Abstract
The vision of Pakistan's social protection strategy to reach the poor and vulnerable (2007) is 'to develop an integrated and comprehensive social protection system, covering all the population, but especially the poorest and the most vulnerable'. Consistent with this vision, the goals of the strategy are identified as: 1) to support chronically poor households and protect them against destitution, food insecurity, exploitation and social exclusion; 2) to protect poor and vulnerable households from the impacts of adverse shocks to their consumption and well-being that, if not mitigated, would push non poor households into poverty, and poor households into deeper poverty; and 3) to promote investment in human and physical assets, including health, nutrition, and education, by poor households capable of ensuring their resilience in the medium run and of interrupting the intergenerational cycle of poverty. This vision is fully consistent with the World Bank's social protection and labor strategy for 2012-2022, which recognizes that effective social protection and labor policies and programs help create the resilience, equity and access to jobs and opportunities essential to save lives, reduce poverty and promote sustainable growth. The focus of this report is Pakistan's main safety net program: the Benazir Income Support Program (BISP), which is only one part of the broader poverty reduction and social protection interventions. In particular, social protection includes labor policy, contributory social insurance, and social care services as well as safety nets. Pakistan's social protection system comprises safety nets, social security and employment promotion and protection.

    Assessing Safety Net Readiness in Response to Food Price Volatility

    In 2008, when food prices rose precipitously to record highs, international attention and local policy in many countries focused on safety nets as part of the response. Now that food prices are high again, the issue of appropriate responses is again on the policy agenda. This note sets out a framework for making quick, qualitative assessments of how well countries' safety nets prepare them for a rapid policy response to rising food prices should the situation warrant. The framework is applied using data from spring 2011, presenting a snap?shot analysis of what is a dynamically changing situation. Based on this data safety net readiness is assessed in 13 vulnerable countries based on the following criteria: the presence of safety net programs, program coverage, administrative capacity, and to a lesser degree, targeting effectiveness. It is argued that these criteria will remain the same throughout time, even if the sample countries affected will be expected to vary. Based on this analysis the note highlights that though a number of countries are more prepared than they were in 2008, there is still a significant medium term agenda on safety net preparedness in the face of crisis. In this context, strategic lessons from the 2008 food crisis response are presented to better understand the response options and challenges facing governments and policy makers. The note concludes by calling for continued investment and scale up of safety nets to mitigate poverty impacts and help prevent long term setbacks in nutrition and poverty.

    Timor-Leste Social Assistance : Public Expenditure and Program Performance Report

    The Democratic Republic of Timor-Leste is a young, post-conflict nation endowed with significant oil revenues. Timor-Leste has one of the highest birth rates in the world (2.41 percent population growth) with over 44 percent of the population below 15 years of age (Timor-Leste Census, 2010). Since the 2006 crisis, the Government of Timor-Leste has shown a clear commitment to social assistance. Globally, poverty persistence is closely related to major life-cycle disadvantages resulting in low human capital outcomes, and yet large-scale poverty remains unaddressed by current social protection efforts. This expenditure review and performance evaluation report is part of the technical assistance provided to Timor-Leste's Ministry of Social Solidarity (MSS) in response to the lack of any national level evaluation of the safety nets system since its inception. To that end, this study seeks to assess the social assistance policy, as well as the performance of the main MSS social assistance programs. More specifically, the aims are to: (1) determine whether existing programs are efficient, effective and sufficient in addressing main vulnerabilities; (2) assess the adequacy and composition of the allocation of financial resources for delivery of government social assistance; (3) review operational and administrative issues; and (4) make recommendations for improving the delivery of social safety nets. Some of the questions that this report seeks to answer include: what are the main risks facing the vulnerable groups in Timor-Leste?; what types of programs are in place to address those risks?; is the range of programs and their financial allocations appropriate for the country's needs?; is the institutional arrangement adequate?; are these programs effective and reaching the intended beneficiaries?; and are they implemented cost-effectively? The report is organized as follows: chapter one gives context, purpose and conceptual framework. Chapter two describes the attributes of the poorest 40 percent and the main vulnerabilities and risks that low-income families in Timor-Leste face. Chapter three provides a historical overview of the social assistance policy and programs that emerged after the 2006-2007 conflict. A summary of levels and trends in aggregate public expenditure on safety nets, composition of spending as well as program-specific budget analysis is presented in chapter four. Chapter five assesses performance of the safety nets by analyzing coverage, targeting effectiveness, and generosity. Chapter six examines impact and targeting efficiency using simulation techniques. Chapter seven assesses implementation capacity, and business processes, and in particular, the following: ID systems, enrollment, payments arrangements and monitoring and evaluation. Chapter eight concludes with implications for social response and policy considerations.

    Rising Food Prices in Sub-Saharan Africa : Poverty Impact and Policy Responses

    The increase in food prices represents a major crisis for the world's poor. This paper aims to review the evidence on the potential impact of higher food prices on poverty in sub-Saharan Africa, and examines the extent to which policy responses will benefit the poor. The paper shows that rising food prices are likely to lead to higher poverty in sub-Saharan Africa as the negative impact on net poor consumers outweighs the benefits to poor producers. A recent survey shows that the most common policy response in sub-Saharan African countries is reducing taxes on food while outside the region price controls or targeted consumer subsidies are the most popular measure. Sub-Saharan African countries also have a higher prevalence of food-based safety net programs which are being scaled up to respond to rising prices. The review suggests that the benefits from reducing import tariffs on staples may accrue largely to the non-poor. Social protection programs show more promise, but geographic targeting is likely to be crucial in ensuring that benefits reach the neediest. The paper also argues that anti-poverty interventions ought to retain their focus on rural areas where poverty remains highest even after taking into account the adverse impact on the urban poor due to the rise in food prices.

    Niger : Food Security and Safety Nets

    This study aims to assist the Government of Niger in developing a multi-sectoral approach to reducing the population s vulnerability to food insecurity. The study reviews food security policies and programs in Niger, and provides an action plan for strengthening the existing system and developing an effective safety net strategy. The study finds that targeting of food aid has been either weak with significant leakages. Moreover, although the need to support poor and food insecure households is substantial, safety nets are small, receive limited funding, and are designed for emergency food crises. The study recommends to improve the efficiency and scope of safety net programs in Niger and to promote effective strategies to improve food availability and the emergency response systems.

    Niger : Food Security and Safety Nets

    Niger is a very poor country that faces serious problems of poverty and household food insecurity. With a per capita gross national income (GNI) of US$240 and an estimated 62 percent of the population living below the poverty line, Niger is one of the lowest-ranked countries on the United Nations' human development index. Reducing vulnerability and ensuring food and nutrition security is an overarching priority for the Government. Maintaining food security at the national and household level is an important priority for developing countries in general, both for the welfare of the poor and for political stability. In order to ensure food security, governments have adopted various strategies, including efforts to increase staple food crop production, market interventions, and a variety of safety net programs, especially during emergencies. In Niger, where profound vulnerabilities combined with a high level of population growth have resulted in endemic food insecurity, the Government is faced with a serious challenge. In this context, the purpose of this study is to contribute to the existing strategy and assist the Government in developing a holistic, multi-sectoral, and institutional approach to reducing the population's vulnerability to food insecurity. This report adds value to the ongoing policy discussions in two ways: first, it presents new empirical analysis of: i) food insecurity and vulnerability of households during the period of food crises as well as during normal period, ii) the structure and integration of cereal markets within Niger and with markets in neighboring countries, and iii) causes of the 2005 food crisis, and lessons learned on implications of various levels of cross-border flows between Niger and Nigeria. Second, it provides concrete short- and medium-term recommendations for helping government to improve the performance of existing programs to increase food security, particularly related to preparedness for and responses to food crises, and to design efficient safety nets mechanisms for vulnerable population.

    An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, Non-governmental Organizations (NGOs), civil society, international organizations, and donors are among the stakeholders interested in better performance. This handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. The handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.

    Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.

    This study aims to achieve a better understanding of the agricultural risk and risk management situation in Tanzania with a view to identifying key solutions to reduce current gross domestic product (GDP) growth volatility. For the purpose of this assessment, risk is defined as the probability that an uncertain event will occur that can potentially produce losses to participants along the supply chain. Persistence of unmanaged risks in agriculture is a cause of great economic losses for farmers and other actors along the supply chains (for example, traders, processors, and exporters), affecting export earnings and food security. The agricultural sector risk assessment is a straightforward methodology based on a three-phase sequential process. Phase analyzes the chronological occurrence of inter-seasonal agricultural risks with a view to identify and prioritize the risks that are the drivers of agricultural GDP volatility. This report contains the findings and recommendations of the first phase and includes the identification, analysis, and prioritization of major risks facing the agricultural sector in Tanzania, as well as recommendations regarding key solutions. Chapter one gives introduction and context. Chapter two contains an overview of the agricultural sector and its performance, as well as a discussion of key agro-climatic, weather, and policy restrictions and opportunities. Chapter three includes an assessment of major risks (that is, production, market, and enabling environment risks) facing key export and food crops. Chapter four presents an estimate of historical losses due to realized production risks and a correlation of such losses with production volatility. Chapter five provides insights into the exposure to risks by different stakeholders and their actual capacities, vulnerabilities, and potential to manage agricultural risks. Chapter six presents a risk prioritization by different supply chains and discusses the possible solutions, as well as specific recommendations for the agricultural sector development program (ASDP).

    Africa's Future, Africa's Challenge : Early Childhood Care and Development in Sub-Saharan Africa

    This book seeks to achieve a balance, describing challenges that are being faced as well as developments that are underway. It seeks a balance in terms of the voices heard, including not just voices of the North commenting on the South, but voices from the South, and in concert with the North. It seeks to provide the voices of specialists and generalists, of those from international and local organizations, from academia and the field. It seeks a diversity of views and values. Such diversity and complexity are the reality of Sub-Saharan Africa (SSA) today. The major focus of this book is on SSA from the Sahel south. Approximately 130 million children between birth and age 6 live in SSA. Every year 27 million children are born, and every year 4.7 million children under age 5 die. Rates of birth and of child deaths are consistently higher in SSA than in any other part of the world; the under-5 mortality rate of 163 per 1,000 is twice that of the rest of the developing world and 30 times that of industrialized countries (UNICEF 2006). Of the children who are born, 65 percent will experience poverty, 14 million will be orphans affected by HIV/AIDS directly and within their families and one-third will experience exclusion because of their gender or ethnicity.

    Long-term needs and sustained effort are underlying themes in this year's report. As with most of its predecessors, it is divided into two parts. The first looks at economic performance, past and prospective. The second part is this year devoted to population - the causes and consequences of rapid population growth, its link to development, why it has slowed down in some developing countries. The two parts mirror each other: economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond. Population policy and change in the rest of this century will set the terms for the whole of development strategy in the next. In both cases, policy changes will not yield immediate benefits, but delay will reduce the room for maneuver that policy makers will have in years to come.
