Abstract
The World Bank's Country Assistance Strategy 2004-08 (CAS) indicates that the Bank is prepared to enter into a credit agreement to finance an integrated Technical and Vocational Education and Training (TVET) sector reform program. The project aims to improve access to post-primary education and to 'increase graduation of Mozambicans with the skills, practices, and attitudes needed to fill technical positions, and create value-adding knowledge and innovation in production. This Economic and Sector Work (ESW) attempts to identify the key issues and strategic options to strengthen the analytical base in the sub-sector and support the preparation of this project. Specifically, the study aims to identify ways and means through which the World Bank could support the efforts of the Government to: (a) augment the supply and productivity of skilled labor in key sectors of the economy; (b) draw up an integrated TVET system; (c) improve the external efficiency and relevance of the vocational education and training system; (d) improve internal efficiency and quality of existing technical and vocational education; and (e) expand access to TVET and reduce existing inequalities in the system. The findings of this sector study support major premises that should guide any further discussion about an appropriate TVET reform path in Mozambique. Firstly, all reform efforts will have to be governed by the goal of transforming the current supply-driven into a demand-oriented TVET system. Secondly, the situation and financial analysis shows that a further expansion and strengthening of the TVET system as it is at the current moment will compromise its long term development and modernization prospects and will not be financially sustainable. Thirdly, it must be understood that TVET itself and alone will not solve the problem of unemployment and lack of productivity in the Mozambican economy. TVET can only support growth and economic development once other factors that influence the investment climate are right. Fourthly, Government will need to re-define its role, niches and special responsibility in the national TVET system in accordance with defined and agreed criteria and in partnership with other stakeholders in the training system. Such a new definition of roles and responsibilities has to be done before other major reform elements are identified. Finally, it must be understood that a comprehensive reform agenda will require the joint efforts of all stakeholders, including the cooperating partners, many of whom have already contributed technical and/or financial resources to the improvement of TVET. The report falls in two principal parts: (1) a diagnostic assessment of trends in the labor market, in education and the technical and vocational education and training sector; and (2) a discussion of various options that are available for the Government t o improve access, quality and labor market responsiveness of TVET in a sustainable manner.

Publication Providing Skills for Equity and Growth(Washington, DC, 2010)The scope of this report is twofold. First, it documents skills gaps and mismatches and attempts to understand the reasons for them. Second, it provides a framework for thinking about skills development, drawing on international best practices, with the intent of stimulating further discussion. Given the breadth of the task, in this report we narrow the focus on a particular segment of the labor force: unskilled youth. There are several reasons sustaining this choice. First, unskilled youth, most of whom are out of school and have little chance to integrate themselves into the labor market, represent a significant share of the labor force that will remain active for the next 30 or 40 years. If nothing is done, out-of school youth will benefit at best only marginally from growth, and may even become an obstacle to sustaining growth in the long term. Second, the current educational system still faces a strong challenge in retaining students, and unskilled youth are likely to remain high on the agenda in the next decade or even longer. Finally, in the past decade, training programs designed specifically for out-of-school youth have begun to emerge around the developing world, in particular in Latin America, and recent evaluations suggest that they can be effective in increasing productivity and the chance of finding employment. Nevertheless, many of the findings of this report extend to overall skills development in Cambodia. In particular, the report points to significant market failures preventing both firms and training providers from offering quality training at all levels, as well as the need to develop certification and accreditation systems that are valued and recognized by employers and span all levels of education. The report proceeds in four chapters. The first covers demographic trends and the labor market. The second looks at skills gaps and mismatches. The third reviews existing training providers. The concluding chapter considers policy options in going forward.Publication Stepping Up Skills for More Jobs and Higher Productivity(Washington, DC, 2010-06)This report presents a framework - Skills Toward Employment and Productivity (STEP), that provides a simple yet comprehensive way to look at skills development. It brings together research evidence and practical experience from a range of areas-from research on the determinants of early childhood development and learning outcomes, to policy experience with the reform of vocational and technical education systems and labor markets-and provides a set of powerful messages to policymakers, researchers, and practitioners. The report's emphasis on performance measurement and benchmarking, policy and program evaluation, and cross-sectoral approaches focusing on individuals throughout their lifecycle provides a solid platform for developing countries to start exploring reforms.Publication Building the Skills for Economic Growth and Competitiveness in Sri Lanka(Washington, DC: World Bank, 2014-05-21)Despite internal conflict and the global financial crisis, Sri Lanka has made remarkable progress in the past decade, enjoying healthy economic growth and substantially reducing poverty. Moreover, Sri Lankans are the best-educated people in South Asia: the country has a 98 percent literacy rate, widespread access, high completion rates in both primary and secondary education, and gender parity in general education. Chapter two describes the general education and training system in Sri Lanka, especially the TVET sector. Chapter three examines the main drivers of skills demand and skills mismatches and gaps in Sri Lanka. Chapter four studies the relationship between education, training, and labor market outcomes, including skills already available in the workforce. Chapters five and six analyze factors affecting the skills supply system, such as cost, financing, and governance (chapter 5) and private sector provision (chapter six). Chapter seven briefly reviews firm-based training in Sri Lanka based on evidence from the employer survey. Chapter eight assesses workforce development policies in Sri Lanka based on the World Bank's Systems Approach for Better Education Results (SABER) framework. Finally, chapter nine provides the summary of main findings and outlines possibilities for the way forward in skills development in Sri Lanka.Publication Bulgaria : Workforce Development(Washington, DC, 2014)This report presents a comprehensive diagnostic assessment of Bulgaria's workforce development (WfD) policies and institutions. The results are based on a new World Bank tool designed for this purpose, SABER-WfD. SABER-WfD is part of the World Bank's initiative on Systems Approach for Better Education Results (SABER) whose aim is to provide systematic assessment and documentation of the policy and institutional factors that influence the performance of key areas of national education and training systems. The SABER-WfD tool encompasses initial, continuing and targeted vocational education and training that are offered through multiple channels and focuses largely on programs at the secondary and post-secondary levels.Publication Vocational Education in the New EU Member States : Enhancing Labor Market Outcomes and Fiscal Efficiency(Washington, DC: World Bank, 2007)This report explores the fiscal aspects of vocational education reform in the context of secondary education as a whole and considers the implications of any changes in the vocational education (VE) system for post-secondary and other modes of skill development. The report begins by describing the inherited system of vocational education in the former socialist countries of Central and Eastern Europe which was based on the assumption that everyone had to be trained for a specific occupation before starting work and that it was the function of vocational schools to provide such training. The report explores the scope for improvements in fiscal efficiency via a number of propositions about VE in the EU8 countries today: a) It would not be possible or advisable to fund adequately a traditional VE system which would provide ready-to-work recruits with narrowly specialized skills for the economy's enterprises; b) One way to reduce costs to government would be to locate practical training entirely in-plant but this is increasingly difficult; c) EU8 employers' traditional expectations of a fully-subsidized VE system delivering ready-to-work, specifically-skilled recruits are unreasonable; d) Traditional VE was the traditional answer to the question "What to do with those who have performed less well in basic education?" but this answer no longer convinces; and e) Parents and students are showing an increasing preference for general education (GE) over VE. Each of these propositions was discussed in this report not with a view to prescribing a detailed "one-size-fits-all" strategy for all the EU8 countries, but rather to deriving some principles that continued reform of VE could take into account, to the benefit of fiscal efficiency.

Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Remarks to the Annual Meetings 2020 Development Committee(World Bank, Washington, DC, 2020-10-16)David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
