Abstract
In the Mashreq countries of Iraq, Jordan, and Lebanon, women’s economic opportunities are significantly constrained, with female labor force participation rates among the lowest globally. Women face considerable employment barriers, which include safety concerns related to harassment in public spaces, on transportation, and at the workplace; restrictive legal frameworks and social norms; and a lack of affordable, quality childcare options. Digital technologies have the potential to reduce the employment barriers faced by women in these countries by offering flexible online job opportunities, facilitating job searches, and supporting women entrepreneurs. Additionally, these technologies can enhance access to education and skills training, which can lead to improved job prospects. Nevertheless, the benefits of digital advancements are not automatically inclusive, and there exists a risk of perpetuating gender disparities within the digital economy. Therefore, it is essential to measure, understand, and address digital gender divides to ensure equitable gains for all. This third State of the Mashreq Women Flagship report explores the role of digital transformation in expanding women’s economic opportunities in Iraq, Jordan, and Lebanon. Publication Social Insurance Reform in Jordan : Awareness and Perceptions of Employment Opportunities for Women(World Bank, Washington, DC, 2014-06)The new social insurance law introduced by the Jordanian government in 2010 was created in part to improve the likelihood of women s employment through non- and gender specific changes. This study, which comprised individual interviews and focus groups with Jordanian women and men, employers and opinion leaders, was designed to elicit an understanding of their awareness and knowledge of the new law, designed to increase women s employment - primarily the maternity insurance provision. Those affected by the law remained largely uninformed. Many employers communicated that they did not perceive it as cost neutral for their firms. Participants who were aware of the law, viewed the changes positively and believed with the right circumstances, the law could increase female employment.Publication Egyptian Women Workers and Entrepreneurs : Maximizing Opportunities in the Economic Sphere(World Bank, 2010)Women are a powerful force for sustainable economic growth. A growing body of microeconomic empirical evidence and emerging macroeconomic analysis shows that gender inequality limits economic growth in developing economies. Research also shows that considerable potential for economic growth could be realized if countries support women's full economic participation. Increases in women's income tend to correlate with greater expenditure on family welfare and children, because women often spend a greater share of their income on their children's nutrition, health care, and education. From an economic perspective, removing gender biases and maintaining a level playing field reduces possible market distortions or malfunctioning. Moreover, promoting women's participation in business may bolster women's overall participation in the labor market, because women-owned businesses are more likely to employ other women. This report analyzes the main reasons for this disparity in the Arab Republic of Egypt and proposes solutions to level the playing field and enable women's full economic contributions. The Investment Climate Survey (ICS) of 1,156 enterprises from the manufacturing sector was carried out in October 2008, using the World Bank standard methodology. The recall questionnaire of 566 enterprises was conducted in October 2008. The gender workers module was conducted in August 2005. It sampled about 15 full-time workers from each firm covered by the ICS recall survey. About 70 percent of the ICS sample is made up of small and medium firms, about 85 percent of which are owned by individuals or families. Large firms employing more than 150 workers account for about 30 percent of the sample. In about 35 percent of the sample, a woman is a main shareholder; in 15 percent of these firms, women own the majority of the firm.Publication Fostering Women's Economic Empowerment through Special Economic Zones(World Bank, Washington, DC, 2011)This global report examines the opportunity for special economic zones to promote women's economic empowerment and boost zone and enterprise competitiveness in developing countries. The research covers Bangladesh, China, Costa Rica, Egypt, El Salvador, Jordan, Kenya, and the Philippines. The study focuses on women's economic empowerment in the context of zones at three levels: (i) fair employment and working conditions for female employees; (ii) equal access to opportunities for professional advancement; and (iii) investment opportunities for female entrepreneurs. The study also examines gender-friendly policies and practices that support these three main goals, which include a wide range of options around laws, regulations, labor policies, gender-sensitive professional development programs, family support mechanisms, women's health programs, and supplier diversity and capacity-building initiatives. This study establishes the business case for investments in women's economic empowerment in SEZs, and identifies good-practice examples of recommended enablers to address this investment opportunity. Enablers are defined as efforts to counteract the negative impact of the obstacles women face in economic participation, and can include policies and programs at the government, zone, and enterprise level. The study provides background, evidence of challenges and success stories, comprehensive recommendations, and a suite of tools and tips to implement the recommendations successfully.Publication A Gender (R)evolution in the Making? Expanding Women's Economic Opportunities in Central America : A Decade in Review(Washington, DC, 2012-01)A Gender Revolution in the Making was produced by the World Bank as a special report on the dichotomy of the economic participation of women in Central America from 1997-2007. Central America made considerable progress during 1997-2006: stronger economic and political stability, overall positive albeit modest economic growth and improvements in socio-economic outcomes. Nonetheless, the panorama for women in the region, and in particular their ability to work and generate income is mixed. Labor force participation of women in Central America remained unchanged over the decade, with one in every two women of working age still not participating economically. This is lower than the rest of Latin America, a region with the lowest labor force participation in the world, although it has improved significantly in recent years. And yet, women in the region have made major advances in closing the gender earnings gaps and increasing their ability to earn income. Women's contribution to overall income generation in Central America rose significantly over the decade. This report aims to identify the factors behind these three trends. However, stagnant labor force participation rates for women contrasted with narrowing earnings gaps and a greater contribution to overall income apparent in Central America from 1997 to 2006.Publication Women’s Economic Participation in Iraq, Jordan and Lebanon(World Bank, Washington, DC, 2020-09-22)Female labor force participation in the Mashreq is exceptionally low, a problem likely to be exacerbated by the Coronavirus 2019 (COVID-19) pandemic. This report calls for action in the following areas: stronger economic growth, effective policy action to close legal gaps, promotion of more egalitarian attitudes, access to quality childcare, and the provision of safe transportation. The main focus of the report is women’s economic opportunities, as opposed to the broader issue of women’s empowerment. The report analyzes other aspects of female empowerment, but in particular as those aspects influence, determine, and are affected by women’s participation in paid economic activities. Economic opportunities encompass the availability and possibility of taking advantage of earnings opportunities as well as the existence of an enabling environment in terms of the appropriate legal, institutional setting. The report is structured as follows: chapter one provides a description of women’s economic opportunities in Mashreq countries and highlights differences in labor participation across critical life stages. Chapter two presents evidence on the different barriers faced by women toward participating in the labor market, related to legal aspects, informal institutions, and markets. Chapter three provides a brief description of international experiences with sizeable increases in female participation in the labor market, chapter four expands to explore important areas where policies can be improved in the Mashreq countries to lower these barriers and close participation gaps, as well as an emerging opportunity that, if used well, can accelerate this process. Chapter five concludes and reflects on how the COVID-19 outbreak and the measures to contain it may exacerbate some of the barriers faced by women.

Publication What Works to Advance Women's Digital Literacy?(Washington, DC: World Bank, 2025-04-10)Women face many barriers to accessing and using the Internet. As a result, despite the rapid global spread of mobile Internet, women all over the world are less likely to participate in the digital economy than men. In fact, women are 15 percent less likely than men to use mobile Internet, leaving 265 million fewer women connected. This digital gender gap is even more pronounced in low-income countries, where only 30 percent of women use the Internet compared to 41 percent of men (GSMA 2024a). This digital gender gap shuts women out of the economic opportunities offered by the Internet. This report provides insights into the key barriers and promising approaches related to women’s digital literacy and digital financial capability. It explores the challenges hindering women’s adoption of digital literacy, ranging from insufficient broadband connectivity and affordability issues to restrictive social and gender norms. The paper provides a practical guide to operational teams, program designers, and policymakers for developing basic digital literacy programs tailored for women in low- and middle-income countries. By showcasing emerging strategies and initiatives, it presents actionable solutions for advancing women’s digital literacy.
