Abstract
The overall objective of this Learning and Innovation Credit (2000-2003: US$3.8 million) was to further develop and assess the merits of bilingual education in Mali, in terms of financial and educational sustainability. The project was designed at a time when the education system was facing the following problems: (i) low enrollments, including gender and regional imbalances; (ii) poor learning results in primary schools; (iii) low efficiency in public education; (iv) poor accessibility to education for all children; (vi) proliferation of models for community involvement in schooling; and (vii) central management. To achieve its objective, the approach taken was to introduce a bilingual education model - pedagogie convergente - in six languages as the basis for introducing curricular revisions, producing textbooks based on the changed curricula, testing teaching and learning materials, testing student achievement at the end-of-project to determine the model's efficacy, and building community partnerships to elicit local support for introducing the model at the primary education level.

Publication Toward High-Quality Education in Peru : Standards, Accountability, and Capacity Building(Washington, DC, 2007)One of the principal challenges in reducing poverty and accelerating development in Peru is improving the quality of education. This book is a contribution from the World Bank to the debate over how to improve the quality of education. The book has three main recommendations that, to be successful, should be implemented sequentially. First, it is necessary to generate basic standards, quality goals, and quality measurement systems. Second, once quality can be measured a clear system of accountability should be implemented based on these standards and quality goals. Third, once there are standards and systems of accountability, investment is needed to strengthen the institutional capacity of the providers.Publication Teaching Mathematics Effectively to Primary Students in Developing Countries(World Bank, Washington, DC, 2008-12-30)This paper uses research from neuroscience and the psychology of mathematics to arrive at useful recommendations for teaching mathematics at primary level to poor students in developing countries. The enrollment rates of the poorer students have improved tremendously in the last decade. And the global Net Enrollment Ratio (NER) has improved since 2001 from 83.2 percent to 90-95 percent except in Sub-Saharan Africa and South Asia. Making teaching of math and other subjects efficient for the poor in developing countries is a great challenge, particularly in south Asia and Sub-Saharan Africa. Many developing countries have explored new means of teaching math and other subjects. Mongolia changed its mathematics education, aiming to build a new set of priorities and practices, given the abandonment of earlier traditions. Similar to international trends of the time, South Africa in the 1990s extensively applied the constructivist learning philosophy which relied on exploration and discovery, with little emphasis on memorization, drill, In conformity with a belief that teachers could develop their own learning programs, there was virtual absence of a national or provincial syllabus or textbooks. Students were expected to develop their own methods for arithmetic operations, but most found it impossible to progress on their own from counting to actual calculating. This study integrates pertinent research from neuroscience and the psychology of mathematics to arrive at recommendations for curricular and efficient means of mathematics instruction particularly for developing countries and poor students at primary level. Specifically, the latest research in neuroscience, cognitive science, and discussions of national benchmarks for primary school mathematics learning, form the basis of our recommendations. These recommendations have a reasonable chance of working in the situational contexts of developing countries, with their traditions and resources.Publication Decentralized Service Delivery for the Poor : Volume 2, Background Papers(Washington, DC, 2006-08)This report on the decentralized service delivery for the poor is structured in two volumes. Volume one is a cross-sectoral report, the core report. The first part includes the program and performance overview which describes the programs (including their poverty goals) and their process of decentralization, the overview of expenditures, the access of the poor to these services, and the evidence on the quality of services. The second part of the core report is on the institutional dimensions of decentralized service delivery which includes the World Development Report (WDR) 2004-type framework of accountability, adapted to the situation in Mexico. Volume two contains the sectoral pieces. For this report-the third phase of a programmatic series of studies on poverty in Mexico-Mexico's social cabinet requested that the Bank analyze service delivery of a specific list of programs that are essential to the government's development strategy in the context of decentralization. The elements of the government's strategy considered here-basic education, health care for the population without social security coverage, local social infrastructure, and local rural development-all aim directly or indirectly to reduce poverty. Both social and economic services shape the opportunities of poor people. Social services contribute to human capital formation and risk management, while economic services shape access to markets. The analysis presented in this report does not pretend to be exhaustive of decentralized service delivery for the poor. Important areas for future research include the following: (i) analysis of the compliance of the law or of the detail regulations in programs; (ii) systematic comparisons of state interventions in the sectors analyzed in this report; (iii) analysis of the implications and requirements to implement per capita funding in health and education, and freedom to choose providers; and (iv) systematic compilation of information at the state and municipal level on the performance of the programs.Publication Learning Outcomes in Thailand : What Can We Learn from International Assessments?(World Bank, 2012-01-01)Education quality is crucial to Thailand's future economic success. While lower-income countries in East Asia are experiencing a bulge in their youth population, Thailand's youth labor force is expected to decline by 10 percent over the next decade. As a result, the labor-intensive comparative advantage that contributed significantly to Thailand's past economic performance will diminish. This means that it is essential for Thailand to develop the human capital of its declining young work force to ensure the country's future competitiveness and economic growth. Education is a significant component of human capital development, the economic benefits of which are firmly established in the policy literature to have a positive effect on economic growth. However, the success or failure of education in terms of increasing productivity and growth depends crucially on its quality. Thailand has participated in two international student assessments to measure the quality of education: Organization for Economic Co-operation and Development (OECD's) Program for International Student Assessment (PISA) and the IEA's Trends in Mathematics and Science Study (TIMSS). This study also supports policy dialogue on improving accountability mechanisms for publically funded private schools. The above findings reveal that public schools outperform private schools even though private schools receive public funding. The implication is that the accountability mechanism for private schools that receive public funding needs to be improved in order to ensure that private schools are providing high quality services. There are several international examples of strong accountability mechanisms for publically funded private schools. One example is the voucher scheme used in the Netherlands. This provides schools with equal funding per student with which schools have considerable freedom on how to use this funding; however, they must meet specific performance requirements.Publication A Review of the Bulgaria School Autonomy Reforms(Washington, DC, 2010-06-25)The sweeping decentralization reform of the education system introduced by the Government in 2007 to promote greater school autonomy and more efficient spending produced impressive efficiency gains and set the foundation for better adjustment to local needs. Despite initial successes, lingering concerns remain about the accountability of schools to the local community. Thus, as a part of a continued engagement with the Government of Bulgaria, this study records the achievements of the reforms and highlights outstanding challenges. Its aim is to assess progress in the functioning of the model of delegated financing and governance in the education sector. The study aims to identify where the model could be strengthened to further improve the achievement of the objectives of the reform. The study focuses on four questions: (1) To what extent are the reforms leading to a more efficient system? (2) Is there any evidence that the quality of education had been impacted by these reforms? (3) What is the equity impact of the school closures? (4) How are accountability mechanisms affecting the role of the major stakeholders?

Publication FY 2024 Seychelles Country Opinion Survey Report(Washington, DC: World Bank, 2025-01-27)The Country Opinion Survey in Seychelles assists the World Bank Group (WBG) in better understanding how stakeholders in Seychelles perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral and bilateral agencies, media, academia, the private sector, and civil society in Seychelles on: (1) their views regarding the general environment in Seychelles; (2) their overall attitudes toward the WBG in Seychelles; (3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in Seychelles; and (4) their perceptions of the WBG’s future role in Seychelles.Publication The World Bank Group in Georgia, 2014-23(Washington, DC: World Bank, 2025-07-30)This Country Program Evaluation assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. In the decade leading up to the evaluation period, Georgia pursued economic reforms to attract critical investments for becoming a regional trade and transport hub. Ambitious economic reforms went hand in hand with efforts to improve human development and strengthening social protection systems. Growing geopolitical tensions and internal political polarization have challenged Georgia’s reform progress in recent years. The Bank Group’s strategy adapted well to Georgia’s development needs and was well coordinated with other development partners. It successfully employed a range of instruments to help increase competitiveness, growth, and job creation, and effectively contributed to improved infrastructure and increased trade by using programmatic and innovative approaches. The Bank Group’s regular investments in analytical work and the switch to results-based programmatic support helped improve the efficiency and effectiveness of education and health care systems. The IEG offers the following lessons based on the evidence and analysis in the Country Program Evaluation: (i) Prioritizing Bank Group support around the move towards deeper regional integration was an effective anchor for key economic reforms for economic convergence. (ii) Pursuing a selective and adaptive approach in a country with high implementation capacity and institutions, strong coordination among development partners, and access to a wide range of external resources can allow the Bank Group to exercise significant influence in areas of comparative advantage and global expertise. (iii) A stronger focus on outcome-based programmatic approaches helped to build local capacity and crowd-in partner financing.Publication FY 2025 China Country Opinion Survey Report(Washington, DC: World Bank, 2025-08-04)The Country Opinion Survey in China assists the World Bank Group (WBG) in better understanding how stakeholders in China perceive the WBG. Over the past decade, Tanzania has experienced resilient growth, with an average annual per capita GDP increase of 2.2%. However, poverty remains widespread and slow to decline, underscoring the need for more inclusive growth. The report examines the Bank Group's strategic and operational approaches during this period, which were aligned with Tanzania's development priorities and focused on industrialization, human development, and public sector reforms. The evaluation includes thematic chapters on the Bank Group's support for private sector-led growth and spatial transformation, as well as lessons to inform future support to the country.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
