dc.description.abstractA number of countries have introduced or are considering the introduction of a trade information portal as a means of facilitating trade and increasing transparency. For World Trade Organization (WTO) members or countries in the process of acceding to the WTO, a trade information portal will assist in complying with new commitments currently being negotiated as part of the Doha Development Round. The negotiations aim to strengthen the provisions of Article X of General Agreement on Tariffs and Trade (GATT) which currently requires that all regulatory trade related information "shall be published promptly in such a manner as to enable governments and traders to become acquainted with them". In many developing nations, government agency specific websites may not exist and even when they do they are often incomplete, out of date, or the content may not cover the entire spectrum of information that a trader may wish to obtain to ensure compliance with import, export, or transit requirements. It is therefore desirable to create a single platform where all the information relating to trade from all the various agencies is aggregated under one roof and is readily available for searching and viewing. This guide discusses the issues and challenges that developing nations are likely to face when implementing a trade information portal and provides a checklist of practical guidelines for the steps that might be required in order to achieve effective implementation.en
dc.description.abstractUn certain nombre de pays ont créé un Portail d’information commerciale ou envisagent de le faire pour faciliter le commerce et accroître la transparence. C’est un outil qui aide les pays membres de l’OMC ou sur le point d’y adhérer à respecter les nouveaux engagements actuellement négociés dans le cadre du Cycle de Doha pour le développement. Les négociations visent à renforcer les dispositions de l’Article X de l’Accord général sur les tarifs douaniers et le commerce (GATT), qui stipule que toutes les informations réglementaires touchant le commerce « seront publiées dans les moindres délais, de façon à permettre aux gouvernements et aux commerçants d’en prendre connaissance». De nombreux pays en développement publient des informations commerciales qui peuvent être directement consultées sur divers sites web gérés par chaque organisme responsable d’un aspect particulier de la réglementation du commerce. Mais de tels sites spécialisés n’existent pas dans tous les pays en développement, et lorsqu’ils existent, ils sont souvent incomplets ou obsolètes, ou bien ils ne contiennent pas tous les renseignements dont un commerçant a besoin pour appliquer les procédures réglementaires d’importation, d’exportation ou de transit. Il est donc souhaitable de créer un site où toutes les informations commerciales publiées par les différents organismes sont regroupées au même endroit et faciles à consulter. C’est ce que nous appelons, dans ce Guide, un Portail d’information commerciale. Un Portail d’information commerciale est généralement considéré comme une première étape vers la création d’un Guichet national unique, qui est également considéré de plus en plus comme un moyen de faciliter le commerce. Ce Guide examine les problèmes susceptibles de se poser aux pays en développement qui souhaitent mettre en place un Portail d’information commerciale et présente une liste de conseils pratiques sur la marche à suivre pour mener à bien cette tâche.fr
