Abstract
Developed in the context of the rapidly growing demand for space cooling and the critical need for access to affordable space cooling solutions, this primer aims to introduce a broad audience to the topic of space cooling and its key considerations, and to help initiate and advance sustainable space cooling into policy discussions and investment considerations in developing countries. The global energy use for space cooling is projected to grow three-fold between 2016 and 2050, with a majority of this growth occurring in developing countries. While the growing need for space cooling is in alignment with the developmental needs of countries, this growth must be addressed with carefully designed strategies and solutions to avoid severe economic, power system, and environmental impacts. Underscoring an integrative approach to space cooling, the primer provides with an overview of strategies that reduce the cooling loads of buildings by applying building efficiency measures that enhance thermal performance, serve the cooling load as efficiently as possible through appropriate choice of cooling solution and utilization of most efficient cooling equipment available, and optimize the performance of cooling through their operation. Discussing the barriers to implement sustainable space cooling, the primer also presents demonstrated space cooling intervention strategies that can help overcome these barriers, with over 100 real-world examples and implementation considerations included in the Compendium.

Publication Compendium to the Primer for Space Cooling(World Bank, Washington, DC, 2020-10-01)This compendium presents examples and analyses of space cooling interventions from across the world (from both developed and developing countries), with an aim to highlight the key insights learned. Interventions discussed in the compendium are meant to be options to inform strategies, implementation mechanisms, and road maps for countries that are seeking to address and increase sustainable space cooling. Interventions involve a combination of actions reducing cooling loads, serving cooling needs efficiently, and optimizing and controlling cooling loads. While each country will chart its own pathway toward sustainable space cooling, the need for a multipronged approach consistently applies. The best outcomes will emerge from a multipronged approach that incorporates information, policy and regulatory measures, clear leadership, financing and implementation models, training, and research and development. The objectives of the primer are to introduce a broad audience, including practitioners in different fields, to space cooling and to help initiate and advance sustainable space cooling into policy discussions and investment considerations in developing countries. The primer explains the foundational aspects of space cooling, makes the case that sustainable space cooling achieved through low-energy and low-climate-impact pathways is a critical priority, and emphasizes an integrative approach as essential to addressing space cooling sustainably.Publication Primer for Cool Cities(World Bank, Washington, DC, 2020-07-21)Cities are getting hotter as a result of growing urbanization and global climate change. The negative impacts of temperature increases are significant and touch nearly every aspect of urban life. Protecting populations from extreme heat is one of the key resiliency and sustainability challenges of the twenty- first century. Successfully implementing measures to cool cities will lead to many benefits, including for health, well-being, productivity, air quality, and energy systems. Urban cooling solutions can be deployed in the short term to help mitigate the risk of rising urban air temperatures. This primer and its companion report, Cool City Case Studies: Reducing Urban Heat, provide practical, actionable guidance and examples for implementers, policy makers, and planners tasked with mitigating urban heat impacts.Publication Improving Energy Efficiency in Buildings(World Bank, Washington, DC, 2014-08)About one-third of global energy is consumed in residential, public, and commercial buildings (collectively referred to as buildings), where it is used for space heating, cooling, ventilating, lighting, cooking, water heating, refrigerating, and operating electric and mechanical devices. Global energy use in buildings is expected to grow as cities in developing countries continue to modernize and per capita income levels continue to increase. Because of their high energy consumption, residential, public, and commercial buildings also offer unparalleled opportunities for energy savings. According to the International Energy Agency, buildings account for some 41 percent of global energy savings potential by 2035, compared with the industrial sector (24 percent) and the transport sector (21 percent). This guidance note outlines how cities can tap into a wide array of proven technologies, policies, and financing mechanisms to improve energy efficiency and capture cost-effective energy savings in buildings. It offers city leaders advice on how to get started in introducing energy efficiency measures, and provides lessons and examples from successful programs that have been introduced worldwide.Publication The Energy Efficient Cities Initiative Practitioners' Roundtable(World Bank, Washington, DC, 2008-11)Cities represent a major contributor of greenhouse gas (GHG) emissions. According to the United Nations Population Fund,1 half of the world's population now lives in cities and is responsible for 75% of global energy use and GHG emissions. Since the world's population will continue to grow, and rapid urbanization will continue particularly in the developing world, tackling climate change issues in the urban context will be essential. In response to these challenges, the World Bank's Energy Sector Management Assistance Program (ESMAP), in cooperation with the Bank?s Finance Economics and Urban Department (FEU), has launched an Energy Efficient Cities Initiative, which is designed to help mainstream and scale-up sustainable energy and climate change mitigation actions and investments in the urban context. The first activity proposed under this Initiative is the Energy Efficient Cities Practitioners Roundtable, a facilitated discussion cohosted by ESMAP and FEU. The purpose of this event was to bring together client cities and partner organizations to investigate ongoing initiatives and programs to support cities' sustainable energy goals needs and develop an Energy Efficient Cities Action Plan that will outline a vision and subsequent actions to be taken under the Initiative. The event took place at the Washington DC offices of the World Bank, from October 20-21, 2008.Publication Planning Energy Efficient and Livable Cities(World Bank, Washington, DC, 2014-11)The world's urban population is expected to increase by about 2.7 billion by 2050.Virtually all of the increased population will be in developing countries, leading to massive needs for new and improved housing and urban infrastructures (UNDESA 2012). The planning and design of these new developments will reshape or create new urban landscapes with significant implications for energy consumption, infrastructure costs, as well as the livability and social and economic resilience of cities. Studies of cities around the world indicate that a city's livability and its level of energy use are closely linked to its physical form, namely the spatial distribution and dimensions of buildings, streets, and parks, as well as the spatial coordination of residences, jobs, social services, and environmental amenities.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication Water and Climate Change(World Bank, Washington, DC, 2010-06)Adaptation to climate impacts on groundwater resources in developed and developing countries has not received adequate attention. This reflects the often poorly understood impacts of climate change, the hidden nature of groundwater and the general neglect of groundwater management. Many developing countries are highly reliant on groundwater. Given expectations of reduced supply in many regions and growing demand, pressure on groundwater resources is set to escalate. This is a crucial problem and demands urgent action. This report addresses the impacts of climate change on groundwater and adaptation options. The Earth's climate is projected to become warmer and more variable. Increased global temperatures are projected to affect the hydrologic cycle, leading to changes in precipitation patterns and increases in the intensity and frequency of extreme events; reduced snow cover and widespread melting of ice; rising sea levels; and changes in soil moisture, runoff and groundwater recharge. Increased evaporation and the risk of flooding and drought could adversely affect security of water supply, particularly surface water. Due to these pressures, as well as global population growth, demand for groundwater is likely to increase.Publication Tool for Rapid Assessment of City Energy (TRACE 2.0)(World Bank, Washington, DC, 2018-01)TRACE 2.0 incorporates almost 100 recommendations for energy interventions. Following requests from municipal officials for more detailed technical and financial assessment, this version provides simple customizable models for each intervention. Through intervention calculators, users can quickly calculate costs and benefits for each recommendation. The manual is a practical guide for city officials and energy experts. TRACE 2.0 software and manual are available at https://esmap.org/TRACE. ESMAP first developed TRACE in 2008 to help city officials quickly identify energy efficiency performance gaps and opportunities in various public sectors including lighting, water/wastewater, buildings, transportation, solid waste, and power/heating. It guides users through data collection and sector prioritization—considering constraints such as technical capacity and finance—to generate recommendations to improve cities’ energy efficiency. TRACE can help build this framework and initiate a process in a municipal government by using standardized data to address various issues. TRACE has supported more than 80 cities to develop long-term energy efficiency strategies and investment pipelines by increasing understanding of cross-sectoral energy challenges, helping direct funds for dedicated energy efficiency investments, and pointing to legislative adjustments, as well as improving local administrators’ ability to identify, plan, and implement energy efficiency solutions across sectors.Publication Drilling Down on Geothermal Potential(World Bank, Washington, DC, 2012-03)Economic growth in Central America has increased rapidly over the past 20 years. Currently, the gross domestic product (GDP) per capita for the six Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama averages approximately US$3,600. However, economic disparity in the Latin American region is the highest in the world. Despite impressive growth, 20 million people or half of the population in Central America are classified as poor. This assessment of the geothermal potential module is the fourth in the series; it provides an analysis of the energy context in the region focusing on the technology and past experiences of geothermal resources. The study aims to identify the challenges associated with development of geothermal generation, including physical, financial, regulatory and institutional barriers, and it outlines some possible strategies to overcome them at the regional and country-specific level with a view to establish a basis for policy dialogue and to provide decision-makers a reference document with a regional outlook. Energy, particularly electricity, is critical for economic development. It is needed to power machinery that supports income-generating opportunities. Countries that have affordable and reliable energy can more easily attract both foreign and domestic capital. Central America's vulnerability to external shocks in the energy sector has increased over the last years. The region depends on foreign supply of fossil fuels (oil, coal). Since the share of thermal generation in power supply has increased significantly in the last decade, exceeding installed capacity for hydropower, the rise and volatility of oil prices has a dramatic effect today on the region's economy. Together with integration, it has become increasingly clear that the region must develop its local energy endowment, which has generated a strong interest in renewable energy sources and technologies, such as hydropower, geothermal, and wind. Given its potential in the region, geothermal energy has attracted the attention of policymakers and private investors as a resource to further develop and supplement hydroelectric generation (and to reduce dependency on thermal generation).
