Developing an Adaptive Global Exposure Model to Support the Generation of Country Disaster Risk Profiles

Abstract
Corresponding to increased realization of the impacts of natural hazards in recent years and the need for quantification of disaster risk, there has been increasing demand from the public sector for openly available disaster risk profiles. Probabilistic disaster risk profiles provide risk assessments and estimates of potential damage to property caused by severe natural hazards. These profiles outline a holistic view of financial risk due to natural hazards, assisting governments in long-term planning and preparedness. A Country Disaster Risk Profile (CDRP) presents a probabilistic estimate of risk aggregated at the national level. A critical component of a CDRP is the development of consistent and robust exposure model to complement existing hazard and vulnerability models. Exposure is an integral part of any risk assessment model, capturing the attributes of all exposed elements grouped by classes of vulnerability to different hazards, and analyzed in terms of value, location and relative importance (e.g. critical facilities and infrastructure). Using freely available (or available at minimum cost) datasets, we present a methodology for an exposure model to produce three independent geo-referenced databases to be used in national level disaster risk profiling for the public sector. These databases represent aggregated economic value at risk at 30 arc-second spatial resolution (approximately 1 × 1-km grid at the equator) using a top-down (or downscaling) approach. To produce these databases, the models used are: 1) a building inventory stock model which captures important attributes such as geographical location, urban/rural classification, type of occupancy (e.g. residential and non-residential), building typology (e.g. wood, concrete, masonry, etc.) and economic (replacement) value; 2) a non-building infrastructure density and value model that also corresponds to the fiscal infrastructure portion of the Gross Capital Stock (GCS) of a country; and 3) a spatially and sectorially disaggregated Gross Domestic Product (GDP) model that relates to the production (flow) of goods and services of a country. These models can be adapted to produce - independently or cohesively - a composite exposure database. Finally, we provide an example of the model's use in economic loss estimation for the reoccurrence of the 1882 Mw 7.8 Panama earthquake.

    Consistent Yet Adaptive Global Geospatial Identification of Urban–Rural Patterns

    The main motivation of this paper is to shed new light on the problem of spatial identification of urban and rural areas globally, and to provide a compatible disaggregation framework for linking associated country-specific, non-spatial data compilations, such as building type inventories. Existing homogeneously set-up global urban extent models commonly ignore local-level specifics. While global consistency and regional comparability of urban characteristics are much strived-for goals in the global development and remote sensing communities, non-conformity at the national level often renders such models inapplicable for effective decision-making. Furthermore, the focus on identifying ‘urban’ leads to an ill-defined ‘rural’, which is simply defined by contrast as ‘everything else’; a questionable definition when referring to strongly spatially localized residential patterns. In this paper we introduce the novel iURBAN geospatial modeling approach, identifying Urban–Rural patterns in Built-up-Adjusted and Nationally-adaptive manner. The model operates at global scale, but at the same time conforms to country specifics. In this model, high-resolution, satellite-derived, built-up data is used to consistently detect global human settlements at unprecedented spatial detail. In combination with global gridded population data, and with reference to national level statistical information on urban population ratios globally compiled in the annually-released UN World Urbanization Prospects, iURBAN identifies matching urban extents. Additionally, a novel reallocation algorithm is introduced which addresses the poor representation of rural areas that is inherent in existing global population grids. Associating all of the population with inhabitable, built-up area and conforming to national urban–rural ratios, iURBAN sets a new standard by enabling careful consideration of both urban and rural as opposed to traditional urban-biased approaches.

    Disaster Risk Finance for Adaptive Social Protection

    Countries in the Latin America and the Caribbean (LAC) region are highly exposed to frequent natural hazards leading to disasters. Usually, poor and vulnerable populations are adversely affected by the effects of disasters since they have less ability to cope and recover. Rapid assistance in the immediate aftermath of a disaster is an essential part of strengthening resilience and protecting the welfare of poor and vulnerable households. If ex-ante physical and financial measures are not included in disaster preparedness, there can be considerable delays in post-disaster response, potentially significantly exacerbating the adverse human and economic conditions of the poor and vulnerable, pushing them deeper into poverty. Social Protection (SP) has an important role in helping the poor and vulnerable populations cope with the impacts of natural hazards as well as building long-term resilience. Ensuring the availability of financing to scale-up Social Protection after disasters is therefore critically important for LAC countries. LAC countries have demonstrated experiences using various risk financing approaches and participating in risk financing arrangements. Despite this, few countries have established mechanisms to guarantee scaled-up SP support following disaster events. This note aims to improve understanding of Disaster Risk Financing (DRF) approaches among SP practitioners and outlines what LAC countries need to prioritize in order to ensure that appropriate financing arrangements are in place to support effective post-disaster SP response.

    Sierra Leone Disaster Risk Management Diagnostic Note

    Sierra Leone is prone to natural hazards such as floods, landslides, tropical storms, coastal erosion, and droughts that cause severe economic damage and loss of lives with disproportionate effects on the poorest and most vulnerable. Climate change and underlying socioeconomic factors, such as the increase in urban population exposed to disasters, poverty, and low levels of economic development will most likely aggravate the impact of adverse natural events in the future. These further strains the coping capacity of Sierra Leone as a country which is still recovering from the Ebola outbreak of 2014-2016 and the current Coronavirus (COVID-19) pandemic. Epidemics and other health-related risks including cholera and dengue fever outbreaks in the aftermath of floods are another key concern, as evidenced by the fact that between 1980 and 2010, epidemics were the deadliest hazard in Sierra Leone, responsible for deaths due to disasters. This diagnostic note focuses on the disaster risk management in Sierra Leone as of 2020.

    Disaster Risk Financing in the Caribbean Region - Framework and Assessments

    The Caribbean Disaster Risk Financing (DRF) framework of the World Bank has been collaboratively designed in partnerships with Caribbean Governments and local and international stakeholders. The framework helps consolidate and preserve physical disaster risk reduction measures in countries by limiting the residual fiscal impacts, caused by the materialization of public contingent liabilities in the wake of a disaster. Most Caribbean countries show strong volatilities in their budgets in the wake of disasters or during a health crisis such as the current Covid-19 pandemic. Their economies have historically lacked enough diversity to be flexible in adapting to rapid and, in some cases, relatively frequent economic shocks caused by disasters. A comprehensive DRF strategy helps alleviate the financial burden of disaster response and, ultimately, ensure the sustainability of public finances.

    Mangroves as a Coastal Protection of Local Economic Activities from Hurricanes in the Caribbean

    In recent decades, hurricane frequency and intensity have increased in the Caribbean basin. From 2000 to 2012, more than 100 hurricanes impacted lives, infrastructure, gross domestic product, and natural environments along the coastal shorelines. Recent academic references mention that the dense root system of mangrove forests might mitigate the impact of hurricanes, which would help stabilize the coastline and prevents erosion from waves and storms. Many tropical mangroves are found on the coasts of Caribbean islands, unfortunately, these wetland ecosystems have been cleared at a rate of one percent per year since the nineties by climatic and anthropogenic events. Given this critical context, this study quantifies the causal effects hurricane windstorms on local economic activity, using as a proxy nightlights in the Caribbean region at the highest spatial resolution data available (1 square kilometer), and then measure the level of mangrove natural protection against the impact of hurricanes, employing different widths of the mangroves belt, which leads to a broader socio-economic and environmental perspective study. The results suggest that major hurricanes show negative effects of approximately two percent in nightlights and even a greater negative impact of sixteen percent in storm surge prone areas. However, the presence of mangroves on the coast minimizes the impact of hurricanes, shows a reduction of nightlights between one and six percent. The paper contributes to the literature of natural coastal protection against natural disasters by providing robust estimates of the causal effects of major hurricanes windstorms in the Caribbean, producing regional evidence that could improve targeting of environmental policies and disaster risk management toward those most impacted islands.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.

    The Container Port Performance Index 2023

    The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
