Investing in Disaster Risk Management in an Uncertain Climate

Abstract
Climate change will exacerbate the challenges associated with environmental conditions, especially weather variability and extremes, in developing countries. These challenges play important, if as yet poorly understood roles in the development prospects of affected regions. As such, climate change reinforces the development case for investment in disaster risk management. Uncertainty about how climate change will affect particular locations makes optimal investment planning more difficult. In particular, the inability to derive meaningful probabilities from climate models limits the usefulness of standard project evaluation techniques, such as cost-benefit analysis. Although the deep uncertainty associated with climate change complicates disaster risk management investment decisions, the analysis presented here shows that these considerations are only relevant for a relatively limited set of investment circumstances. The paper offers a simple decision framework that enables policy makers to identify the particular circumstances under which uncertainty about future climate change becomes critical for disaster risk management investment decisions. Accounting for climate uncertainty is likely to shift the optimal balance of disaster risk management strategies toward more flexible, low-regret type interventions, especially those that seek to promote "development first" or "risk-coping" objectives. Such investments are likely to confer additional development dividends, regardless of the climate future that materializes in a given location. Importantly, the analysis here also demonstrates that climate uncertainty does not necessarily motivate a "wait and see" approach. Instead, where opportunities exist to avail of adaptation co-benefits, climate uncertainty provides additional motivation for early investment in disaster risk management initiatives.

    Climate and Social Sustainability in Fragility, Conflict, and Violence Contexts

    Climate change is widely recognized as a driver of violent conflict, but its broader social effects remain less understood. Ignoring these dimensions risks a vicious cycle where climate policies might undermine socially just adaptation. Evidence is still limited on how climate shocks influence political participation, trust, or migration. This paper helps fill that gap by examining links between climate change, conflict, and social sustainability, with a focus on inclusion, resilience, cohesion, and legitimacy. Using secondary data from 2019–24, the study applies simple correlation-based methods to test three hypotheses on the nature, severity, and composition of these associations. The analysis combines multiple climate impact measures, new conflict classifications, recent social sustainability frameworks, and controls for population and geography. The results reveal strong correlations—not causation—between climate events and contexts of fragility, conflict, and violence. Climate impacts are most pronounced in both national and subnational conflict settings. The study also finds robust links between fragility, conflict, and violence and low levels of social sustainability, reflecting its role as both a driver and consequence of conflict. Some dimensions—such as violent events and insecurity—appear weaker in areas most affected by climate shocks. Two of the hypotheses are supported, and one remains inconclusive.

    The Macroeconomic Implications of Climate Change Impacts and Adaptation Options

    Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.

    Institutional Capacity for Policy Implementation: An Analytical Framework

    State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.

    South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions

    Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.

    Investment in Emerging and Developing Economies

    The world faces a pressing challenge to meet key development objectives amid slowing growth and rising macroeconomic and geopolitical risks. With the number of job seekers rising rapidly, infrastructure shortfalls continuing to be large, and climate costs mounting, the case for a significant investment push has never been stronger. Yet the capacity to respond in many emerging markets and developing economies has eroded. Since the global financial crisis, investment growth has slowed to about half its pace in the 2000s, with both public and private investment weakening. Foreign direct investment inflows—a critical source of capital, technology, and managerial know-how—have also fallen sharply and become increasingly concentrated, leaving low-income countries with only a marginal share. The risks of further retrenchment are significant, as trade tensions, policy uncertainty, and elevated debt levels continue to weigh on investment. Reigniting momentum will require ambitious domestic reforms to strengthen institutions, rebuild macro-fiscal stability, and deepen trade and investment integration—the foundations of a supportive business climate. At the same time, international cooperation is indispensable. A renewed commitment to a predictable system of cross-border trade and investment flows, combined with scaled-up financial support and sustained technical assistance, is essential to help emerging markets and developing economies—especially low-income countries and economies in fragile and conflict situations—bridge financing gaps and implement the domestic reforms needed to restore investment as an engine of growth, jobs, and development.

    Managing Vulnerability and Boosting Productivity in Agriculture through Weather Risk Mapping

    Productivity in the agricultural sector is inherently dependent on weather, such as variations in rainfall and temperature. As a result, weather risk events can cause losses in yield and production that translate into economic losses for producers, as well as other sector stakeholders that depend on income from agricultural trade, transport, processing, or export. This document is a guide for development practitioners and strategically presents a variety of mapping techniques for agricultural risk management and illustrates the application of these techniques for informing public and private sector development strategies. The introduction places weather risk mapping within the broader context of agricultural risk, explaining how mapping can enable risk identification, assessment and management activities, and each chapter elaborates on one or more of the technical components. A basic definition of agro-meteorology is provided, along with a discussion of different mapping techniques. The guide presents the available remote (satellite) databases of agro-meteorological variables that can be used for the purpose of weather risk mapping, assessing the advantages and drawbacks of each database and their suitability for different purposes. The document reviews current risk mapping analyses based on historical weather observations, which are typically used for risk identification and assessment, including climatologies, hazard and risk maps, climate regionalizations and agro-ecological zones (AEZ). The document also reviews forward-looking mapping techniques, known as diagnostic and forecasting analyses, specific examples of which are drawn from the United States, the European Union, and Australia. Finally, the guide provides instruction on how and why to conduct agro-ecological zoning, a technique that can be used to assess land-use types, land resources, land suitability, and climatic and agro-climatic regionalizations, as well as to inform land use recommendations. The concluding chapter demonstrates a step-by-step application of agro-ecological zoning in a case study of Mozambique.

    Ethiopia - A Country Study on the Economic Impacts of Climate Change

    It is now widely recognized that low-income countries in tropical and sub-tropical regions will be disproportionally affected by the adverse impacts of climate change. The combination of already fragile environments, dominance of climate-sensitive sectors in economic activity, and low autonomous adaptive capacity in these regions implies a high vulnerability to the harmful effects of global warming on agricultural production and food security, water resources, human health, physical infrastructure and ecosystems. Recent authoritative scientific assessments emphasize that, even under the most optimistic assumptions about the success of future global mitigation action, an acceleration of adaptation efforts in developing countries over the next decades is essential to build resilience and reduce damage costs. The effects of climate change vary across countries, and adaptation and coping capabilities are influenced by geographical, economic, cultural and political factors. Successful adaptation programs must therefore take into account country-specific circumstances. This pilot study aims to develop a methodology that provides an economy-wide framework for analyzing economic impacts from climate change and potential adaptation policies that developing countries might undertake in the near and long term. To accomplish this objective, the paper modifies and extends a dynamic, single-country prototype Computable General Equilibrium (CGE) model to include stochastic elements that are characteristic of climate change and a representation of the sectors that are most likely to be affected.

    Economics of Adaptation to Climate Change : Samoa

    Over the last two decades Samoa has suffered major damage from two cyclones in 1990-91, minor damage from a third cyclone in 2004, and an earthquake tsunami in 2009. Changes in the scale and impact of these types of natural disasters are likely to be important consequences of climate change for the country because the increases in sea level and in average sea surface temperatures will increase theintensity and damage from major storms. Other potential impacts are linked to changes in the weather patterns associated with El Niño Southern Oscillation (ENSO) events. The primary concern focuses on the impact on agriculture, especially in periods of lower precipitation following strong El Niño episodes.This study examines the consequences of an increase in average temperatures of up to 1°C by 2050 and up to 2.75°C by 2100 for the frequency and intensity of major cyclones that hit the islands. Estimates of the economic damage caused by storms in the past have been used to calibrate a damage function that yields an estimated increase in the expected value of economic damage as the peak wind speeds for storms with return periods of 10, 50, or 100 years rise over time. In this framework the key element of adaptation is to ensure that buildings and other assets are designed to standards that enable them to cope with the greater wind stresses and more intense precipitation associated with worse storms.

    Climate Impacts on Energy Systems : Key Issues for Energy Sector Adaptation

    This report presents an overview of how the energy sector might be impacted by climate change and what options exist for its management. It focuses on energy sector adaptation, rather than mitigation, which has been a key focus of the energy sector and is not discussed in this report. This report draws on available scientific and peer-reviewed literature in the public domain and takes the perspective of the developing world to the extent possible. It starts with a discussion about observed and projected climate change (out to 2100), exploring trends, extremes, and 'hotspots'- geographic regions that will see significant changes or variability for relevant parameters (for example, temperature, runoff , and sea level rise). It then discusses what is known about the impacts of these changes on energy resources, infrastructure, and transportation systems as well as demand. It discusses what technologies or services are more vulnerable and identifies gaps in information or knowledge. The report concludes with a number of proposed near-term actions to foster dialogue, to further inform sector practitioners, to disaggregate climate impacts to regional and local settings, and to improve the knowledge base. Underpinning all actions is recognition of the need for a broad and participatory approach that extends beyond traditional planning horizons and boundaries.

    The Cost of Adapting to Extreme Weather Events in a Changing Climate

    Bangladesh is one of the most climate vulnerable countries in the world. Situated in the delta of the Ganges, Brahmaputra, and Meghna (GBM) rivers, the country is exposed to a range of river and rainwater flood hazards due to climate variability, the timing, location, and extent of which depend on precipitation in the entire GBM basin. The Government of Bangladesh is fully committed to global climate-change advocacy and action, having already invested heavily in adaptation measures and policies. In recent decades, the government has invested more than US$10 billion to protect its population and assets in the floodplains. Given the uncertain magnitude and timing of the added risks from climate change, it is essential to identify the costs of climate proofing Bangladesh's critical infrastructure from intensified monsoon floods and cyclonic storm surges. Previously, few if any detailed studies have been developed on the costs of climate-proofing the country's infrastructure assets from inland monsoon floods and cyclones. Most analytical work to date has been confined to case studies, with relatively limited sets of locations, impacts, and adaptation measures. This study aims to fill that knowledge gap by providing detailed vulnerable population estimates and estimates of the incremental costs of asset adaptation out to the year 2050. It is part of a larger World Bank-supported study, entitled Economics of Adaptation to Climate Change (EACC), funded by the governments of the United Kingdom, the Netherlands, and Switzerland.

    A Mountain of Debt

    The COVID-19 pandemic has triggered a massive increase in global debt levels and exacerbated the trade-offs between the benefits and costs of accumulating government debt. This paper examines these trade-offs by putting the recent debt boom into a historical context. It reports three major findings. First, during the 2020 global recession, both global government and private debt levels rose to record highs, and at their fastest single-year pace, in five decades. Second, the debt-financed, massive fiscal support programs implemented during the pandemic supported activity and illustrated the benefits of accumulating debt. However, as the recovery gains traction, the balance of benefits and costs of debt accumulation could increasingly tilt toward costs. Third, more than two-thirds of emerging market and developing economies are currently in government debt booms. On average, the current booms have already lasted three years longer, and are accompanied by a considerably larger fiscal deterioration, than earlier booms. About half of the earlier debt booms were associated with financial crises in emerging market and developing economies.

    Russian about Development Assistance

    Public opinion research of the Russian population attitudes towards Official Development Assistance(ODA) was undertaken in 2010 as part of the DFID supported WB Russia as a Donor Initiative (RDI) program assisting Russian Government in its development aid efforts. The research was conducted by Levada-Center, an independent polling and sociological company, using qualitative (in-depth interviews with opinion leaders) and quantitative (nationally representative survey) methodology. Volumes 1 and 2 report respectively on the findings of the qualitative and quantitative surveys. The qualitative survey included 25 opinion leaders interviews (public officials, NGOs, academia, business community, and the media), conducted in the cities of Moscow, St. Petersburg, Krasnoyarsk, and Rostov. The interviews covered economic situation in Russia; Russia's global role; potential recipient countries of Russian ODA and types of assistance; and overall awareness of Russian ODA activities. The opinion leaders share a common feeling that Russia is a "rich country with poor people" that still should take increasingly active role in development aid, being an influential "world power". Opinion leaders believe that Russian ODA should focus on: (i) countries affected by natural disasters; (ii) neighboring former Soviet bloc countries that have traditionally been "a zone of Russia's historic responsibility"; and (iii) countries posing global security threats. "Giving a fishing rod, not fish" was indicated as a preferred approach to development aid. Joint ODA programs with the World Bank and other multilateral organizations were supported as a tool to strengthen Russia's donor role, learn international practices, and reduce corruption risks. Most of the interviewees had little knowledge of the Russian ODA, but they thought it was matching the national interests, and were interested to learn more on ODA. A need to inform the general public about Russia's donor role was highlighted. The nationwide survey included 1503 respondents from 96 cities and 35 rural settlements located in 44 regions of Russia. The sample was nationally representative of the Russian adult population (aged 18 years and older). The survey showed that 3/4 of the population approve Russia's development aid to the poorest countries with preferred areas of Russia support being countries affected by natural disasters (64 percent support) and poor CIS countries (22 percent). Potential assistance could be provided in a form of sending Russian specialists to work in developing countries (58 percent); educating their students in Russia (51 percent); and supplying food and equipment at subsidized prices (30 percent). Medical care, access to basic education, and developing industrial facilities and infrastructure are seen as the areas of most effective assistance. Russia ODA collaboration with multilateral organizations is also seen favourably. Motivation of Russia ODA in the views of the respondents included: (i) shared moral responsibility for reduction of extreme poverty in developing countries; (ii) expansion of the circle of countries friendly to Russia; (iii) reduction the threat of terrorism and drug traffic between Russia and neighboring countries; and (iv) increase of Russia's influence and prestige in the world.

    Country Partnership Framework for the Republic of Haiti for the Period FY16-FY19

    Five years into Haiti’s reconstruction following the devastating earthquake of 2010, the country is experiencing an economic and a political transition. Although many challenges brought by the earthquake remain to be fully addressed, Haiti’s focus has shifted from reconstruction to longer term development and to securing a more prosperous future for its people. This World Bank Group (WBG) Country Partnership Framework (CPF) for FY2016-2019 proposes to support Haiti’s efforts to reduce poverty and boost shared prosperity, in line with the priorities of the Government of Haiti. This CPF follows two Interim Strategy Notes (ISNs), which framed the WBG’s significant post-earthquake response over the FY2012-2015 period, financed by an exceptional allocation from the IDA 16 Crisis Response Window (US$500M equivalent). Over this period a substantially expanded WBG program supported reconstruction. However, the program was also designed to continue to help the country address its long term development challenges and capitalize on new opportunities as Haiti gradually transitioned out of the reconstruction phase. Today, a CPF aimed at long-term objectives is appropriate.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
