Abstract
This study evaluates European Union (EU) experience of the mobility of skilled labor migrants after the 2004 and 2007 EU enlargements and from the European Neighborhood Policy (ENP) countries. The study concludes that migration generally improves the allocated efficiency of labor markets and there is little if any evidence of statistically significant or economically relevant negative aggregate effects of migration on receiving labor markets. While outflow of young and skilled workers may pose risks to sending countries' economic prospects and public finance, circular migration, brain gain, and remittances attenuate such risks, and have the potential to become powerful engines of convergence. Obstructive legislation and ill-designed migration policies impede migration and deprive sending and receiving of such potential benefits.

Publication Let Workers Move : Using Bilateral Labor Agreements to Increase Trade in Services(Washington, DC: World Bank, 2013-06-13)Unlike the movement of capital, the movement of labor across countries remains highly restricted-despite the huge global returns to international labor mobility. According to one estimate, allowing the temporary migration of skilled and unskilled workers equivalent to 3 percent of the workforces of the world's developed countries would increase global welfare by more than US$156 billion a year. The objective of this book is to identify and discuss possible options for increasing services trade through the temporary movement of people, as a complement, not a substitute, to what can be achieved at the World Trade Organization (WTO), regional, and bilateral levels through trade agreement. Bilateral labor agreements (BLAs) could play a complementary role provided they are designed with the aim of promoting services trade through the temporary movement of people and fulfill specific requirements, including requirements that ensure temporariness. In general, such agreements have not been designed to promote trade in services; they have traditionally been tailored to facilitate or manage labor migration flows. The book is divided into two parts. Chapters one to three assess what has been achieved so far in trade agreements in terms of the temporary movement of services providers. They also discuss the pros and cons of using BLAs as possible channels for the expansion of trade in services. Chapter's four to eight use case studies to examine the viability and performance of BLAs as a complement to other efforts to liberalize the temporary movement of people. They are based on the experiences of sending and receiving countries in Europe, North America, the Caribbean, and the Pacific. BLAs can be an attractive option for middle-income countries whose migratory flows are relatively small and do not generate fears in receiving countries. Source country governments should make credible commitments to ensure the temporary nature of these flows. In conjunction with the private sector, they should establish mechanisms for selecting the sectors to promote in target markets.Publication Demographic Alternatives for Aging Industrial Countries : Increased Total Fertility Rate, Labor Force Participation, or Immigration(World Bank, Washington, DC, 2005-12)The paper investigates the demographic alternatives for dealing with the projected population aging and low or negative growth of the population and labor force in the North. Without further immigration, the total labor force in Europe and Russia, the high-income countries of East Asia and the Pacific, China, and, to a lesser extent, North America is projected to be reduced by 29 million by 2025 and by 244 million by 2050. In contrast, the labor force in the South is projected to add some 1.55 billion, predominantly in South and Central Asia and in Sub-Saharan Africa. The demographic policy scenarios to deal with the projected shrinking of the labor forth in the North include moving the total fertility rate back to replacement levels, increasing labor force participation of the existing population through a variety of measures, and filling the demographic gaps through enhanced immigration. The estimations indicate that each of these policy scenarios may partially or even fully compensate for the projected labor force gap by 2050. But a review of the policy measures to make these demographic scenarios happen also suggests that governments may not be able to initiate or accommodate the required change.Publication Shaping the Future : A Long-Term Perspective of People and Job Mobility in the Middle East and North Africa(Washington, DC, 2009-01)The objective of this study is to provide a long-term perspective for the ongoing policy dialogue on the management of labor migration in Europe and the Middle East and North Africa (MENA) countries. It is organized as follows. Chapter one puts the report and migration in the context of the economic and social development in MENA countries. Chapter two provides the historical context of MENA migration patterns and an overview of the presence and skill characteristics of migrants in Organization for Economic Co-operation and Development (OECD) countries today. This chapter also discusses the potential for insourcing, that is, migration of jobs into the region as an alternative or complement to labor migration. Chapter three analyzes the demand and supply framework for migration, the determinants of migration patterns, and the potential demand for labor in the European Union (EU), and the characteristics and trends of MENA labor supply. Chapter four looks to the worldwide impact of demographic and labor force developments in the decades ahead and their implications on labor and job mobility. The chapter analyzes the likely population and labor force growth in Europe and MENA, the challenges this growth poses, and the scope for demographic arbitrage between the two regions. This chapter provides the basis for the fifth and concluding chapter. Chapter five covers the institutional setup and the various economic and social protection policies and practices worldwide that have a strong and positive bearing on migration flows and presents a conceptual framework on both the labor and job sending and receiving sides that can be used by policy makers to articulate, defend, and implement a collaborative approach to the challenges ahead.Publication Evidence on Policies to Increase the Development Impacts of International Migration(World Bank Group, Washington, DC, 2014-10)International migration offers individuals and their families the potential to experience immediate and large gains in their incomes, and offers a large number of other positive benefits to the sending communities and countries. However, there are also concerns about potential costs of migration, including concerns about trafficking and human rights, a desire for remittances to be used more effectively, and concerns about externalities from skilled workers being lost. As a result there is increasing interest in policies which can enhance the development benefits of international migration and mitigate these potential costs. This paper provides a critical review of recent research on the effectiveness of these policies at three stages of the migration process: pre-departure, during migration, and directed toward possible return. The existing evidence base suggests some areas of policy success: bilateral migration agreements for countries whose workers have few other migration options, developing new savings and remittance products that allow migrants more control over how their money is used, and some efforts to provide financial education to migrants and their families. Suggestive evidence together with theory offers support for a number of other policies, such as lowering the cost of remittances, reducing passport costs, offering dual citizenship, and removing exit barriers to migration. Research offers reasons to be cautious about some policies, such as enforcing strong rights for migrants like high minimum wages. Nevertheless, the paper finds the evidence base to be weak for many policies, with no reliable research on the impact of most return migration programs, nor for whether countries should be trying to induce communal remitting through matching funds.Publication Taking Stock of Recent Migration Flows in the European Union(World Bank, 2010-01-01)Expanded employment opportunities across the continent have been one of the most significant changes to have taken place in Europe during the past 50 years. Since the inception of the European Economic Community in 1957 involving 6 countries (Belgium, France, Italy, Luxembourg, the Netherlands and West Germany) with a combined population of less than 200 million, the European Union (EU) has grown to encompass nearly 500 million people across 27 member countries that produce, in total, about 30 percent of the world's total gross domestic product. May 2010 marked the six-year anniversary of the inclusion of eight countries from Central and Eastern Europe (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, the Slovak Republic and Slovenia) into the EU, followed by Romania and Bulgaria in January 2007. An important consequence of these 10 new member states (henceforth EU10) joining the EU has been to expand the internal EU labor market, albeit to varying extents for nationals of different member countries. Migration flows out of the EU10 following the 2004 enlargement is hampered by various technical and data constraints. As a result, the policy debates on the welfare consequences of migration following enlargement for both the host and sender countries have often been based on speculation and ideology rather than on the empirical evidence per se. Following the accession of EU10 countries to the EU, how large were the ensuing flows of migrant workers, and what were their main socio-economic characteristics?-in particular, how do migrants from within the EU compare to those from countries outside the EU? Are migrants poorer than the native-born population?-do they impose a high economic and social burden on the countries where they currently reside? Addressing these and other such key issues of policy interest are among the main questions addressed by this report. Using information from a variety of data sources, it takes stock of the nature, extent, and impact of EU migration following EU10 accession, and synthesizes the main lessons from this experience for future migration policy. In particular, the report highlights the positive contributions made by migrants in their host countries, as well as documents the growing importance of remittances in receiving countries.

Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
