Benefits of Joint Land Titling in Vietnam

Abstract
The study assesses the impact of different types of land use rights certificates (LURC) on individual and household welfare, expanding on the previous research of Menon, Rodgers, and Kennedy (2016), which assessed the effects of LURCs on agricultural land on household welfare. This study considers more recent data from the Vietnam Household Living Standards Survey (VHLSS) of 2014 in addition to VHLSS data from 2002–08 and includes an analysis of LURCs for agricultural as well as residential land. The study findings are presented below in three sections. The first is an analysis of land use and LURC distribution trends based on the VHLSS data. The second draws on a group of impact evaluations that compares the effects of having different types of LURCs. We regress individuals' employment and health care outcomes on whether their name was included on a LURC. The treatment variables are whether one has been issued an agricultural or residential LURC, with controls for age, education, ethnicity, urban residence, household consumption, land area, and district. We also regress household-level outcomes—expenditures, credit levels, and incomes—on whether the household's LURC is singly or jointly titled. Notably, the distribution of LURCs is not randomized, making it difficult to estimate the causal effects of LURC status and thereby limiting the conclusions that can be drawn. The third section, using 2014 demographic data and LURC distributions, offers a cost-benefit analysis of efforts to convert and reissue all remaining singly titled LURCs to jointly titled ones. We estimate the benefit as the impact difference between single- and jointly titled LURCs as calculated in the impact evaluation section and estimate costs as those of reissuing a LURC.

    How Urban Land Titling and Registry Reform Affect Land and Credit Markets

    Using spatial fixed effects and time-varying controls, this paper draws on complete registry data for 1981–2019, supplemented by satellite imagery, to analyze impacts of urban land titling for some 40,000 grid cells in Lesotho. Beyond confirming the short-term impacts on female co-ownership and investment, previously reported, the paper documents medium-term impacts on land sale and mortgage market activity and women’s participation in these markets. Although titling was instrumental in ensuring the effectiveness of an earlier legal reform that allowed women to be co-owners of land, the credit and land market effects are due not to titling but to changes in policy to reduce the transaction cost of registering land that took effect just before titling started. Downward shifts in the time required to register transactions support this interpretation. The paper concludes by discussing what the evidence implies for design and evaluation of property registration programs.

    Does Parental Disability Matter to Child Education? Evidence from Vietnam

    This paper examines the effect of parental disability on school enrollment and educational performance for children in the 2006 Vietnam Household Living Standards Survey. Results from instrumental-variables regressions indicate that children of parents with a disability have a lower enrollment rate in primary and secondary school of about 8 percentage points: 73 percent compared with 81 percent. However, the association of parental disability with educational performance is small and not statistically significant. The conclusion of the paper is that to achieve the Millennium Development Goal of universal primary school as well as increased coverage of secondary education, the government should have policies and programs that either directly support the education of children with disabled parents and/or have policies that support disabled adults, thus lessening the incentive for their children not to attend school.

    Migration in Vietnam

    The authors investigate determinants of individual migration decisions in Vietnam, a country with increasingly high levels of geographical labor mobility. Using data from the Vietnam Household Living Standards Survey (VHLSS) of 2012, the authors find that probability of migration is strongly associated with individual, household and community-level characteristics. The probability of migration is higher for young people and those with post-secondary education. Migrants are more likely to be from households with better-educated household heads, female-headed households, and households with higher youth dependency ratios. Members of ethnic minority groups are much less likely to migrate, other things equal. Using multinomial logit methods, we distinguish migration by broad destination, and find that those moving to Ho Chi Minh City or Hanoi have broadly similar characteristics and drivers of migration to those moving to other destinations. The authors also use VHLSS 2012 together with VHLSS 2010, which allows us to focus on a narrow cohort of recent migrants, those present in the household in 2010, but who have moved away by 2012. This yields much tighter results. For education below upper secondary school, the evidence on positive selection by education is much stronger. However, the ethnic minority ‘penalty’ on spatial labor mobility remains strong and significant, even after controlling for specific characteristics of households and communes. This lack of mobility is a leading candidate to explain the distinctive persistence of poverty among Vietnam’s ethnic minority populations, even as national poverty has sharply diminished.

    Analysis of the Impact of Land Tenure Certificates with Both the Names of Wife and Husband in Vietnam

    The 2003 land law defines that the Land Tenure Certificate (LTCs) carries both the wife's and husband's names. Theoretically, the requirement of both the wife's and husband's names on the LTCs aims at enabling the wife to participate more actively in household economic production for poverty reduction, and to protect the rights of the woman in the event of civil disputes over the land that has been provided with a LTCs. A field-based research was conducted in order to assess whether the joint-title LTCs has had positive impacts on the household in general and on the woman's roles in the household in particular, as intended by the 2003 land law. The report is organized in three sections: (1) introduction; (2) study findings with five contents: access to credit; investment opportunities and outcomes; land use rights security; impacts on women's position in family and in community; and issuance and conversion of LTCs; and (3) proposals to land administration agencies.

    How Land Title Affects Child Labor?

    Secure property rights are considered a key determinant of economic development. However, evaluation of the causal effects of land titling is a difficult task. Since 2004, the Brazilian government, through a program called "Papel Passado," has issued titles to more than 85,000 families and has the goal to reach 750,000. Another topic in public policy that is crucial for developing economies is child labor force participation. In Brazil, about 5.4 million children and teenagers between 5 and 17 years old are working full time. This paper examines the direct impact of securing a property title on child labor force participation. In order to isolate the causal role of ownership security, this study uses a comparison between two close and similar communities in the City of Osasco case (a town with 650,000 people in the São Paulo metropolitan area). The key point of this case is that some units participate in the program and others do not. One of them, Jardim Canaã, received land titles in 2007; the other, Jardim DR, given fiscal constraints, will not be part of the program until 2012, and for that reason became the control group. Estimates, generated using the difference-in-difference econometric technique suggest that titling results in a substantial decrease in child labor force participation for the families that received the title compared with the others. These findings are relevant for future policy tools for dealing with informality and how it affects economic growth.

    The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    The Journey Ahead

    The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
