organizations around the world utilize Community-Driven Development (CDD) approaches to address complex and overlapping development challenges. Despite consistent evidence on some impacts of CDD—especially improvements in basic services—there is significant variation in most outcomes and several unanswered questions. This paper argues that the central task to advance learning on CDD (and similar complex development interventions) is identifying the conditions under which it works and the design and implementation choices that will make it most effective within a given context. The paper provides an overview of CDD, background on the existing evidence, and identifies gaps in CDD’s impact across four broad types of outcomes—cohesion, inclusion, resilience, and process legitimacy. The paper concludes by outlining a set of priority research questions that will advance learning on CDD and provides guidance on the empirical approaches and tools required to answer these research questions. The proposed learning agenda focuses on understanding variations in project design, implementation modalities, and context, arguing that increased knowledge in these domains will help to optimize the impacts of current CDD projects, inform the design of new projects, and develop an understanding of what project designs are most scalable in different contexts.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    From Patriarchy to Policy

    Legal institutions play an important role in shaping gender equality in economic domains, from inheritance to labor markets. But where do gender equal laws come from? Using cross-country data on social norms and legal equality, this paper investigates the socio-cultural roots of gender inequity in the legal system and its implications for female labor force participation. To identify the impact of social norms, the analysis uses an empirical strategy that exploits pre-modern differences in ancestral patriarchal culture as an instrument for present-day gender norms. The findings show that ancestral patriarchal culture is a strong predictor of contemporary norms, and conservative social norms are associated with more gender inequality in the de jure legal framework, the de facto implementation of laws, and the labor market. The paper presents evidence for a political selection mechanism linking norms to laws: countries with more conservative norms elect political leaders who are more hostile to gender equality, who then pass less progressive legislation. The results highlight the cultural roots and political drivers of legalized gender inequality.

    Geopolitics and the World Trading System

    Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.

    Rethinking Fiscal Policies

    This paper examines the redistributive impact of fiscal policy—specifically taxes and transfers—on poverty and inequality in eight countries in the Middle East and North Africa: the Arab Republic of Egypt, Djibouti, the Islamic Republic of Iran, Iraq, Jordan, Morocco, Tunisia, and the West Bank and Gaza. Utilizing the Commitment to Equity framework, the analysis evaluates how fiscal interventions alter income distribution across these diverse national contexts. The results indicate that direct cash transfers and social assistance programs are generally effective in reducing poverty and shielding vulnerable populations, while in-kind benefits—particularly in education and healthcare—significantly contribute to mitigating income inequality. In contrast, generalized subsidies, especially in the energy sector, are fiscally burdensome and largely regressive, offering limited equity gains. Indirect taxes, although important for revenue generation, often exacerbate income disparities. The study underscores the need for comprehensive fiscal reforms, including the expansion of well-targeted transfers, adoption of progressive taxation, and reallocation of inefficient subsidies toward investments in human capital. Successful initiatives, such as Egypt’s Takaful and Karama and Jordan’s Takaful and bread subsidy compensation programs, illustrate scalable models of effective redistribution. Moreover, the Islamic Republic of Iran’s progressive tax policies highlight viable pathways to equitable revenue mobilization. Strengthening investment in education and health is essential for promoting long-term equity, enhancing upward mobility, and supporting inclusive and sustainable development across the region.

    Yield Gains from Balancing Fertilizer Use

    As with most agricultural inputs, the optimal use of fertilizer leverages the production complementarities between different types of nutrients. Wide variation in the intensity of nutrient application rates suggests there are potentially large productivity gains to be had from rebalancing fertilizer use across nutrient types even under a fixed expenditure budget. Using detailed information on a large sample of rice fields across three states in eastern India, this paper investigates whether a more balanced use of fertilizer—measured as the ratio of potash to nitrogen applied to a field—can lead to higher yields and revenues. To address the endogeneity of fertilizer application decisions, the analysis exploits the fact that nitrogen-based fertilizers demanded by Indian farmers are mostly produced domestically in a limited number of manufacturing plants, while all potash-based fertilizers must be imported by ship from abroad. Instrumenting for the ratio of potassium-to-nitrogen fertilizer applied on a field with the relative travel distances between farmers’ villages and both the nearest urea production plant and the nearest international port, the paper estimates the impact of more balanced fertilizer use on yields and revenues. The estimates show that at median levels of fertilizer use, and keeping the level of expenditure on fertilizers constant, rebalancing fertilizer application choices such that the potassium-to-nitrogen ratio of fertilizer is doubled would lead to a 4.8 percent increase in yield.

    Local and Community Driven Development : Moving to Scale in Theory and Practice

    Services are failing poor urban and rural people in the developing world, and poverty remains concentrated in rural areas and urban slums. This state of affairs prevails despite prolonged efforts by many governments to improve rural and urban services and development programs. This book focuses on how communities and local governments can be empowered to contribute to their own development and, in the process, improve infrastructure, governance, services, and economic and social development, that is, ultimately, the broad range of activities for sustainable poverty reduction. Countries and their development partners have been trying to involve communities and local governments in their own development since the end of Second World War, when the first colonies gained independence in South Asia. Pioneers in both India and Bangladesh (then a part of Pakistan) developed a clear vision of how it will be done: local development should be planned and managed by local citizens, their communities, and their local governments within a clearly defined decentralized framework that devolves real power and resources to local governments and communities. Capacity support will be provided by technical institutions and sectors and nongovernmental institutions.

    Scaling up Local and Community Driven Development

    Local and Community Driven Development (LCDD) is an approach that gives control of development decisions and resources to community groups and representative local governments. Poor communities receive funds, decide on their use, plan and execute the chosen local projects, and monitor the provision of services that result from it. It improves not just incomes but people's empowerment and governance capacity, the lack of which is a form of poverty as well. LCDD operations have demonstrated effectiveness at delivering results and have received substantial support from the World Bank. Since the start of this decade, our lending for LCDD has averaged around US$2 billion per year. Through its support to local and community-driven programs, the Bank has financed services such as water supply and sanitation, health services, schools that are tailored to community needs and likely to be maintained and sustainable, nutrition programs for mothers and infants, the building of rural access roads, and support for livelihoods and micro enterprise. This eBook brings together the thoughts and experiences of many of the leading proponents and practitioners of LCDD, a phrase that evolved from Community-Driven Development, and most clearly describes the process of empowering communities and their local governments so they drive economic and social development upwards and outwards. This, too many, appears as a new paradigm, though it has actually evolved over the decades, since it emerged from India in the 1950s. While many LCDD projects have taken root, the key challenge now is how such islands of success, that is, the discrete LCDD projects, can be scaled up into sustainable national programs that build skills in decision-making, management, and governance.

    Scaling Up Community-Driven Development : Theoretical Underpinnings and Program Design Implications

    Community-driven development boasts many islands of success, but these have not scaled up to cover entire countries. Binswanger and Aiyar examine the possible obstacles to scaling up, and possible solutions. They consider the theoretical case for community-driven development and case studies of success in both sectoral and multisectoral programs. Obstacles to scaling up include high economic and fiscal costs, adverse institutional barriers, problems associated with the co-production of outputs by different actors on the basis of subsidiarity, lack of adaptation to the local context using field-tested manuals, and lack of scaling-up logistics. The authors consider ways of reducing economic and fiscal costs, overcoming hostile institutional barriers, overcoming problems of co-production, adapting to the local context with field testing, and providing scaling-up logistics. Detailed annexes and checklists provide a guide to program design, diagnostics, and tools.

    Community-Driven Development in Post-Conflict and Conflict-Affected Areas

    Community-Driven Development (or CDD) projects are now a major component of World Bank assistance to many developing countries. While varying greatly in size and form, such projects aim to ensure that communities have substantive control in deciding how project funds should be used. The proponents of CDD believe that giving beneficiaries the power to manage project resources will lead to more efficient and effective use of financial resources. It is also claimed that project-initiated participatory processes can have wider 'spillover' impacts, building local institutions and leadership, enhancing civic capacity, improving social relations and boosting state legitimacy. This paper briefly reviews the World Bank's experience of using CDD in conflict-affected and post-conflict areas of the East Asia and Pacific region. This paper provides a framework for assessing the impacts of CDD projects in post-conflict and conflict-affected areas. It tries to unpack the potential causal channels through which projects may have their desired, or other, impacts. The paper concludes with a short summary of what we know, what we don't, and potential future directions for research and programming.

    Local Conflict and Development Projects in Indonesia : Part of the Problem or Part of a Solution?

    Drawing on an integrated mixed methods research design, the authors explore the dynamics of the development-conflict nexus in rural Indonesia, and the specific role of development projects in shaping the nature, extent, and trajectories of "everyday" conflicts. They find that projects that give inadequate attention to dispute resolution mechanisms in many cases stimulate local conflict, either through the injection of development resources themselves or less directly by exacerbating preexisting tensions in target communities. But projects that have explicit and accessible procedures for managing disputes arising from the development process are much less likely to lead to violent outcomes. The authors argue that such projects are more successful in addressing project-related conflicts because they establish direct procedures (such as forums, facilitators, and complaints mechanisms) for dealing with tensions as they arise. These direct mechanisms are less successful in addressing broader social tensions elicited by, or external to, the development process, though program mechanisms can ameliorate conflict indirectly through changing norms and networks of interaction.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

As health systems face increasing demands to deliver new, more, better, and seamless services affordable to all people, data and technology are essential. With the potential and perils of innovations like artificial intelligence the future of health care is expected to be technology-embedded and data-linked. This shift involves expanding the focus from digitization of health data to integrating digital and health as one: Digital-in-Health. The World Bank’s report, Digital-in-Health: Unlocking the Value for Everyone, calls for a new digital-in-health approach where digital technology and data are infused into every aspect of health systems management and health service delivery for better health outcomes. The report proposes ten recommendations across three priority areas for governments to invest in: prioritize, connect and scale.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
