Abstract
The objective of this report, therefore, is to provide a comprehensive analysis of the development of the renewable power generation sector in the country over a period of ten years, from 1996 to 2006, as a reference for the design of future policy and market interventions in Sri Lanka and other countries. This analysis aims to assist stakeholders to assess the potential for growth in terms of energy contribution from indigenous renewable resources, private sector investment and rural infrastructure development. The report also serves to reveal the conflicting priorities of stakeholders, which impact the development of indigenous energy resources, and thereby create a platform for constructive debate towards realizing a sustainable and optimal outcome for the country.

Publication Caribbean Regional Electricity Supply Options : Toward Greater Security, Renewables and Resilience(World Bank, 2011-01-01)The Caribbean region continues to be plagued by high and volatile fuel prices, with limited economies of scale or diversity in electricity supply. Although several studies have examined alternative resource options for the region, they often only consider solutions for individual countries in isolation. When one looks at the Caribbean, however, it is apparent that the short distances between islands and market sizes present opportunities to benefit from regional solutions. Indeed, increasing interconnection in the Caribbean could pave the way for greater energy security, a larger use of renewable and enhanced climate resilience. The idea of regional interconnections is not new: gas pipelines are widely used to interconnect gas supply with gas demand, and electricity market interconnections have become the norm around the world. However, this option does not appear to have received the attention it merits in the specific context of the Caribbean. While this study analyzes a small subset of the imaginable regional energy options for the Caribbean, it shows that regional solutions warrant further study. This synthesis report builds from the technical report that the World Bank commissioned from Nexant, entitled-Caribbean regional electricity generation, interconnection, and fuels supply strategy. It analyzes a range of regional options. Although further analysis is required, the hope is that this synthesis report will help to fuel the conversation about interconnected development pathways for the Caribbean.Publication Wind Power Development : Economics and Policies(2009-03-01)This study reviews the prospects of wind power at the global level. Existing studies indicate that the earth's wind energy supply potential significantly exceeds global energy demand. Yet, only 1 percent of the global electricity demand is currently derived from wind power despite 40 percent annual growth in wind generating capacity over the past 25 years. More than 98 percent of total current wind power capacity is installed in the developed countries plus China and India. It has been estimated that wind power could supply 7 to 34 percent of global electricity needs by 2050. However, wind power faces a large number of technical, economic, financial, institutional, market, and other barriers. To overcome these barriers, many countries have employed various policy instruments, including capital subsidies, tax incentives, tradable energy certificates, feed-in tariffs, grid access guarantees and mandatory standards. Besides these policies, climate change mitigation initiatives resulting from the Kyoto Protocol (e.g., CO2-emission reduction targets in developed countries and the Clean Development Mechanism in developing countries) have played a significant role in promoting wind power.Publication Ukraine : Investment Plan for the Clean Technology Fund(Washington, DC, 2010-01)This report describes the Ukraine Investment Plan for the Clean Technology Fund. Ukraine is a lower middle income country, with GDP per capita of US$1,940 in 2006. After a decade of steep economic decline, economic growth rebounded in 2000 and GDP grew by about 7.5 percent per year on average until 2007. To recover its economic growth and improve competitiveness, Ukraine will need to address a combination of challenges. Improving the energy efficiency of the economy and thereby reducing its vulnerability to further import price shocks, as well as modernizing the energy sector to make it more efficient, are among those challenges. The Energy Strategy of Ukraine for the Period until 2030, adopted in 2006, provides a platform for addressing these issues over the three distinct phases of development envisaged for the country. Energy and industry are the priority sectors for intervention as they account for 69 percent and 22 percent of country s GHG emissions, respectively The interventions with the highest potential for reducing GHG emissions in Ukraine are: (1) energy efficiency; (2) increased use of nuclear power; (3) implementation of high efficiency combustion technologies and carbon capture and storage (CCS) for new coal-fired plants; and (4) renewable energy.Publication How Much Could South Asia Benefit from Regional Electricity Cooperation and Trade?(World Bank, Washington, DC, 2015-06)The South Asia region is lagging behind many regions in the world in regional electricity cooperation and trading, despite the huge anticipated benefits. This study uses an electricity planning model that produces optimal expansion of electricity generation capacities and transmission interconnections in the long-term to quantify the benefits of unrestricted cross-border electricity trade in the South Asia during 2015–40. The study finds that the unrestricted electricity trade provision would save US$226 billion (US$9 billion per year) of electricity supply costs over the period. The ratio of the present value of benefits, in the form of reduction of fuel costs, to the present value of increased costs due to generation and interconnection would be 5.3. The provision would reduce regional power sector carbon dioxide emissions by 8 percent, mainly because of substitution of coal-based generation with hydro-based generation, although regional emissions would be well above current levels absent other policy interventions. To achieve these benefits, the region is estimated to add 95,000 megawatts of new cross-border transmission interconnection capacity.Publication Latin America and the Caribbean Region Energy Sector : Retrospective Review and Challenges(World Bank, Washington, DC, 2009-06)During the 90s, most countries in Latin America and the Caribbean Region (LCR) supported by the World Bank, implemented a market-oriented reform in the energy sector to promote competition, economic regulation and greater private sector participation, as the main instruments to improve the quality, reliability and efficiency of energy services, and improve the government's fiscal position and increase affordable access to modern energy services for the poor. This report comprises an assessment of the energy sector reform in the region: its achievements, difficulties, lessons learnt and current status; an assessment of the future needs of the energy sector investment and financing requirements, constraints, and challenges; and a review of the role of development agencies in supporting the region's energy needs. The study is not a systematic analysis of the reform experience and needs of individual countries, which is not deemed necessary to define an energy strategy for the region, but rather an analysis of the main themes that are common to most countries, with reference to specific cases of individual countries, based on a review of the documentation available on the reform, and on current energy plans. The power sector reform in the region had a substantial positive fiscal impact. During the past 15 years, private investment in electricity in LCR amounted to about US$103 bn, about 60 percent in divestiture of public assets, and 40 percent in green-field projects. Investments in divestiture peaked at about US$21 bn at the time of the privatization of major distribution assets in Brazil, and almost vanished by 2002. Investments in green-field projects have been more stable during the past 10 years.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Guide to the Debt Management Performance Assessment Tool(Washington, DC, 2008-02-05)The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication The Mexican Social Protection System in Health(World Bank, Washington DC, 2013-01)With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million peoplePublication Crime and Violence in Central America : A Development Challenge - Main Report(World Bank, 2011-01-01)Crime and violence are now a key development issue for Central American countries. In three nations El Salvador, Guatemala, and Honduras crime rates are among the top five in Latin America. This report argues that successful strategies require actions along multiple fronts, combining prevention and criminal justice reform, together with regional approaches in the areas of drug trafficking and firearms. It also argues that interventions should be evidence based, starting with a clear understanding of the risk factors involved and ending with a careful evaluation of how any planned action might affect future options. In addition, the design of national crime reduction plans and the establishment of national cross-sectoral crime commissions are important steps to coordinate the actions of different government branches, ease cross-sectoral collaboration and prioritize resource allocation. Of equal importance is the fact that national plans offer a vehicle for the involvement of civil society organizations, in which much of the expertise in violence prevention and rehabilitation resides. Prevention efforts need to be complemented by effective law enforcement. The required reforms are no longer primarily legislative in nature because all six countries have advanced toward more transparent adversarial criminal procedures. The second-generation reforms should instead help deliver on the promises of previous reforms by: (i) strengthening key institutions and improving the quality and timeliness of the services they provide to citizens; (ii) improving efficiency and effectiveness while respecting due process and human rights; (iii) ensuring accountability and addressing corruption; (iv) increasing inter-agency collaboration; and (v) improving access to justice, especially for poor and disenfranchised groups. Specific interventions reviewed in the report include: information systems and performance indicators as a prerequisite to improve inter-institutional coordination and information sharing mechanisms; an internal overhaul of court administration and case management to create rapid reaction, one-stop shops; the strengthening of entities that provide legal counseling to the poor and to women; and the promotion of alternative dispute-resolution mechanisms and the implementation of community policing programs.
