Abstract
The city of eThekwini or Durban has undergone a period of rapid urbanization that has contributed to the degradation of the city’s natural environment. Climate change is placing further strains on the city’s ability to manage the urban environment. The urban environmental profile of eThekwini has been prepared as the first component of the assignment promoting green urban development in Africa: enhancing the relationship between urbanization, environmental assets and ecosystem services, a project being conducted under the leadership of the World Bank. An overall objective of this project is to link the study of urban environmental issues with the advancement of more sustainable urban growth. The profile summarizes the existing quality of the terrestrial and other aquatic environmental assets, identifies the key drivers that are the cause of their vulnerability, and describes the key institutional challenges and constraining factors that limit the city’s ability to address environmental management challenges. Identification of the key environmental assets and key drivers of environmental degradation within the city required a more comprehensive review of reports on urban planning and infrastructure services. The urban environmental profile is organized as follows: section one gives introduction. Section two, eThekwini context, sets the background, and context of the study of Durban, providing an overview of the impacts of urbanization and climate change and drawing the link to the urban environment. Section three, quality of the environmental assets of eThekwini describes the state of the key environmental assets of eThekwini: the terrestrial assets, aquatic assets, coastal assets, and the air, and attempts to infer the associated historic and current trends. Section four, drivers of environmental vulnerability and degradation describes the key issues that are driving degradation, the impacts caused, and the reason for these challenges. Section five, institutional issues and challenges describes the key factors that constrain the eThekwini‘s ability to effectively address environmental management challenges. Section six, key findings provides a synthesis of key findings of the study.

Publication Mitigating Climate Change through Restoration and Management of Coastal Wetlands and Near-shore Marine Ecosystems : Challenges and Opportunities(World Bank, Washington, DC, 2011-03)There is overwhelming consensus amongst climate scientists that the Earth's warming in recent decades has been caused primarily by human activities that have increased the amount of greenhouse gases (GHGs) in the atmosphere. To mitigate the most serious impacts of climate change a range of different strategies to lower carbon dioxide (CO2) concentrations in the atmosphere are required. Building on outcomes and recommendations from various coastal carbon activities, this report explains the GHG dynamics of coastal wetlands and marine ecosystems (chapter two). The importance of coastal wetland and near-shore marine ecosystem carbon pools for climate change mitigation are described in chapter three, with a brief overview of the status of these systems, including drivers of change and implications of degradation of carbon pools, provided in Chapter four. Chapter five gives an overview of policy opportunities under ongoing United Nation Framework Convention on Climate Change (UNFCCC) negotiations and through revision of Intergovernmental Panel on Climate Change (IPCC) carbon accounting methodologies and eligible mitigation activities for developing as well as developed countries. The main recommendations for action are summarized in chapter six.Publication Sustainable Land Management Sourcebook(Washington, DC, 2008)This sourcebook is intended to be a ready reference for practitioners (including World Bank stakeholders, clients in borrowing countries, and World Bank project leaders) seeking state-of-the-art information about good land management approaches, innovations for investments, and close monitoring for potential scaling up. This sourcebook is divided into three parts: the first part identifies the need and scope for sustainable land management (SLM) and food production in relation to cross-sector issues such as freshwater and forest resources, regional climate and air quality, and interactions with existing and emerging infectious diseases. It introduces the concept of production landscapes and analysis of trade-offs and establishes a framework for linking indicators that provide a measure of the outcomes of SLM. It then categorizes the diversity of land management (that is, farming) systems globally and the strategies for improving household livelihoods in each type of system. For the farming system types, a set of SLM principles and common but important issues for future investments are identified. The second part of the sourcebook focuses on three major farming system types and presents a range of investment notes and innovative activity profiles. The third part provides users of the source book with easy-to access, web-based resources relevant for land and natural resource managers. Section six, provides a synthesis of key findings.Publication Using Forests to Enhance Resilience to Climate Change : What Do We Know About How Forests Can Contribute to Adaptation?(Washington, DC, 2012-11)The global dialogue surrounding the United Nations framework convention for climate change has focused on two strategies for addressing challenges associated with climate change: (1) mitigation (reducing the accumulation of greenhouse gases (GHG) in the atmosphere); and (2) adaptation (reducing the vulnerability of societies and ecosystems to the impacts of climate change). Forests feature in both of these strategies. The role of forests as stores of carbon and therefore in reducing GHG emissions has been captured in the efforts associated with reducing emissions from deforestation and degradation and enhancing carbon stocks (REDD+). The report points to how forests will respond to climate change, and advocates strengthening the ability of institutions to deliver on sustainable forest management, which will help with the resilience of forest systems. This working paper presents a review of relevant work on forests and the services, and the use of forests and trees in adaptation. The paper starts with a brief discussion about climate change. It also provides a conceptualization of how to link forest services with their use for adaptation (more specifically, ecosystem-based adaptation). This report is structured as follows: chapter one gives introduction; chapter two focuses on climate change; chapter three presents vulnerability and climate change adaptation; chapter four introduces the ecosystem-based adaptation; chapter five deals with forests and adaptation; and chapter six gives conclusions and way forward.Publication Policy and Investment Priorities to Reduce Environmental Degradation of the lake Nicaragua Watershed (Cocibolca) : Addressing Key Environmental Challenges - Study 2(Washington, DC, 2010-06-29)Globally, an estimated 24 percent of the disease burden (healthy life years lost) and an estimated 23 percent of all deaths (premature mortality) are attributable to environmental risks (World Health Organization, or WHO 2006). The burden of disease is unequally shared, with the children and the poor being particularly affected. Among children between the ages 0 and 14, the proportion of deaths attributable to environmental risks, such as poor water and sanitation, indoor air pollution and vector-borne diseases, is estimated to be as high as 36 percent (WHO 2006). Several key messages have emerged from the process of putting together this study: (i) environmental health risks impose a significant burden on Nicaragua's economy, amounting to 2.6 billion Nicaraguan Cordoba (NIO) or 2.4 percent of the country's Gross Domestic Product (GDP), and result in premature deaths and infections, especially in children under five; (ii) cost-effective interventions to address these environmental health risks exist and should be prioritized in Nicaragua; (iii) country-specific health and environmental data are somewhat limited, especially in the case of air quality, and data collection and monitoring need to be further strengthened; and (iv) the capacity of Ministry of Environment and Natural Resources (MARENA) and Ministry of Health (MINSA) staff to conduct environmental health costing analysis needs to be strengthened through proper training.

Publication Mangroves as Protection from Storm Surges in a Changing Climate(World Bank, Washington, DC, 2016-03)Adaptation to climate change includes addressing sea level rise and increased storm surges in many coastal areas. Mangroves can substantially reduce the vulnerability of the adjacent coastal land from inundation and erosion. However, climate change poses a large threat to mangroves. This paper quantifies the coastal protection provided by mangroves for 42 developing countries in the current climate, and a future climate change scenario with a one-meter sea level rise and 10 percent intensification of storms. The benefits of the coastal protection provided by mangroves are measured in terms of population and gross domestic product at a reduced risk from inundation; the loss of benefits under climate change is measured as the increased population and gross domestic product at risk. The findings demonstrate that although sea level rise and increased storm intensity would increase storm surge areas and the amounts of built resources at risk, the greatest impact is the expected loss of mangroves. Under current climate and mangrove coverage, 3.5 million people and roughly $400 million in gross domestic product of are at risk. In the future climate change scenario, the vulnerable population and gross domestic product at risk would increase by 103 and 233 percent, respectively. The greatest risk is in East Asia, especially in Indonesia, the Philippines, and Myanmar.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Assessing the Impact of Sea Level Rise and Resilience Potential in the Caribbean(World Bank, Washington, DC, 2020-09-22)The Caribbean region suffers major economic losses from natural hazards such as flooding due to storms, cyclones, extreme waves, winds and precipitation, coastal erosion, volcanic eruptions and landslides. Consequently, as typical at most small coastal states, when a disaster strikes, a large part of the population, infrastructure and businesses, generally concentrated in the coastal areas, are directly or indirectly affected. Climate change and sea level rise (SLR), in combination with socio-economic growth, are likely to exacerbate this situation, which is already critical for many of these countries. In particular, the effect of SLR will lead to more frequent and intense flooding events and chronical coastal erosion, with a direct effect on the local and regional economies. In this study, a regional estimation of the effects of SLR in terms of coastal flooding and erosion of sandy beaches was carried out for 18 countries in the Caribbean with the aim of deriving proxies to evaluate the resilient potential of each country and their potential to adaptation. The (change in) risk resulting from SLR was estimated until 2100 under different SLR scenarios and socio-economic pathways.Publication Maldives Country Climate and Development Report(Washington, DC: World Bank, 2024-06-27)The Maldives Country Climate and Development Report (CCDR) analyses climate change and development challenges and opportunities in the country in an integrated manner. The report focuses on the Maldives achieving six high-level objectives: (1) improving macroeconomic stability and fiscal space to enable climate action, (2) mobilizing climate finance, (3) enhancing the climate resilience of islands and infrastructure, (4) enhancing the climate resilience of ecosystems, (5) enhancing the climate resilience of livelihoods (fishers and tourism), and (6) unlocking the development benefits from green transitions in energy, mobility, and waste sectors. The CCDR contributes original research into key dimensions of climate resilience in the Maldives, including sea-level rise impact modeling on land, infrastructure, and economic activities; ocean heating impact modeling on fishing and coral reef degradation; and survey work to understand climate change adaptation efforts of and associated challenges faced by tourist resorts. The recommendations presented in the CCDR will support the country in facilitating its climate resilience and green transitions, giving due consideration to the macroeconomic vulnerabilities at the time of releasing the report.Publication Sea-Level Rise and Storm Surges : A Comparative Analysis of Impacts in Developing Countries(2009-04-01)An increase in sea surface temperature is evident at all latitudes and in all oceans. The current understanding is that ocean warming plays a major role in intensified cyclone activity and heightened storm surges. The vulnerability of coastlines to intensified storm surges can be ascertained by overlaying Geographic Information System information with data on land, population density, agriculture, urban extent, major cities, wetlands, and gross domestic product for inundation zones likely to experience more intense storms and a 1 meter sea-level rise. The results show severe impacts are likely to be limited to a relatively small number of countries and a cluster of large cities at the low end of the international income distribution.
